Background
This Plan was formulated under the 4th National Comprehensive Territorial Plan and was carried out by the request of the provincial government of Jeollabuk-do. The purpose of the study is to develop the 3rd Jeollabuk-do Comprehensive Development Plan for the period of 2000∼2020.
Major Directions and Strategies
The plan consists of three parts. The first part contains an introduction, its objectives and projections on population, GRP, labour force. The second part presents seven strategies for regional development by sector. The major program and projects of development strategies are as follows:
1) Spatial development for the integration of regional development
To maximize the development potential unique to the region as well as the utilization of natural resources five specialized spatial models-the urban centre, the international manufacturing and trade area, the ecological agriculture area, the clean environment resort area and the traditional culture area are proposed as a basic spatial framework. These spatial models aim to reinforce the effect of development and pursue balanced regional development by interconnecting the regions.
2)Building the human settlement based on human-oriented and environment -friendliness
Urban residential areas should be built on the human-oriented and
environment-friendly basis, utilizing the distinct characteristics of the region.
Rural areas are to be developed as alternative places for leisure by improving the transprotation system for better accessibility to the regions. Especially it is propose to develop cities based on industrial potentials of respective regions. For example, Jeonju as the centre of administration, education and culture focusing on the multimedia; Kunsan as the international trade and logistics centre specializing in automobiles and mechatronics; Iksan as the inland logistics centre concentrating on jewelry and knit industries.
3) Cultivation of knowledge-based industry for the future society
To improve the regional economies in knowledge-based society, programmes and strategies are suggested as follows: to promote exports of agricultural & fishery products through improving the quality of products, it is suggested to develop agricultural biotechnology and establish the quality certificate system. And to develop new knowledge-based industry through advanced technology and information, it is suggested to provide venture companies with favorable business climate through the regional technology innovation centre and various incubator centres.
4) Strengthening the transportation and information infrastructures
To advance the globalization of the region, it is necessary to reinforce transportation infrastructure to facilitate international exchanges and regional integration. For transportation infrastructure, Gunjang and SaemanGeum Ports, Jeonju Airport, the Southeastern Railway, the Honam High Speed Railway, the double-tracking of the Jeolla·Jeonju·Gunsan Railway, the West Coast Highway will be built.
And information infrastructure should also be strengthened to improve the competitiveness of regional industries and to benefit residents by providing them with easy access to information pool. For information infrastructure, e-shopping malls will be established to improve the competitiveness of regional industries, and health, transportation and social welfare services will be provided on-line for residents.
5) Environmental preservation and exploitation of resources for sustainable development
For sustainable development, overall land information systems, ecological
networks and broad environment management systems will be established. So the plan proposes to build a demonstration city and ecological industrial parks with environment-friendly development methods. And the campaign of Environment Agenda 21 will be promoted by waste reduction and recycling.
6) Developing the regional culture and tourism with cultural characteristics
It aims to promote culture and tourism in the region by establishing cultural identities and to make the tourism industry knowledge-based and competitive.
The distinctive Wansan(Jeonju) cultural belt will be developed for the preservation and reconstruction of historical and cultural resources in the region, such as pre-historic dolmen sites, the relics of Baekje, the Miruk ideology, Jeonju Pansori, and the relics from the Donghak Revolution. As for development of tourism, each tourist area needs to be specialized according to its respective resources.
7) Promoting the high quality of life and social welfare
The major projects for this strategy are to improve residential conditions and to expand social welfare services by providing education programs for local residents and building up leisure facilities. The plan presents to build ecological residential areas by way of their tradition and landscape, and community facilities for leisure and sports, to provide disadvantaged people with productive welfare services such as job opportunities and career training and to encourage volunteerism among local residents.
The last part contains the implementation strategies and management scheme of the plan, including investment criteria and major projects for regional development.
