Grid Solar and Energy Efficiency Project

Credit No 5566-NP

Design, Planning, Engineering, Procurement (Manufacturing/Supply), Construction/Erection, Testing, Commissioning and Five Years of Operation & Maintenance of 25 MWp Utility Scale

Grid Tied Solar Farms

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. WB 1719-04/15 of 10 April 2015.

2. The Government of Nepal has received a credit from the World Bank toward the cost of the Grid Solar Energy and Energy Efficiency Project and it intends to apply that part of the proceeds of this Credit to payments under the contract for Design, Planning, Engineering, Procurement (Manufacturing/Supply), Construction/Erection, Testing, Commissioning and Five Years of Operation & Maintenance of 25 MWp Grid Tied Solar Farms.

3. The Nepal Electricity Authority (NEA) now invites sealed bids from eligible bidders for Design, Planning, Engineering, Procurement (Manufacturing/Supply), Construction/Erection, Testing, Commissioning and Five Years of Operation &

Maintenance of 25 MWp Grid Tied Solar Farms. The plant shall be installed and connected at various sites adjacent to existing substation of NEA in Bagmati Zone of the country. The bidder shall operate and maintain the power plants for 5 years and shall hand them over to the NEA after the said period in good condition.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits & Grants, and is open to all bidders from eligible source countries as defined in the guidelines.

5. Interested eligible bidders may obtain further information from Project Office on working days and inspect the bidding documents at the address given below from 10:00 to 17:00 hours.Please visit www.nea.org.np for more information.

6. A complete set of bidding documents in English may be purchased by interested bidders from April 13, 2015 onwards on

the submission of a written application to the address below and upon payment of a nonrefundable fee of NRs. 30,000.00 (In words, Nepalese Rupees Thirty Thousand Only) or an equivalent amount in US$ by bank voucher

deposited in the NEA Current Account 1206101/001-001-524 at Nepal Rastra Bank, Thapathali, Kathmandu or in the form of draft drawn in favor of the Project. The document will be handed over to the Bidder or its authorized representative upon production of the evidence of payment of the fee. Upon the request of bidder, the Bidding Documents can also be sent by post/courier services upon payment of additional fee of US$ 1,000.00. However, NEA will not be responsible for delay or non-delivery of the documents so sent. The Bid documents shall be available for sale up to one day before the last date of Bid submission as specified in Clause 7 hereunder.

7. Bids must be delivered to the address below at or before 12:00 hours, local time, on June 11, 2015. All bids must be accompanied by a bid security of 1.25 million USD or an equivalent amount in a freely convertible currency in the form stipulated in the bidding documents. For the purpose of determining the equivalent amount of the required Bid Security in a freely convertible currency, the exchange rates published by Nepal Rastra Bank prevailing on the date 28 days prior to the deadline for bid submission shall be applied. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 12:30 hours on, local time on the last date of Bid delivery.

8. If the given date happens to be an official holiday, the next working day shall be considered as the date for bid submission and opening.

9. The pre-bid meeting shall take place on May 08, 2015 and all the bidders are strongly encouraged to visit all the sites prior to that date.

10. The Employer reserves the right to accept or reject any bid, and to annul the bidding process and reject all bids at any time prior to award of contract, without thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the affected Bidder or bidders of the grounds for the Employer’s action.
