Appointment of Planning Consultant for Formulation of Planning and development Strategy and Preparation of Development Plan for 71 Villages along Mumbai Pune

MSRDC is appointed as a Special Planning Authority (SPA) for the area between Mumbai Pune Expressway and Mumbai – Pune old Highway and for the land between two kilometers south west from Mumbai Pune Expressway excluding the area of Pune District, area covered under IDP-1, project of NAINA and Local Authority if any vide Notification dated 17/02/2016.
This notification was further amended vide Notification dated 18/03/2016 deleting some of the villages for the reasons specified therein in the notification.
Pursuant to the declaration of the Authority, the process under section 21/23 of the MRTP Act, 1966 is set into motion by publishing the notice under section 23 declaring MSRDC’s intent to prepare a development plan. MSRDC now intends to appoint a Planning Consultant for for Formulation of Planning and development Strategy and Preparation of Development Plan for 71 Villages along Mumbai Pune Expressway by this Request For Proposal.
Request For Proposal: MSRDC invites Request For Proposal for appointment of Urban Planning Consultant of International repute and experience with global presence to carry out the collection of maps, data & information, conduct surveys, investigation, analysis and studies and submit necessary Reports as required at various stages in the process of formulating development strategy and preparation of Development Plan for the said notified project area.
The scope of work in brief will consist of following:
Prepare an Existing Land Use Plan
Preparation of a vision document, the concept plan and structure plan for the said Project Area
Explore alternative development strategies of Implementation of Development plan including obtaining land for infrastructure, public purposes and low income housing having regard to existing and proposed statutory provisions.
Consultations with various stakeholders to formulate the concept plan.
Finalize the conceptual and structure plan of the entire area and detail Development Plan.
Identify Growth Centers (GC) within the said Project Area that can be developed by MSRDC to generate finance for providing the required infrastructure facilities.
To prepare the Development Plan and Development Control Regulations in accordance with the provisions under the Maharashtra Regional and Town Planning (M.R. & T.P) Act, 1966.

2. Required amount of RFP Document fee (Rs. 50000/-) shall be paid online through the payment
Gateway provided at Mahatenders.gov.in at the time of submission of bid.
3. Last date of receipt of queries/ clarifications: 12.07.2016 (17.00 hrs.).
4. Pre-Proposal Conference will be on 15.07.2016 (15.00 hrs.) at the address given below.
5. Technical Proposals received online shall be opened on 18.08.2016 (11.00 hrs. IST), if possible at the MSRDC office at address given below using the site https://mahatenders.gov.in.
6. RFP submitted through any other mode will not be entertained. However, original documents as per requirements of RFP shall be submitted physically by the bidders at the time of Technical Proposal opening in the MSRDC Office at the address given below.
7. Time and date of opening of Financial Proposals will be informed to the qualified bidders.
8. Bidders shall have valid class II / III Digital Signature Certificate (DSC) obtained from any certifying Authorities.
9. The MSRDC ., reserves the right to accept or reject all or any of the Bids or to annul the tender process without assigning any reason whatsoever.
