한 국 직 업 능 력 개 발 원

머 리 말

그간 우리 나라는 사회 각 분야의 변동에 따라 새로운 지표를 개발하여 왔다. 개발된 지표는 학계의 연구자 및 일반 수요자들에게 유용하게 활용됨은 물론, 국가 정책을 수립 하는 기초자료로 활용되어 국가경쟁력의 제고와 학문적인 발전 및 개인 삶의 질을 높이 는데 기여하여 왔다.

직업교육훈련 분야에서도 이러한 지표의 효용성과 필요성을 인식하여 한국직업능력개 발원에서는 1998년 연구과제로 「직업교육훈련지표 개발을 위한 기초연구」를 수행한 바 있다. 이 연구에서는 「직업교육훈련지표」 작성의 전 단계로서 직업교육과 직업훈련을 통 합하는 지표체계와 지표항목을 개발하였고, 이를 체계화할 수 있도록 항목의 개념과 산 식을 제시하여 향후 일관성있고 타당한 직업교육훈련지표를 지속적으로 발간할 수 있는 기반을 조성하였다.

「한국의 직업교육훈련지표 1998」은 이러한 기초연구에 터하여 작성되었다. 그러나 제한된 시간과 원자료의 미비로 인하여 우선 가용한 자료를 정리하였다. 지표의 주요 영 역은 환경, 투입, 과정, 결과, 그리고 국제비교 등 5개의 목표영역으로 나누어 작성하였 다.

이 자료집은 직업교육훈련 담당자, 수요자 및 연구자들에게는 직업교육훈련 관련연구 수행을 도와주고, 일선의 담당 행정가들에게는 직업교육훈련정책을 입안하기 위한 기초 자료로 유용하게 활용하기를 기대한다. 앞으로 계속 직업교육훈련지표를 연구・개발함은 물론 수록된 내용을 수정・보완하여 더욱 유익하고 정확한 자료를 제공할 것이다. 독자들 의 지속적인 관심과 질정이 있기를 바라며, 다음 연구에서는 이를 반영하여 더욱 알찬 직업교육훈련지표를 발간하도록 할 것이다.

FOREWORD

To adequately reflect social changes during the past few decades in Korea, new indicators have been developed. These indicators have been utilized by national policy makers, researchers, and by general users. Further, these indicators have contributed to enhancing national competitiveness and the quality of life, and to academic advancement.

The need to develop comparable indicators in the field of vocational education and training in Korea did not go unnoticed. In 1998, KRIVET conducted a study called 'Basic Research to Develop Vocational Education and Training Indicators' as one of their projects. The project, as a preparatory step to develop vocational education and training indicators, focused on developing an indicator system and indicator items which could integrate vocational education and vocational training. The concepts and formulas for each indicator item were prepared as a basis for developing vocational education and training indicators in the future.

『Vocational Education & Training Indicators in Korea 1998』have been developed upon the basis of this basic study. Due to lack of time and data, we have only included available statistics in this edition. In this book, vocational education and training system has been divided into the following 5 target areas : environment, input, process, result, and international comparison.

We hope the data and statistics included in this book will be utilized as valuable data resources for policy makers, vocational education and training professionals, administrators, researchers, and the general public. We will make continuous efforts to improve and supplement the vocational education and training indicators, and to develop new indicators for new areas. We ask the reader and user of this book for continued interest and comments, which we will reflect on our next edition of vocational education and training indicators.

Last but not least, we thank every project team member in their efforts. Special thanks goes to our research assistants in their exhaustive efforts of entering the extensive list of data.

1. 본 보 고 서 는 정부 각 부 처 및 국내 주 요 기 관 에 서 공 표 한 통계를 바 탕 으 로 작성한 것 이 며 각 통 계 표 하단에 그 출처를 표기하였음.

2. 본 보고서의 지 표 체계 및 통 계 표 의 수록 순 서 는 『직 업 교 육 훈 련 지 표 개발을 위 한 기 초 연 구』( 한 국 직 업 능 력 개 발 원, 1998: 이 하 『기 초 연 구』 로 표기함) 의 연구결과를 바탕으로 하 였 으 나, 가 용 한 원 자 료 의 부족과 편집상의 문제로 『기초연구』와는 다소 차이가 있음.

3. 개 별 지 표 들 은 대 부 분 통 계 표 와 그 래 프 로 제 시 되 었 으 나 , 통 계 표 만 제 시 된 지 표 들 도 있음. 그 래 프 는 지표번호에 ‘G’로 표시하였음.

4. 통계표는 원자료가 가용한 경우 기본적으로 1980년부터 작성되었음.

5. 통 계 표 의 수치 중 인 구 기 준 이 나 백 분 율 등 으 로 표 기 되 는 경우에는 세목과 합계가 각 각 반 올 림(소 숫 점 둘째자리)된 것이 있으므로 세목의 합이 합계와 일치하지 않는 경우도 있음.

6. 실 업 계 고 학 교 유 형 중 ‘ 종합고’ 는 실 업 계 와 인 문 계 과정이 총합편성된 학 교 를 의 미 하 고 , ‘실업고’ 는 공 업, 상업, 가사 등의 과정이 중복설치된 학교를 의미함.

7. 통계표의 기호( - )는 해당 숫자 미상 또는 없음을 의미함.

How to Read the Book

1. The data included in this book is based on the statistics released by government agencies and major research institutions in Korea. Data sources are included at the bottom of each table.

2. The overall structure of the indicators and the order of the statistical tables included in this book reflect the results of the project 『Basic Research for Vocational Education and Training Indicators 』(1998). Due to the lack of available data and editing difficulties, some deviation from the guidelines was necessary.

3. Most individual indicator items are shown in both table and graph. However, some are shown only in table. To denote a graph which is connected to a specific table, G is attached to the serial number of the table.

4. Statistical tables, whenever possible, include data information from as far back as 1980.

5. Some of the numerical information shown in the tables, particularly percentag es and population statistics, do not add up to the total due to rounding errors. (In most cases, the numbers are rounded to the second place below the decimal point.)

6. Among the Types of vocational high school(ex: table # 3-2), the category 'comprehensive' indicates schools having both vocational education programs and general education programs, and the category 'vocational' indicates schools comprised of technical, commercial and home economics departments.

7. The note (-) marked on the statistical tables indicate that the pertinent data is missing or limited.
