SEOUL: Scores of riot police turned out yesterday for the funeral of one of South Korea's most notori이is gang bosses, Kiml Tae-Chon - a major figure in the organised crime world in the 1970s and 80s.
The service was held at the Seoul hospi- tal where he died on Saturday at the age of 64 of a heart attack.
Some 300 people attended the ceremony, monitored by nearly 150 riot police.
"We dispatched units to prepare for any sudden incidents at the hospital, where there are other patients and visitors not related to this funeral," a spokesman said.
Kim, who was known for arming his gang members with long, ultra-sharp sushi
knives, was convicted of masterminding the brutal stabbing murder of a nightclub manager in 1986. He was sentenced to 10 years, but the term was suspended after he was diagnosed with lung cancer.
In 1992 he was handed another 10-year jail term for setting up a criminal syndi- cate named the Beomseobangpa gang.
After his release, he appeared to have forsaken his gang life and began preaching against crime as a reformed Christian. But a few years later he was back in prison after being convicted on bribery charges.

THE ANC Youth League enters the new year on tenterhooks, with the ANC's newly elected national execu- live committee (NEC) poised to launch an investigation into the con- duct of its leadership.
The new NEC, which meets in Durban on Friday for the first time since its members were elected at the ANC's Mangaung Lonference last month, has been given a mandate to look into 아.e youth league's leader- ship, assess its performance and decide on a way forward for the beleaguered organisation. .
At Mangaung; , the ANC in Mpumalanga called on- the ruling party to disband the league's nationaL executive, which sparked a robust debate in one of the closed plenary sessions. While the call was not endorsed by delegates, the fttture of the current leadership is in the bal- ance. One league leader, a member of its national executive, said the ANC's NEC was most likely to focus on the party's January 8 statement, to be delivered by President Jacob Zuma at a rally in Durban on Saturday - and was not expecting it to take a decision on the league. The NEC also has a long list of other matters to discuss.
"The January 8 statement is after all an NEC statement. But there wifi

But they won't dissolve the league.

One possibility was that the ANC's NEC would appoint a special task team to deal with the youth league.
The league is currently weighing its options on how fill the vacancies left by the expulsion from the ANC of its former president, Julius Malema, and 山e suspensions of its former spokesman Floyd Shivainbu and sec- retary Sindiso Magaqa.
Shivambu and Magaqa were slapped with three-year suspensions, the latter's suspended for three years.
A planned bid to get delegates to the Mangaung conference to review Malema's expulsion failed to materi- alise, leaving Malez沚Lfirmly in the political wilderness.
The first option for 仕ie league to elect a new president and fill the other vacancies would be to hold a special congress. Other options would be to hold a national general council or special NEC meeting.
Former National Youth Develop- ment Agency chairman and youth league NEC member Andile Lungisa said he didn't expect the ANC leader- ship to take a decision on the league any time soon.

SEVERAL favourable changes have been introduced by the Tax Administration Amendment Act to ease the burden on provisional taxpayers, but tax practitioners have said that penalties of up to 50% of undeclared income are being imposed.
The penalty system has been a
bone of contention between the
South African Revenue Service (SARS) and the tax fraternity, with some practitioners calling for individuals to be excluded.Provisional taxpayers are corn- panies and individuals with addi- tional sources of income.
Some practitioners said it was almost impossible for taxpayers to make accurate estimates of income, and the most infuriating

80% of their estimated taxable income for the year of assessment.
Those earning less than Rim have to make a payment within 90% of
their estimated taxable income.
The amendment act provides for a penalty of 20% of the dif-
ference with the amount of in-
come declared, and a penalty of 10% on the tax for which taxpay- ers are liable, but have not paid.Provisional taxpayers are expected to make a second tax
payment, typically in February, which has to be within 80%-90%
of their estimate of taxable in- come for the year of assessment.
Mark Kingon, head of oper- ations at SARS, said yesterday that there had been no default 50%
penalties for provisional taxes and that the 20% penalty was being applied. If understatements had been made for other taxes, tax- payers had the right to lodge objections, he said. "We will review such cases and go through the proper process with them."
Norton Rose tax director Peter Surtees said yesterday SARS did not ask taxpayers to justify their estimates, and to correct them if they were wrong.
"SARS immediately slaps the taxpayer with a penalty. That is a costly administrative burden placed on the taxpayer, who will have to go back to his tax prac- titioner, who will have to explain to SARS why the estimate is right.

estimate their income based on their taxable income in the pre- vious year of assessment. About two years ago, this changed and SARS required an increase of 8%
a year on the basic income, if the last year of assessment was more than a year ago. In practice, many companies and individuals had to adjust their estimated taxable incomes by 16% because of the timing of the payments, he said.

Environmental, economic storms 'are set to collide'

CLIMATE change and environ- mental challenges have moved to the top of a list of risks facing the world in the coming decade, according to a report from the World Economic Forum (WEF) published yesterday.

"If we don't allocate the resources needed to mitigate the rising risk from severe weather events, global prosperity for future generations could be threatened," he said.
The WEF report went a step further, warning that simulta- neous shocks to the world's eco- nomic and environmental systems could trigger "potentially insur- mountable consequences".
It highlighted two other major risk cases globally - complacency over health amid rising resistance to antibiotics, and the spread of
"digital wildfires" sparked by the
rapid spread of misinformation on the internet.
Given the greater certainty that global temperatures would rise to some extent, a "climate- smart" mind-set should permeate decision-making, the WEF said.
This had to become a part of urban planning, water- and food- security management, investment policy and demographic policy development. But the WEF said the sovereign debt crisis would make this more difficult.

11남아공 교도소서 폭동 …50 여명 부상

(요하네스버그=연합뉴스) 김민철 특파원 = 남아프리카공화국의 한 교도소에서 재소자들이 폭동을 일으켜 경찰이 강제진압하는 사태가 발생했다.
이번 사태로 재소자 50 여명이 부상했고 교도관들도 최소 4 명이 다쳤다고 현지 뉴스통신 사파, 국영 라디오
SAFM등이 8 일(현지시간) 일제히 전했다.
보도에 따르면 남아공의 중부 내륙지방인 프리스테이트주(州) 데네이스빌의 흐룬푼트교도소에서 7 일 오후 재소자들이 폭동을 일으켰다.
재소자들은 교도소 측이 제공하는 음식이 형편없다며 불만을 표출하는 한펀 일부
교도관들의 행태에 대해서도 불평을 터뜨렸다.227
명의 중범죄자가 수용된 구역에서 발생한 폭동으로 일부 감방과 사무실이 불에 탔으며재소자들의 공격으로 최소한 4 명의 교도관이 다쳤다.
이에 따라 경찰이 출동해 8 일 새벽 최루탄을 쏘며 강제 진압에 성공했다. 이 과정에서 약
50 명의 재소자들이 경미한 부상을 입었다.경찰은 폭동의 주모자들을 색출하는 조사를 벌이는 한편 폭동 원인에 대해서도 수사할
계 획 이 다.한편 시부시소 은데벨레 교정부장관은 교도당국이 재소자들을 인도적으로 처우할 책무가 있다는 점을 인정하지만 재소자들의 폭동은 용납할 수 없으며 엄중한 처벌을 받을 것이라고
