Notice for Submitting Quotations

The Consulate General of the Republic of Korea in Hong Kong (hereinafter Korean Consulate) invites qualified vendors to submit quotations to renovate Exit Door for the premises of the Korean Consulate office located on 5th Floor, Far East Finance Centre, Admiralty, Hong Kong

1. Subject

a. Construction Title : Korean Consulate Office renovate for Exit Door b. Location : 5th Floor, Far East Finance Centre, Admiralty, Hong Kong c. Contents

① Remove and disposal of existing ordinary wooden door and installation of new Fire Rated Wooden door

② Any related works including Labour and Accessories

d. Estimated Budget : USD 3,117 (approx. HKD 24,000 including all expenses) e. Contract Period : 4 weeks working days

2. Submitting method for Quotations

a. Vendors should submit a quotation in digital format via e-mail; hkg-info@mofa.go.kr, via fax +852-2861-3699 or via by-hand.

3. Starting and Closing Date and Time

Quotations should be submitted from 9:00 on 1 July to 12:00 noon on 8 July, 2020.

4. Checking date and time for quotations

Submitted quotation will be checked at 14:00 on 8 July, 2020 by Administrative Consul via PC.

5. Qualification Requirements of the vendor

 Quotations must be submitted before or on the Closing date & time.

 Vendor must operate and maintain a permanent office within Hong Kong Island, Kowloon, and New Territory.

 Vendor must have been properly registered and authorized by relevant authorities to provide installation services. License and authorization must be valid during the period of contract.

 Vendor must possess a minimum of 3 years of professional experience in providing fire safety installation services in Hong Kong to have successfully carried out relevant mandated and duties with any governments, public institutions, and foreign missions including consulates. Proof of these services must be provided in a written form such as a copy of the contract.

6. On-site explanation

On-site explanation will be implemented by request.

7. A security deposit for tender

The request for submitting quotation is not a public tender, so a security deposit will not be paid by vendors.

8. Award Procedure

 The highest ranked vendor shall be awarded by the Korean Consulate to conclude a contract.

 The Korean Consulate will evaluate the proposal (80%) and the cost (20%). A written notice will be made to the successful bidder.

 Any decision with regard to the award will be made at the sole discretion of the Korean Consulate.

9. Disqualification

 When a vendor does not match with the qualifications or follow last day for submission;

 When the chosen vendor does not sign the agreement within 10 days after chosen as a contractor

10. Complying with the commitment to comply with the implementation of the integrity contract and confidentiality agreement

The chosen vendor must submit signed ‘Pledge to implement integrity pact’ and

‘Confidentiality Agreement’ upon signing on contract by the representative because of the special condition of the Consulate General of the Republic of Korea.

12. Notice

The submission shall be considered as accepting all the terms set forth in the Notification.

All expenses incurred in order to prepare the required documents shall be borne by the vendor.

All the proposals that have been submitted shall become the sole property of the Korean Consulate.

C) Ethics statement

Pledge to Implement Integrity Pact

The Contracting Officer of the Consulate General of the Republic of Korea in Hong Kong and the (Company name) duly acknowledge that corruption-free and transparent business management and fair administration are essential to promoting social development and competitiveness. In line with the entry into force of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions and the increasingly stringent sanctions imposed internationally against corrupt companies and states, the Company’s officers and employees (agents) and the Consulate General of the Republic of Korea Officer, in proactive response to the tenor of the integrity pact, hereby swear as follows with respect to participation in bidding for facility construction, commodity purchase or manufacturing, services, and the like of the Consulate General of the Republic of Korea in Hong Kong and organizations affiliated therewith and execution and performance of an agreement subject to ordinary audits under the Guidelines on Conducting Ordinary Audits:

1. The two parties shall not pursue any unfair acts unduly impeding free competition by engaging in collusion to maintain a bidding price or award a contract to a specific person in bidding or by making any arrangement, resolution, or agreement with any other company;

2. In the course of bidding and execution/performance of an agreement, the Contracting Officer shall not demand that the Company provide money or other valuables, entertainment, or any undue gain irrespective of reasons therefor. The Company shall not directly or indirectly provide money or other valuables, entertainment, or any undue gain to the Contracting Officer and other government employees; and

3. If provision or acceptance of money or other valuables, entertainment, or any undue gain is revealed in connection with bidding and execution/performance of an agreement, the Company acknowledges that it shall be subject to cancellation of its selection as a successful bidder prior to conclusion of the agreement; revocation of the agreement after

conclusion of, but prior to performance of, the agreement; and termination of the agreement in entirety or in part after performance thereof. The Contracting Officer shall assume liability therefor as provided by applicable law.

The Company shall observe this pledge, which is based on mutual trust. It shall also not claim damages against the Consulate General of the Republic of Korea in Hong Kong in connection with any series of measures taken by the Consulate General of the Republic of Korea in Hong Kong in response to its violation hereof, such as imposition of limitations on its participation in bidding and termination of the agreement, nor file any civil or criminal objection.

D) Security Oath

Confidentiality Agreement

I do solemnly swear that I will strictly comply with the following in performing my obligations under the Agreement with Consulate General of the Republic of Korea in Hong Kong from (day) (month) (year):

1. I swear that I will not reveal to any third party any information that I acquire in the course of performing the services during the term of the Agreement as well as after expiration of the Agreement.

2. I and other employees swear that we will comply with the Security Regulations (Presidential Decree), Enforcement Rule of the Security Regulations (Presidential Directive), and the Detailed Enforcement Rule of the Security Regulations of the Ministry of Foreign Affairs (Ministry of Foreign Affairs’ Directive) in good faith and accept any punishment as provided by applicable law in the event of any violation thereof on our part.
