2020 Global Korea Scholarship for Graduate Degrees: FAQ
ELIGIBILITY
Q1 I am currently enrolled at a university in Korea pursing Master’s degree. Am I eligible to apply for the Master’s degree program under GKS?
A1
Yes, you are eligible to apply for our scholarship program as long as you have not attained the degree. Those who have taken classes at universities in Korea or have participated in exchange student programs in Korea may apply for GKS.
However, if you are selected as our GKS scholar, you must drop out of the
university you are currently enrolled at and start the degree program under GKS as a first year. The transfer of credits from your previous university is not possible.
Q2
I am in the last semester at one of the Korean universities for a Bachelor’s
(Master’s) degree program and am expected to attain degree soon. Am I eligible to apply for a Master’s (Doctoral) degree under GKS?
A2
No, you are not. If you are classified as a student who is expected to attain your Bachelor’s (Master’s) degree in Korea, you are not eligible to apply for a Master’s (Doctoral) degree program under GKS. However, there is an exception for Korean adoptees and previous GKS scholars. If you are a Korean adoptee or a previous GKS scholar who is expected to or have already attained a degree in Korea, you may apply to GKS for Graduate degrees. Previous GKS scholars can reapply for a higher degree only once.
Q3 I am expected to complete my Bachelor’s (Master’s) degree in August 2020. Am I eligible to apply for a Master’s (Doctoral) degree program under this scholarship?

If you submit an official certificate of expected graduation or a provisional degree
certificate issued by the university, you may apply for the 2020 GKS. However, it
is only permitted under the condition that you will submit your final degree
certificate and final academic transcript to NIIED by August 31, 2020. The failure
of doing so will result in the cancelation of the scholarship.

My parents and I hold different citizenships. I am an Italian citizen while my parents each hold French and Polish citizenship. Am I eligible to apply for the program?

Yes you may. If you and your parents are citizens of the countries that are invited to take part in our Global Korea Scholarship program, you are eligible to apply to our program. Since Italy, France, and Poland are all countries participating in our GKS program, you are eligible to apply for our program.
Q5 I meet all the application requirements listed in the GKS-G application guidelines.
This means I am qualified to apply to all GKS partner universities, right?

Not really. The application requirements we have indicated in our GKS-G
application guidelines are the minimum requirements to apply to our Global Korea Scholarship. However, some universities and departments may require a certain level of language proficiency, research experience and other qualifications. Thus, we ask all prospective applicants to go through “University information” file uploaded along with our application guidelines to check if they should meet further requirements.
If a university you intend to apply asks for supplementary document, you submit those materials along with our GKS application documents.
APPLICATION SUBMISSION
Q6 May I apply for the program by submitting my application to NIIED directly?

No you may not. All applications must be submitted either to the Korean Embassy where you hold the citizenship or to one of our partner universities in Korea.
Make sure to refer to the information on the application guidelines on how to submit your application.
Even if you are currently living in Korea or a different country, if you are to apply
via embassy track, you must submit your application documents to the Korean
embassy in the country where you hold the citizenship.

Q7 When is the deadline for the application?

The calls for 2020 GKS-G application starts in early February and lasts till
mid-March. Each Korean embassy and university decides its own deadline within that period. Most deadlines fall in March, but in order to know the exact deadline, we highly recommend you to contact the Korean Embassy in your home country or your desired university.
Q8 Where can I submit my application? Is online submission available?

No, we do not have online application system.
All applicants must submit GKS applications in hard copies to the institutions that conduct the 1st round of selection. For GKS-Graduate degrees, you can submit the applications either to the Korean Embassies or Korean universities.
Before submitting your application, you must carefully read through the 2020 GKS-G Application Guidelines, available on Study in Korea website
(www.studyinkorea.go.kr < Scholarships <GKS Notice).
Please be noted that you cannot apply via both embassy and university tracks. You can only apply via either one of the two tracks.
Q9 Must I submit the certificates of language proficiency (English or Korean) when I apply for GKS?

The certificate of English proficiency (TOEFL or IELTS) or Korean proficiency (TOPIK) is an optional document, which means you may apply for GKS without it. However, if you are an applicant of highly competitive country, Korean
embassy or Korean university may require a certain level of language proficiency.
Moreover, in some cases, those with high language proficiency may be given
preferences during the selection.

Q10 What should put in the section of GPA on the Application Form?

Please put your GPA or scores for each semester. If you have completed your undergraduate program with 8 semesters for 4 years, write your GPA or scores for each semester in the blank. Make sure to the slash (/) between the GPA or scores you have received and the full GPA or scores. For example, if your GPA is 3.5 out of 4.5, you must indicate it as 3.5/ 4.5. If your percentage is 85 out of 100, indicate it as 85/100

How many recommendation letters should I submit? For embassy track applicants, we must submit one original and three copies. How do we handle sealed
recommendation letters?

NIIED requires applicants to get recommendation letters from TWO different recommenders.
For embassy track applicants, as recommendation letters cannot be opened by the applicant, you should ask each of your recommender to first write one original recommendation letter. Each recommender should make three identical copies of the original recommendation letter, sign each letter, and seal all together in an envelope and sign across the back flap of the envelope. Thus, a sealed envelope containing 4 identical recommendation letters should be submitted per
recommender.
For university track applicants, each recommender can just provide one
recommendation letter and a total of two sets of recommendation letter should be submitted.

I am planning to apply for 2020 GKS-G. However, as I have already received a recommendation letter from my university’s professor in March 2019. Can I submit this recommendation letter?

The recommendation letter should be dated within a year from the very last date of the application registration.
Thus, if your recommendation letter was issued within a 1 year from the 2020 GKS-G application registration deadline (set by the Korean embassy or university), then you may submit that recommendation letter.
However, if the recommendation letter was issued more than a year from the 2020
GKS-G application registration deadline, then you cannot submit that letter.

Q13 Should I include a detailed research proposal in the Statement of Purpose?

Yes. You must at least describe the general direction and outlines of your study plans, if not in full detail. Please elaborate on your study objectives in Korea, tangible plans during and after you complete the degree program.

I will apply through the embassy track. According to the guidelines, I have to submit 4 sets of application documents: 1 original and 3 photocopies. Then, how can I submit the sealed documents, such as transcripts, graduation certificates or recommendation letters?

For transcripts or graduation certificates, please submit FOUR identical
documents, each sealed in a separate envelope. For example, ask your university to issue you 4 sets of transcripts and certificates.
For applicants who cannot get academic documents issued multiple times from their institutions, please make 3 photocopies of the original academic document you have.
For recommendation letter, please refer to Q&A 11 in this FAQ.
Q15 Can I submit the documents that are in languages other than Korean or English?

No. GKS requires that all documents be translated into Korean or English, and then be authenticated by the issuing institution or by a notary public. If your country has joined the apostille convention, you can get your document apostilled.
Q16 I am a Japanese citizen, currently living in Vietnam. May I apply for the program through the Korean Embassy in Vietnam?

No, you may not. If you choose to apply through the embassy track, you must submit your application to the Korean Embassy in Japan.
All embassy track applicants must submit your application to the Korean embassy in the country where you hold the citizenship.
In addition, if you hold the citizenship of a country that is not invited to take part
in GKS-G, you are not eligible to apply for GKS.

I am a Chinese citizen. In the application guidelines, there is quota only assigned in the embassy track for the Chinese citizens. Does that mean that I must apply to the Korean Embassy in China?

No, if you are a Chinese citizen, you should not submit your application to the Korean Embassy in China. According to the mutual agreement between Korea and China, Chinese applicants must submit their applications to China Scholarship Council (CSC) under the Ministry of Education in China.
※Likewise, a Czech citizen must also submit his or her application to the Ministry of Education in Czech Republic, in accordance with the mutual agreement between the governments of Korea and Czech Republic.

I am American living in Los Angeles, United States. I am going to apply for the program via the Korea Embassy. How should I submit my application to the Embassy in Washington D.C.?

You can submit your application to your nearest Korean Consulate. In your case, you can submit your application to the Korea Consulate in LA. Korean embassy in Washington and several Korean consulates in the United States will cooperate to select the prospective candidates. This arrangement is available only for the United States.
CHOICE OF UNIVERSITY & MAJOR
Q19 May I choose any fields of study for a Master’s (or Doctoral) degree program?

You may only choose the majors and programs listed in the “University
Information” file attached along with our 2020 GKS-G Application Guidelines, on
our website, www.studyinkorea.go.kr. NIIED strongly recommends that you
contact the universities to consult on the majors and degree programs you are
interested in.

Q20 How many majors and universities can I apply for admission?

If you apply through the university track, you may choose only ONE university and ONE major offered for GKS.
If you apply through the embassy track, you may choose THREE universities under Type A and B. Please remember that at least one of your three choices has to be chosen from Type B universities (refer to III. AVAILABLE UNIVERSITIES AND FIELDS OF STUDY in Application Guidelines).
Note that you may choose the same major for all three universities. However, you may NOT choose three different majors from a single university. Please refer to the application guidelines and the university information.
Q21 I am planning to apply via university track. May I apply for a major in the field of liberal arts and social science at one of the regional universities?

Yes, you may as long as the university of your choice offers a degree program and your intended majors for GKS scholars. Please department/majors listed in the
“University Information”. Therefore, you are free to choose to apply to any one of the designated universities, whether it is classified as regional university or
non-regional university.
Moreover, within the university track quota, for some countries, there are reserved quota for natural science and engineering majors applying to regional universities.

I am going to apply for the program via embassy track. The application guidelines say that applicants should choose up to 3 preferred universities and departments (or majors). Do you have any useful tips on choosing those universities and majors?

First, make sure to carefully study the application guidelines and “University Information” file. Feel free to do your own search and contact the university of your interest for further inquiries. You have to bear in mind that passing the 2nd round of selection will not guarantee an admission to the university that you have chosen.
In Korea, each university has recognition for variety of fields and has its own
strength. You may want to check which university is the leading institution in the
field of study you would like to pursue for your graduate degrees.

I am an embassy track applicant. I am aware that I have to choose at least one university from Type B universities. Does this mean that I can only choose one university from Type B?
A23
No. You can choose at least one university from Type B. In other words, your all three choices may not be chosen just from Type A. However, should you wish, your all three choices can be chosen from Type B.
KOREAN LANGUAGE PROGRAM
Q24 Is it mandatory for all GKS scholars to pass at least Level 3 in TOPIK after one year of Korean Language Course?

Yes, it is. Every GKS scholar must get at least Level 3 on TOPIK (Test of Proficiency in Korean) within the 1-year Korean language program in order to proceed to his or her degree program.
Please note that NIIED assigns Korean language institution for each GKS scholar with various factors in consideration. The scholars cannot change their assigned language institutions. During the language program, scholars are required to live on-campus and accompanying family members is not allowed.
Q25 May I be exempt from the Korean Language Program?

If you have already attained advanced level (Level5 or 6) on TOPIK when
applying for the program, you are exempt from Korean language program and you must directly start your degree program from September, 2020.
If you attain advanced level (Level5 or 6) during the first 6 months of Korean language program, you can start your degree program in the following semester (Spring 2021).

Q26 May I change my final choice of a university for a graduate degree during the
preliminary Korean language course?

No, you may not. Changing the university or transferring to another university is NOT PERMITTED under any circumstances. Changing a major is also not allowed unless there is a structural change in your department or major. However, the procedure for changing a major is extremely complicated so we ask all
applicants to obtain sufficient information about your desired university and major and make choices.
Q27 What if I do not attain degree within the scholarship period? Can I extend my scholarship period until I graduate?

Even if you do not attain degree within the scholarship period NIIED has
designated, once your initial scholarship period is over, your scholarship benefits will come to an end. The extension of scholarship period is strictly forbidden.

제출핚 학위증명서 혹은 성적증명서가 영어 또는 핚국어로 되어 있지 않은 경우에는 어떻게 제출합니까?A15
학위서류가 영어 또는 핚국어로 되어 있지 않은 경우에는 반드시 번역을 해야 하며, 번역본이 원본과 동일함을 증명하는 공증을 핚국공관 또는 공증사무소를 통해 받아야 합니다. 맊일 해당 국가가 „아포스티유(apostille)‟ 가입국가라면 아포스티유 확인을 받아도 됩니다.

Application Guidelines for Graduate Degrees
I. PROGRAM OBJECTIVES
○ Global Korea Scholarship is designed to provide international students with opportunities to study at higher educational institutions in Korea for graduate-level degrees, which will enhance international education exchange and deepen mutual friendship between Korea and participating countries.
※ As Korean Government Scholarship Programs have been integrated and branded as Global Korea Scholarship in 2010, the name is changed to GKS (Global Korea Scholarship).

- Embassy Track Quota for Overseas Koreans: 20 Candidates from 18 Countries※ Overseas Koreans refer to ethnic Koreans who do not own Korean citizenships. They include Korean adoptees and offspring of Korean diaspora or Korean immigrants who live in countries out of the Korean peninsula.
- Embassy Track Quota for Korean Language Teaching Professionals: 30 Candidates from 24 Countries
※ Korean Language Instructors include elementary and secondary school teachers, university lecturers, or professors who teach Korean language at a government-authorized education institution. The government- authorized education institution does not include for-profit afterschool academy, institution or organization.
Embassy Track applicants must submit their application documents to the Embassy of the Republic of Korea in their respective countries of citizenship (refer to Appendix B for the list of Korean Embassies) and can apply to all available fields of study offered by 64 designated universities (applicants can choose among universities in both Type A and Type B, but must include at least one university from Type B. Refer to III. Available Universities and Fields of Study).
- Refer to section VI. Selection Procedures for more details on the selection process.
- The quota allocation is decided based on the mutual agreements on cultural and education cooperation between Korea and the countries listed above.
- The quota allocated for Overseas Koreans is 20 and this is separately reserved for the overseas Koreans from 18 countries. The overseas Koreans submit their applications to the Korean embassies in 18 countries where they hold citizenship and will be selected among their own applicant pool.

- Applicants who plan to apply to GKS through the University Track must submit theirapplications to the university of their choice (Refer to III. Available Universities and Field of Study).
- Refer to section VI. Selection Procedures for more details on the application process.
- Among the assigned 610 University Track quota, 430 candidates will be selected from all available fields of study offered by 64 designated universities (Type A + Type B universities, refer to III. Available Universities and Fields of Study).
- Applicants of the University Track must choose the option “General” for the type of application (Application Form 1).
- Among the assigned 610 University Track quota, 180 candidates (refer to the table in pg. 4 for applicable countries) will be separately selected from the regional university applicants who applied for Natural Science and Engineering majors (refer to the table below for Type B universities).
2. Research Program: 10 Candidates
○ The Research Program candidates are selected from 155 countries that are invited to take part in 2020 Global Korea Scholarship for Graduate degrees. There is no reserved quota per country.
○ The Research Program applicants must receive invitation from universities prior to applying to this program.
○ The Research Program applicants submit their application either to the Korean embassy in the country where they hold the citizenship or to one of our partner universities listed in III. Available Universities and Fields of Study)

2. Available Fields of Study
○ For more detailed information on majors (fields of study) offered by the universities listed above, refer to the “University Information” file attached under the GKS Notice post in our Study In Korea website (www.studyinkorea.go.kr).
○ Applicants must choose their majors (fields of study) that are only listed in the “University Information” file.
○ Please be advised that even if a university‟s departments or majors you intend to apply offer English-taught courses, it may vary by lectures offered each term. Thus, we highly advise you to double check with your university. Furthermore, we would like applicants to keep in mind that Korean is the core language to be used in every Korean university.
○ Night School, Short-term seasonal programs, online and distant-learning programs are not available to apply and admission is not permitted.
IV. ELIGIBILITY
1. Nationality
○ All applicants and their parents must not hold Korean citizenship.
○ Korean citizens and dual citizenship holders (one who have Korean citizenship and citizenship of another country) are NOT eligible to apply.
○ Applicants and their parents who had previously held Korean citizenship must submit the document that proves their renunciation of Korean citizenship.
(※Exception: For overseas Korean applicants holding Japanese citizenship, if their parents hold

„Permanent Residency Permit‟ within Japan while holding Korean citizenship, are eligible to apply.)
2. Age
○ Must be under 40 years of age as of September 1, 2020 (born after September 1, 1980)
○ Academic professors who are under 45 years of age as of September 1, 2020 (born after September 1, 1975) and hold citizenship of one of the Official Development Assistance (ODA) recipients listed in the table below are eligible to apply.
3. Degree Requirements
○ Applicants must hold or must be expected to hold a Bachelor‟s, Master‟s or a Doctoral degree by August 31st, 2020.
- Doctoral Program Applicants: Must hold a Master‟s degree or a level of education equivalent to a Master‟s degree
- Master‟s Program Applicants: Must hold a Bachelor‟s degree or a level of education equivalent to a Bachelor‟s degree
- Research Program Applicants: Must hold a degree or a level of education equivalent to or higher than a Master‟s degree and must have received an invitation from one of NIIED‟s designated Korean universities.
Postdoctoral Research Program: Must hold a doctoral degree or a level of education equivalent to a doctoral degree.
Professor Exchange Program: Must hold a Master‟s degree or a level of education equivalent to or higher than a Master‟s degree.

○ Applicants who are expected to graduate at the time of applying must first submit the certificate of expected graduation at the time of applying. The official degree certificate (or diploma) and final academic transcript must be submitted by August 31st, 2020 at the very latest.
- In case an applicant fails to submit the above mentioned document by August 31st, 2020 or does not fulfill the grade requirement, the scholarship will be forfeited.
○ Prospective applicants who have attained a Bachelor‟s, Master‟s, or a doctoral degree in Korea are NOT eligible to apply. (※Exception: Overseas Korean Adoptees and GKS scholars)
○ Applicants who have previously studied in a Korean university as exchange or visiting students can apply to this program.
○ [Applicants of Korean Language Teaching Professionals]: Korean language instructors in the countries with allocated quota are eligible to apply for the program with the following conditions:
- Occupation must be elementary/secondary school teacher, university lecturer, or professor teaching Korean language at a government-authorized education institution
- Must receive a recommendation letter from the chairman of the employed institution.
- Must have at least 2 years of teaching career (as of February 29, 2020)
- Must hold (or be expected to hold) a bachelor‟s or above degree in Korean-related major - Must hold a TOPIK level 4 or above (valid TOPIK score required as a proof)
- Must major in Korean Language Education under GKS (Applicants must apply as a
„Korean Language Education‟ major. **Korean Language Education includes Teaching Korean to Speakers of Other Languages)
- Must apply to a higher level degree
ex) A master‟s degree holder cannot apply for the master‟s degree and MUST apply for the doctoral degree.
○ [GKS Scholars re-applying to the program]: The former or current GKS scholars who have attained or is expected to obtain the degree as of August 31st, 2020 are eligible to apply under following conditions:
- Submit their applications either through the Embassy Track or the University Track and must be selected from one of those two institutions in the 1st round of selection.
- Can only re-apply for a higher degree program once (Bachelor‟s→ Master‟s, Master‟s→
Doctoral) and must have overall grade point average equivalent to or higher than 90%.

- 3.23 on a 5.0 scale; or
- Score percentile: 80% or above on a 100 point scale or be ranked within the top 20% within one‟s class (Exception: Previous or current GKS scholars must hold the grade of 90% or above on a 100 point scale or be ranked within the top 10% within one‟s class)
○ Refer to Appendix A for the GPA Conversion table
○ If an applicant has a CGPA below the minimum grade requirement, the applicant will be disqualified and application will be disregarded.
○ If an applicant holds a transcript that does not include information on grade point average or is unable to convert his or her grades into any one of the GPA criteria mentioned above, then applicant must submit an official document issued by the applicant‟s university describing the university‟s grade system.
5. Health
○ All applicants must be in good health, both mentally and physically, to study in Korea for the full duration of degree or research programs.
○ All applicants must submit Form 6 or the “Personal Medical Assessment” at the time of applying.
○ All applicants who pass the 2nd round of selection must receive comprehensive medical checkup and submit the certificate of health and medical examination result issued by a medical doctor or a licensed physician.
○ If an applicant is found to be in one of the following conditions, the applicant will be disqualified in the final round of selection:
- An applicant is tested positive on drug tests;
- An applicant who owns serious illness that prevents him or her to study abroad for long period of time including the full duration of degree or research program in Korea.
6. Restriction
○ Prospective applicants who have attained a Bachelor‟s, Master‟s, or a doctoral degree in Korea are NOT eligible to apply.(※Exception: Overseas Korean Adoptees and GKS scholars)
*Applicants who have previously studied in a Korean university as exchange or visiting students can apply to this program.

○ Former applicants who had withdrawn from the scholarship after being selected as GKS scholars (applicable to those who did not come to Korea after being selected as GKS scholars and who had resigned from their studies) in the past are strictly NOT eligible to apply. However, a former GKS scholar whose scholarship was forfeited due to a scholar‟s failure to achieve TOPIK level 3 or above after completing Korean language program may be deemed eligible to reapply if a scholar receive TOPIK level 5 or above.

-GKS scholars who are reapplying to the program MUST hold TOPIK level 5 or 6 in order to reapply for the program starting from 2021 GKS Graduate Program.
7. Preference
○ Applicants who received outstanding scores for their proficiency in Korean or English may be given preference. Some examples include the followings:
- Proficiency in Korean: TOPIK (Test of Proficiency in Korean)
- Proficiency in English: TOEFL, TOEIC, or IELTS Academic (TOEFL ITPs are NOT acceptable)
○ Applicants who apply for majors in the field of Natural Science and Engineering are given priority when they receive same marks with other candidates.
○ Applicants who apply for majors under the Industrial Professionals Training Project are given priority when they receive same marks with other candidates.
○ Academic professors holding citizenship of developing countries, especially ODA recipients, are given priority when they receive same marks with other candidates.
○ Descendants of Korean War veterans will receive additional 5% of the total marks.
○ Applicants from low income families or underprivileged backgrounds will be given preference.
○ Applicants who are confirmed to be the „third generation‟ or „post-third generation‟ overseas Koreans will be given preference.

2. Notes for ALL Applicants
○ All application documents must be written either in Korean or English.
○ Documents written in languages other than Korean or English must accompany a complete Korean or English translation, authenticated by the issuing institution or notarized by a notary public.
○ All application documents must be presented in their original forms. If an applicant has to submit photocopied documents, applicant MUST have the photocopies notarized, apostilled, or receive consular confirmation and submit those certified documents.
