Pledge to Implement Integrity Pact
The Contracting Officer of the Ministry of Foreign Affairs and the Company (Service Provider) duly acknowledge that corruption-free and transparent business management and fair administration are essential to promoting social development and competitiveness. In line with the entry into force of the OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions and the increasingly stringent sanctions imposed internationally against corrupt companies and states, the Company’s officers and employees (agents) and the Ministry of Foreign Affairs’ Contracting Officer, in proactive response to the tenor of the integrity pact, hereby swear as follows with respect to participation in bidding for facility construction, commodity purchase or manufacturing, services, and the like of the Ministry of Foreign Affairs’
headquarters and organizations affiliated therewith (excluding diplomatic missions abroad( and execution and performance of an agreement subject to ordinary audits under the Guidelines on Conducting Ordinary Audits:
1. The two parties shall not pursue any unfair acts unduly impeding free competition by engaging in collusion to maintain a bidding price or award a contract to a specific person in bidding or by making any arrangement, resolution, or agreement with any other company;
2. In the course of bidding and execution/performance of an agreement, the Contracting Officer shall not demand that the Company provide money or other valuables, entertainment, or any undue gain irrespective of reasons therefor. The Company shall not directly or indirectly provide money or other valuables, entertainment, or any undue gain to the Contracting Officer and other government employees; and
3. If provision or acceptance of money or other valuables, entertainment, or any undue gain is revealed in connection with bidding and execution/performance of an agreement, the Company acknowledges that it shall be subject to cancellation of its selection as a successful bidder prior to conclusion of the agreement; revocation of the agreement after conclusion of, but prior to performance of, the agreement;
and termination of the agreement in entirety or in part after performance thereof. The Contracting Officer shall assume liability therefor as provided by applicable law.
The Company shall observe this pledge, which is based on mutual trust. It shall also not claim damages against the Ministry of Foreign Affairs in connection with any series of measures taken by the Ministry of Foreign Affairs in response to its violation hereof, such as imposition of limitations on its participation in bidding and termination of the agreement, nor file any civil or criminal objection.

Purpose
o Provide current and adequate research papers, articles, or essays on ASEAN political security, economy, socio-cultural issues (12 monthly issues)
o Commemorate the 30th Anniversary between Republic of Korea (ROK) and ASEAN’s relation and seek ways to strengthen the relation

o Develop and plan what issues or topics to be included in the monthly newsletter o Coordinate communication among the Mission, service providers, and other
stakeholders
o Contact experts or eminent persons who have been involved, or who can advise on ROK-ASEAN relations and produce output in the form or interview, commentary, or opinion to commemorate the 30th Anniversary as well as hold a public seminar or talk-show, when necessary
□ Provide Monthly Newsletter
o Provide 3-5 articles (each 5-10p) monthly on current and adequate ASEAN issues - Include half page summary of each article
- Include, at least bimonthly, a special interview, a commentary, or an essay from experts or eminent persons on ROK-ASEAN relations in commemoration of its 30th Anniversary (minimum 2p)
o Topics or issues to be included should reflect current environment of ROK, ASEAN, and other major international developments
□ Other Arrangements
o Service Provider should send the monthly (Feb.2019~Jan.2020, 12 issues) newsletter to the Mission by 15th day of the previous month (with the exception of February issue)
※ Late submission may incur payment for liquidated damages for delay
o The Mission and Service Provider should hold a regular quarterly meeting, and ad hoc meeting, when deemed necessary
o Service Provider should follow the agreement terms and conditions provided by the Mission
o The Mission reserves a right to request Service Provider carry out extra activities relevant to ASEAN Newsletter within the provided budget.
Qualification Criteria
The Mission shall evaluate Bids in accordance with procurement guideline and the guidance for bid evaluation form attached.
The first evaluation is to confirm the lowest priced bid. The subsequent evaluation is to determine whether or not the bidder submitting the lowest priced bid has the capability to perform the Contract in accordance with the evaluation criteria on the bidder’s eligibility. The evaluation criteria on the bidder’s eligibility to determine the capability to perform the Contract are the following.
Bid Price : Eligibility = 60 : 40
Bid Evaluation will be carried out in two stages as follows:
Stage 1 : Bid Price Evaluation
The price proposals will be assessed to confirm the bid price compliance with the procurement guideline on the lowest priced bid. The compliant bid proposals are not less than 80.5% of the predetermined price (amount) that will be decided by the Mission in accordance with the procurement guideline. Any price proposal below 80.5% of the predetermined price will be rejected.
The lowest price is the bid that is not less than 80.5% of the predetermined price and is the lowest on price among the compliant bid proposals.
The bid price will be allocated 60 points and the lowest priced bid will be allocated points on the basis of the following formula:
