关于应对新型冠状病毒感染的肺炎疫情 支持中小企业共渡难关的二十条政策措施

Twenty Policies and Measures of the General Office of the People's Government of Chongqing to Support Small and Medium-sized Enterprises in Combating COVID-19

各区县(自治县)人民政府,两江新区、重庆高新区、万盛经开区

For the attention of the people’s governments of all districts and counties (autonomous counties), administrative committee of the Liangjiang New Area, Chongqing High-tech Zone and Wansheng Economic & Technological Development Zone, as well as the Municipal departments and relevant units:

为深入贯彻落实习近平总书记关于坚决打赢疫情防控阻击战的 重要指示精神,全面落实党中央、国务院决策部署和市委、市政 府工作安排,积极发挥中小企业在疫情防控中的重要作用,支持 中小企业在抗击疫情中渡过难关,特制定以下二十条政策措施。

The following 20 policies and measures have been formulated to implement General Secretary Xi Jinping’s key directives to overcome the epidemic, and implement the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council and the working plan of the Municipal Party

Committee and Government, to enable SMEs’ vital role in epidemic prevention and control and support them in overcoming the

epidemic.

一、进一步优化政务服务

First, further optimize government services

1. 设立项目审批绿色通道。对新落地生产防疫物资的项目,早 期介入、贴近服务、随到随审、科学审批,开辟一站式、全链条

并行、48 小时内办结的审批绿色通道,优先配置用地用水用电

等资源型指标。对受资质条件限制,有产能可以生产的企业,特

事特办,先生产、再走程序、补手续。(责任单位:市政府有关

部门、各区县)

1. Offer easier access to project examination and approval. For new projects producing epidemic prevention supplies, measures including early intervention, personalized service, on-call assessment, and scientific examination and approval will be taken. A one-stop, all-round and easy access to examination and approval will be provided, the procedures of which take less than 48 hours.

Priority will be given to the allocation of land, water, electricity and other resource-based indicators. For enterprises lacking qualifications but not the capacity for production, specific measures will be taken, allowing these enterprises to begin production before

completing relevant paperwork. (Responsible units: relevant departments of the municipal government, all districts and counties.)

2. 开辟物资采购绿色通道。按照国家有关规定,使用财政性资 金采购疫情防控相关货物、工程和服务的,可不执行政府采购法 规定的方式和程序,采购进口物资无需审批。疫情防控相关采购

项目同等条件下优先考虑信用良好的中小微企业。(责任单位:

市财政局)

2. Offer easier access to resource procurement. According to the relevant provisions of our country, government financed procurement of the goods, projects and services related to epidemic prevention and control can skip the procedures required by government procurement law, and the procurement of imported supplies does not require approval. Under the same condition with other companies, small, medium and micro-sized enterprises with good credit will be given priority for procurement projects related to epidemic prevention and control. 3. 建立防疫物资进出口绿色通道。对用于疫情防控治疗的进口 药品、医疗器械等,做到即到即提,确保通关“零延时”。按照

国家有关规定,自 2020 年 1 月 1 日至 3 月 31 日,对捐赠 用于疫情防控的进口物资,免征进口关税和进口环节增值税、消

费税;对卫生健康部门组织进口的直接用于防疫的物资免征关税;

免税进口物资已征收的应免税款予以退还。(责任单位:重庆海

关、重庆市税务局、市卫生健康委、市财政局)

3. Offer an unrestricted access for the import and export of epidemic prevention supplies. Upon arrival, imported drugs and medical devices used for epidemic prevention, control and treatment shall be ready for transport to ensure no delay in customs clearance. In accordance with the relevant regulations, from January 1st to March 31st 2020, imported supplies donated for epidemic prevention and control will be exempted from import tariffs, import VAT and consumption tax; supplies imported directly for epidemic prevention by health departments shall be exempted from import tariffs; tax collected from the imported supplies recently made tax-free shall be refunded. 4. 畅通应急物资运输绿色通道。将重要防疫物资和蔬菜食品等 应急性生产生活物资,以及医疗废弃物处理收运等,纳入应急运

输保障范围,落实绿色通道政策,确保优先便捷通行。(责任单

4. Ensure a non-obstructed passage for emergency materials transportation. Important epidemic prevention goods, emergency products such as necessities like foodstuffs, as well as medical waste disposal, collection and transport, shall be included in the scope of emergency transport. (Responsible units: Municipal Traffic Bureau, Municipal Public Security Bureau and Municipal Port Logistics Office)

5. 加强企业用工服务。实施灵活用工政策,企业因受疫情影响 导致生产经营困难的,可以通过与职工协商一致采取调整薪酬、

轮岗轮休、缩短工时等方式稳定工作岗位,尽量不裁员或者少裁

员。(责任单位:市人力社保局)

5. HR resolutions. Flexible employment policies shall be implemented. Companies experiencing difficulties in operations may resolve staffing issues through consultation with employees, salary adjustment, job rotation, shortening working hours, and shall refrain from or minimise layoffs. (Responsible Unit: Municipal Bureau of Human Resources and Social Security)

二、进一步减轻企业负担

6. 减免税收。对受疫情影响,缴纳房产税和城镇土地使用税确 有困难的中小企业,可向主管税务机关提出申请,经审核后,给

予不少于 2 个月的应纳税款减免。适用“定期定额”征收的个

体工商户生产经营受到影响的,税务机关结合实际情况合理调整

定额,或简化停业手续。(责任单位:重庆市税务局)

6. Tax relief. SMEs affected by the epidemic and having difficulties paying property tax and urban land use tax, may file applications at the local competent tax authorities and, after examination, will be granted tax relief for at least two months. Regarding individual industrial and commercial establishments, if their production and operation are subject to the epidemic, the tax authorities may moderately adjust the tax rate or simplify the business closure procedures based on the actual circumstances. 7 . 延期缴纳税款。对受疫情影响,不能按期办理纳税申报的中

小企业,依法准予延期申报; 符合延期缴纳税款条件的,依法准

予延期缴纳税款,最长期限不超过 3 个月;对受疫情影响,不能

在承诺期限内补齐“承诺制”容缺办理税务注销登记资料的,依

法准予延长承诺期限。 (责任单位:重庆市税务局)

7. Postpone payment of taxes. SMEs affected by the epidemic and

unable to file tax returns on time shall be granted an extension of declaration in accordance with the law; If they meet the requirement for postponement, the deferred payment of taxes shall be granted in accordance with the law for no more than three months. If affected by the epidemic, the enterprise is unable to complete materials for tax cancellation registration within the period required, the period shall be extended in accordance with the law. 8 . 缓缴社会保险费。对受疫情影响,面临暂时性生产经营困难,

确实无力足额缴纳社会保险费的企业,2020 年一季度应缴纳的

养老保险、失业保险和工伤保险费征收期可延长至 4 月底。延

迟缴费期间,不收滞纳金,不影响参保人员正常享受待遇,不影

响个人权益记录。(责任单位:市人力社保局、重庆市税务局、

市经信委、市财政局)

8. Defer social insurance payments. For enterprises affected by the epidemic and faced with temporary difficulties in operations, and unable to pay social insurance premiums in full, the collection period of endowment insurance, unemployment insurance and work-related injury insurance payable in the first quarter of 2020 can be extended to the end of April. During the period of late-payment, there will be no overdue fine, no impact on the

normal enjoyment of the benefits of the insured persons, and no impact on personal right and interest records. (Responsible units:

Chongqing Human Resources and Social Security Bureau, Chongqing Tax Bureau, Chongqing Commission of Economy and Information Technology, Chongqing Finance Bureau.)

9 . 实施疫期援企稳岗返还政策。对受疫情影响,面临暂时性生 产经营困难且恢复有望、坚持不裁员或少裁员的参保企业,按规

定经核准后,享受返还标准为 3 个月的企业及其职工应缴纳社

会保险费的 50%。(责任单位:市人力社保局、市医保局、市财

政局)

9. Implement the return policy to stabilise and support employment amid the epidemic. The insured enterprises which are affected by the epidemic, faced with temporary difficulties in production and management, expected to recover, and insist on no or less layoffs shall enjoy a return equivalent to a three-month 50%

off of the social insurance premiums that enterprises and employees should pay after being approved according to regulations. (Responsible units: Chongqing Human Resources and Social Security Bureau, Chongqing Medical Insurance Bureau, Chongqing Finance Bureau.)

10 . 减轻住房公积金缴存负担。对受疫情影响,生产经营出现困 难的中小微企业,可申请降低住房公积金缴存比例,最低可降至

国家规定的5 ;对符合我市缓缴条件的,允许企业缓缴期限最长

可至 1 年。(责任单位:市住房城乡建委)

10. Reduce the burden of the housing provident fund. For SMEs affected by the epidemic and having difficulties in operations, they can apply to reduce the proportion of the housing provident fund deposit to a minimum of 5% as stipulated by the state. For those enterprises eligible for the city’s delaying payment conditions for the housing provident fund, they are allowed to delay the payment for up to one year. (Responsible unit: Chongqing Housing and

Urban-rural Construction Commission)

11 . 减免租金。疫情期间,对承租国有资产类经营用房的中小微

企业,减免 1 至 3 个月租金。鼓励大型商务楼宇、商场、市场

运营方对中小微租户适度减免疫情期间的租金,各区县对采取减

免租金措施的租赁企业可给予适度财政补贴。(责任单位:市国

资委、市商务委、市财政局,各区县)

11. Rent reduction or exemption. During the epidemic, the rent for SMEs renting state-owned assets will be reduced or exempted for 1-3 months. Large commercial buildings, shopping malls and market operators are encouraged to reduce or remit the rent moderately to

SMEs and micro tenants during the epidemic. Districts and counties can give appropriate financial subsidies to leasing enterprises that take reduction measures. 12 . 减轻企业用电用气负担。批发业、零售业,餐饮业、住宿业 单位 2020 年 2、3 月份用电用气价格,按现行政策的 90% 结 算。豁免充电基础设施运营企业 2020 年 2 至 3 月份企业用电

的功率因素考核,同时企业基本电费按照实际需量缴纳(不设置

最低限额)。(责任单位: 市发展改革委)

12. Ease the burden of electricity and gas for enterprises. Electricity and gas consumption prices for wholesaling, retailing, catering and accommodation in February and March 2020 shall be set at 90% of the current policy. Exempt the power factor assessment for

infrastructure operating enterprises’ electricity consumption from February to March 2020, and the basic electricity fee of enterprises shall be paid according to the actual demand (no minimum limit will be set). (Responsible unit: Chongqing Development and Reform Commission.)

三、进一步加大资金支持力度

13 . 确保小微企业信贷余额不下降。市内各银行机构加大对困难 企业的支持,确保 2020 年小微企业信贷余额不低于 2019 年同 期余额。对受疫情影响的中小微企业不抽贷、不压贷、不断贷,

加大对随意抽贷、压贷、断贷银行的现场监管力度。(责任单位:

重庆银保监局、市金融监管局、市国资委)

13. Ensure that the credit balances of small and micro-sized enterprises remain stable with no declines. All banking institutions in the city should increase their support to enterprises in difficulties, ensuring that the credit balance of small and micro-sized enterprises in 2020 will not be lower than that of the same period in 2019. We will guarantee loan services to the small, medium and micro-sized enterprises affected by the epidemic, and strengthen on-site supervision of banks that disrupt the loans order at will.

14. 提高贷款不良率容忍度。政策有效期内,对地方法人银行中

小微企业贷款不良率超出自身各项贷款不良率 3 个百分点以

内,且贷款规模增长的,合理确定其监管评级和绩效评级。(责

14. Increase the tolerance of NPL ratio. Within the validity period of the policy, if the NPL ratio of the local corporate bank loans to the medium, small and micro-sized enterprises is within three percentage points above the overall ratio and the loans scale keeps on increasing, the regulatory rating and performance rating shall be reasonably determined. (Responsible units: Chongqing Banking and Insurance Supervision Bureau, Chongqing Financial Supervision and Administration Bureau, Chongqing State-owned Assets Supervision and Administration Commission)

15.加大低成本金融政策资金投入。督促地方法人金融机构积极 申请运用人民银行疫情防控专项再贷款资金,向中小微企业发放

低成本贷款。财政按人民银行再贷款利率的 50%给予贴息。(责

任单位:人行重庆营管部、市财政局)

15. Increase investment on low-cost financial policies. Urge local financial corporate institutions to apply for the use of special refinancing funds of the People ’ s Bank of China for epidemic prevention and control, and issue low-cost loans to SMEs and micro companies. The financial department shall provide subsidies of 50%

of the re-lending rates of the PBOC. (Responsible units: Chongqing Business Management Department of People's Bank of China,

16.加大信贷支持排忧解困力度。鼓励银行开通绿色通道、压缩 办贷时限。鼓励加大信用贷款、无还本续贷力度。鼓励各银行机 构对受疫情影响较大企业在原有贷款利率水平基础上再下浮 10% 以上,确保 2020 年小微企业融资成本不高于 2019 年同 期水平。对受疫情影响暂时失去收入来源的个人和企业,予以展 期、续贷,出现逾期的免除逾期利息。属于个人创业担保贷款的

新冠病毒感染者,展期期限不超过 1 年,财政给予全额贴息。

对受疫情影响暂时失去收入来源的个人或企业,银行机构可依调

整后的还款安排报送信用记录。(责任单位: 重庆银保监局、人

行重庆营管部、市金融监管局、市财政局)

16. Increase credit support to solve problems. Encourage banks to open new channels and reduce the time required for loans.

Encourage more credit loans and loans without repayment.

Encourage all banking institutions to lower the loan interest rate by more than 10% on the basis of the original level for enterprises greatly affected by the epidemic, so as to ensure that the financing cost of small and micro businesses in 2020 is not higher than that of the same period in 2019. Individuals and enterprises that have temporarily lost their sources of income due to the outbreak of the epidemic shall have their loans extended or renewed, and overdue

interest shall be exempted. For new COVID-19 infected person who are on guaranteed loans for personal entrepreneurship, the extension period shall not exceed one year, and the finance department shall waive interest. For individuals or enterprises affected by the epidemic that have temporarily lost their sources of income, banking institutions may submit credit records according to the adjusted repayment arrangements. 17.加大地方金融机构服务力度。小额贷款公司、融资租赁、商 业保理等金融机构应根据企业受疫情影响实际,酌情增加贷款、

租赁、保理额度,缓收或减免租金、利息。(责任单位:市金融

监管局、重庆银保监局、市国资委)

17. Strengthen the services of local financial institutions. Small loan companies, financial leasing agencies, commercial factoring and other financial institutions shall accordingly increase the amount of loans, leasing and factoring, and defer or reduce rent and interest, based on the actual situation of the affected enterprises.

18.支持化解企业公开市场风险。对于因受疫情影响在股票质押、

公司债兑付、信息披露等方面遇到困难的企业,指导其用好人民 银行、证监会及有关金融市场相关政策,通过适当展期、发新还

旧和延期披露等方式,化解流动性危机,渡过难关。(责任单位:

市金融监管局、人行重庆营管部、重庆证监局、市国资委)

18. Assist companies in addressing open market risks. Regarding companies experiencing difficulties with stock pledges, corporate bond repayments and information disclosure due to the epidemic, they can avail themselves of the relevant policies of the PBOC, the CSRC and relevant financial markets, and resolve the liquidity crisis and tide themselves over by means of proper loan extension and renewal, and extension of disclosure date. 19.给予融资降成本支持。对受疫情影响出现暂时困难但发展前

景较好的中小微企业, 给予不超过基准利率 50%的贷款贴息。

将转贷应急周转资金费率由 0.2‰降至 0.1‰。建立 2000 万元

市级防疫物资保供资金池,用于生产企业应急性资金周转。(责

任单位:市财政局、市经济信息委)

19. Cut costs for business financing. Loan interest will be reduced below 50% of the benchmark interest rate will be granted to medium,small and micro enterprises temporarily affected by the epidemic but with good development prospects. The loan rate of the emergency circulating capital will be reduced from 0.2 ‰ to 0.1‰. A fund pool of 20 million Rmb at the municipal level will be established to ensure the supply of epidemic prevention resources and the emergency capital circulation of the production enterprises.

20.支持企业科技创新。支持高校、科研院所、企业针对新型冠 状病毒感染肺炎防治, 在治疗方法、药物研发、检测技术和医 疗设备等方向开展科技协同攻关。疫情一线防控人员结合疫情临 床防控开展的科技攻关研究,优先纳入自然科学基金和技术创新

与应用发展专项予以支持。对取得重大突破的,给予奖励。(责

任单位:市科技局)

20. Support companies engaged in scientific and technological

innovations. We will support universities, research institutes and enterprises in their efforts to prevent and treat the COVID-19 virus, and carry out scientific and technological cooperation in the areas of treatment, drug development, testing technology, and medical equipment. Scientific researches carried out by personnel at the front-line of clinical epidemic prevention and control will be supported by special programmes of the natural science funds and technological innovation and application development. Researchers with major breakthroughs shall be rewarded. (Responsible units:

以上政策措施执行期限为发布之日起至 2020 年 6 月 30 日 止。国家出台相关支持的,遵照执行。

The above policies and measures will take effect on the day of its promulgation, and remain effective until June 30, 2020. Relevant support policies issued by the state shall be observed and fulfilled.
