1 PURPOSE
Plan Ceibal makes an international public call for tenders for the purchase of up to 100,000 digital tablet computers with the purpose of continuing with the delivery plan of the devices to its beneficiaries. To successfully meet this purpose, the devices shall be evaluated and selected according to their technical features and their degree of compatibility with the current educational context and technological infrastructure.
The search is focused on digital tablet computer of size 7'' or bigger with the Android operating system, able to execute parental control software and security software. Mandatory and desirable requirements, both concerning hardware and software, as well as the functional description (if applicable) of each component, and all the information that the systems involved in the product life cycle of the devices require, are requested and described in the different sections of these specifications.
The OFFER section describes how the bidder should proceed to complete his offer and the tables he shall complete for every product offered are included in the APPENDIXES.
Plan Ceibal may request DEMOS of the devices offered.
2 SPECIFICATIONS
This section describes the mandatory requirements that the tablets shall comply with, as well as those desirable requirements whose compliance shall be assessed. The bidder shall provide detailed information on the technical aspects requested, and respect the segmentation defined here
IMPORTANT: The bidder shall complete the compliance table and the spare parts specification table included in Appendices, according to the specifications detailed in the OFFER section.
Plan Ceibal reserves the right to reject a bid that is not submitted in this format.
2.1 MANDATORY REQUIREMENTS
This subsection describes the mandatory requirements to be met by the tablet computers.
Minimums or maximums are specified for some items, while specific features are requested for others, and in some cases, the bidder is asked to specify the requested feature
2.1.1 PROCESSOR
The bidder shall detail the characteristics of the processor.
2.1.2 RAM MEMORY
Minimum capacity: 1GB.
2.1.3 INTERNAL STORAGE
Minimum Capacity: 8GB. The bidder shall specify the type of device used for internal storage.
2.1.4 DISPLAY
The screen shall be capacitive multi-touch. Minimum acceptable size: 7''. The bidder shall indicate its maximum resolution.
2.1.5 CAMERAS
The tablet computer shall have a rear camera with a minimum resolution of 2MP. In case of having more than one camera, the bidder shall specify the resolution of all built-in webcams.
2.1.6 AUDIO
The tablet computer shall have built-in microphone and speakers.
2.1.7 CONNECTIVITY
Minimum: 802.11b/g .
2.1.8 A
UTONOMY At least 3 hours.2.1.9 CHARGER
The charger shall feature a Europlug connector (CEE 7/16).
2.1.10 WEIGHT
Maximum: 650 gr.
2.1.11 OPERATING SYSTEM
Android 4.1 or higher.
2.1.12 LANGUAGE
The Operating System and all its interfaces and configuration options shall be in Spanish.
2.1.13 CEIBAL LOGO
The bidder shall indicate the method of printing of Plan Ceibal’s logo on the case. The logo shall be clearly visible and difficult to remove.
2.1.14 SERIAL NUMBER AND BARCODE
The tablet shall have a unique serial number that identifies it. This number shall be permanent, cannot be altered under any circumstances, and shall be obtainable from the operating system, the bidder having to indicate how this is done. In addition, this serial number shall be printed or serigraphied on the outside of the tablet computer along with the corresponding barcode.
The bidder shall indicate its format (Code 128, UCC 128, etc.). In addition, this same serial number shall be obtainable from the operating system, the bidder having to indicate how this is done. The bidder shall also indicate how consistency is maintained between the serial number visible on the case and the serial number configured on the motherboard in the event of a repair that involves detaching the case from the board.
2.1.15 DISK IMAGE
The provider shall deliver source code, binaries and all necessary documentation to allow Plan Ceibal to generate a disk image appropriate to its needs and install it on the tablet computers
2.1.16 SECURITY SYSTEM
The tablet shall include security software with the following features:
Source code available to Ceibal Plan to allow the Plan to modify the software according to its needs.
It shall allow the tablet to be locked down in case of theft report and expiry of certificates.
It shall identify each device by means of the serial number described in 2.1.14.
It shall show the end user the security status of the device, for example, date of validity of the security certificate.
Note: Plan Ceibal already has a solution on Android 4.1.1 or higher meeting the above requirements. If the tender does not include a security solution, it will be considered only if the
Plan Ceibal’s current security system can be used on the tablet computers offered, either in its present state or modified by the bidder to adapt it. The bidder shall quote the relevant hours of development (see item 2.1.18 of these specifications) for this purpose.
2.1.17 P
ARENTALC
ONTROLThe tablet shall include parental control software with the following features :
Source code available to Plan Ceibal to allow the Plan to change the software according to its needs.
It shall be run as a service while loading the operating system.
Its execution shall not depend on an association with a Google account.
Protected mode shall be entered and exited by means of a password.
A master password only known to Plan Ceibal shall exist.
A configuration tool , accessible by means of the password, to enable/disable the following functions in protected mode shall be included:
o Downloading applications from Google Play and/or any other application repository
o Unwanted applications o Access to WiFi networks
Note: Plan Ceibal already has a solution on Android 4.1.1 or higher meeting the above requirements. If the tender does not include a security solution, it will be considered only if the Plan Ceibal’s current security system can be used on the tablet computers offered, either in its present state or modified by the bidder to adapt it. The bidder shall quote the relevant hours of development (see item 2.1.18 of these specifications) for this purpose.
2.1.18 HOURS OF DEVELOPMENT
The bidder shall quote the hour of development to adapt the software components described in 2.1.16 and 2.1.17 to the product offered and/or to perform future modifications.
2.1.19 DOCUMENTATION 2.1.19.1 SPARE PARTS
The bidder shall list the parts of the device that he believes may be repaired and those that should be replaced in case of failure. He shall also include a quantitative recommendation concerning replacement items and repair parts, considering both factory failures and faults caused by normal use of the device. The bidder shall also substantiate the recommendation given
The bidder shall submit a spreadsheet with all the hardware components that make up the tablet computer, each of them with a code that identifies it, including the case and any other individual component that may be replaced in case of failure.
2.1.19.2 LOCAL OR REGIONAL SUPPORT
The bidder shall indicate whether a local support or regional support exists and who provides it.
2.1.19.3 TECHNICAL COUNTERPART
The bidder shall appoint a person as technical counterpart . If you change the counterpart, should be notified immediately Ceibal .
2.1.19.4 TECHNICAL DISASSEMBLY DOCUMENTATION
The bidder shall submit a technical document detailing the full disassembly procedure of the tablet computer. The explode chart describing atomized parts, each with a code that identifies it and their assembly is specifically requested
Note: if the bidder is awarded the tender, he shall provide this documentation to Ceibal prior to each shipment.
2.1.19.5 TECHNICAL DOCUMENTATION TO CUSTOMIZE, CREATE AND INSTALL FIRMWARE AND THE OPERATING SYSTEM
The bidder shall submit a technical document detailing the procedures to customize, create and install the firmware and the operating system of the tablet computer.
2.1.19.6 TECHNICAL DOCUMENTATION OF THE SECURITY SYSTEM
In the event that a proposal for security software is submitted, the appropriate technical documentation shall be provided. It shall include:
Minimum and recommended requirements of the infrastructure. In particular, dimensioning of hardware resources and bandwidth to support 50,000 to 100,000 clients.
Functional description of the system. It shall detail all information necessary for the proper functioning of the system, in particular that exchanged between the various components of the solution.
A technical document detailing installation procedures and setting up the system.
A technical paper detailing the system’s operating procedures, for example, how to declare a tablet as stolen (user manual).
Source code and binaries.
The bidder shall make a demonstration of the security system after the opening of the technical proposals, on a date to be coordinated with Plan Ceibal.
2.1.19.7 READING OF THE SERIAL NUMBER
The bidder shall submit instruction explaining how to obtain the serial number described in 2.1.14 from the operating system.
2.1.19.8 CERTIFICATIONS
All standards met by the device and its certifications shall be indicated. If so, the bidder shall include in his tender supporting documentation. The protection grade of the device ( IP grade) and the degree of protection against mechanical impacts and falls is particularly relevant.
2.1.19.9 PACKING CONDITIONS
The bidder shall specify the following packaging conditions:
Dimensions of the individual carton
Weight of the individual carton
Dimensions of the Master Box
Weight of the Master Box
Units per Master Box
Master Boxes/Pallets
Height of the pallet
Note: If awarded, the bidder shall complete the delivery of the tablets according to the following guidelines:
Each pallet shall be labeled with the following information:
o Lot/Consignment
o Number of the Pallet/Total of the lot
Each Master Box shall be labeled with the following information:
o Lot/Consignment
o Carton number/Total of the lot o Product Code
o Product Description
2.1.19.10 LIST WITH SERIAL NUMBERS AND MAC ADDRESSES
If awarded, the bidder shall provide a spreadsheet with the serial numbers of all the tablet computers and the MAC addresses of all network cards included in the tablet computers as part of the documentation for each shipment.
2.2 DESIRABLE REQUIREMENTS
This subsection describes the desirable requirements of the requested product.
2.2.1 COLOR
It is desirable that the tablets can be identified by the green color.
2.2.2 CEIBAL LOGO ON CHARGERS
It is desirable that the chargers are identified with the Ceibal logo.
2.2.3 HARDWARE FAILURE TROUBLESHOOTING SOFTWARE
It is desirable that the tablet computer includes a software tool that allows diagnosing the status and functioning of the hardware components.
2.2.4 CONNECTIVITY
Additional connectivity features to be indicated by the bidder are desirable. For example, integrated 3G modem with external slot for SIM cards, wireless card compatibility with protocols 802.11a/n, Bluetooth GPS, etc.
2.2.5 ADDITIONAL PORTS
It is desirable that the tablet computers feature the following ports:
Video output (VGA, HDMI, miniHDMI microHDMI
SDHC card reader.
2.2.6 COVER
It is desirable that the tablet computer comes with a protective cover that includes the Ceibal logo.
2.2.7 ADDITIONAL ACCESSORIES
It is desirable that the bidder specifies in this section any accessory or component not covered by sections 2.1 and 2.2.
2.2.8 DOCUMENTATION 2.2.8.1 SCHEMATICS
It is desirable to have available at the time of submitting the tender the schematics and layout of the motherboard in digital format
Note: if awarded, the bidder shall submit this documentation, upon previous agreement with Ceibal on the way this shall be done.
2.2.8.2 DATA SHEETS
It is desirable to have data sheets available with the hardware components (wireless card, disk, memory, etc.). The fact of the bidder indicating those components for which this is possible shall be assessed.
2.2.8.3 SERIAL NUMBER OF EACH HARDWARE COMPONENT
It is desirable to have a spreadsheet available with the serial numbers of each hardware component associated with the serial number (described in 2.1.134) of each device. The fact of the bidder indicating whether this information can be delivered with each shipment shall be assessed.
2.2.8.4 INSTALLATION OF THE OPERATING SYSTEM ON SEVERAL DEVICES
It is desirable to have a procedure for installing the operating system on multiple devices simultaneously. The fact of the bidder submitting alternatives to this effect shall be assessed.
2.2.8.5 PRODUCT EVOLUTION
It is desirable to have an evolution plan of the hardware and software offered, new functions, features and use of resources for the next version foreseen in the development plan for each product, with reference to the technical characteristics of the version offered in each case in the proposal.
3 TENDER
3.1 SUBMITTAL
The bidder shall provide detailed information on the technical aspects requested, submitting it specifically for Plan Ceibal. No tender shall be considered valid with the incorporation of generic technical documents or commercial specifications.
Within this context, besides the presentation the bidder deems appropriate, he shall complete the compliance table presented in the APPENDIX. The information specified in this table is what the bidder undertakes to fulfill with his product and the terms of delivery. Plan Ceibal shall resort to the other documents submitted in such cases as deemed necessary. All technical documentation shall be submitted in both digital and paper format.
The bidder shall complete the information under the heading TO BE COMPLETED BY THE BIDDER in the table APPENDIX: TABLE OF COMPLIANCE AND NOTES with the details concerning compliance with the mandatory and desirable specifications called for in these specifications, and the observations he deems necessary. The bidder may add all rows and/or columns he deems necessary to offer all his products and include all their features to the table without deleting any existing row or column
The bidder shall quote each product offered according to the following levels:
Level 1: less than 50,000 units
Level 2: between 50,000 and 100,000 units
The bidder should quote the parts for each product offered. For this purpose he shall complete the table APPENDIX II: TABLE OF SPECIFICATION OF SPARE PARTS.
3.2 SAMPLES
At the time of submission of tenders, FIVE samples of each product offered shall be submitted. These samples will be used to check the features offered and make the technical evaluation.
4 EVALUATION
Plan Ceibal shall classify the offers technically according to their fulfillment of the mandatory and desirable items. For this purpose, the technical documentation submitted, as requested in the APPENDIX, and the samples provided at the time of submitting the tender shall be evaluated. If deemed necessary, Plan Ceibal shall resort to the other documents included in the tender and may request demonstrations.
5 WARRANTY
The supplier shall warranty that the products supplied under the contract are new, complete, unused and be free from defects attributable to the design, materials, manufacture, storage conditions (packaging, appropriate temperature and humidity), shipping or any act or omission on part of the supplier that might be revealed on the occasion of the normal use of the products in the conditions in the country. The warranty period of the product shall be informed by the supplier and shall not be less than one year. The supplier shall include in his proposal the procedure to invoke this warranty.
