지원예산의 규모가 적기 때문에 군별로 골고루 예산을 할당하지 말고, 국토교통부의 유사계 획과 연계하여, 선택과 집중의 논리에 의하여 실제로 접경지역 발전에 밑거름이 될 수 있는 앵커사업에 예산을 집중적으로 지원할 필요가 있을 것임.

계획수립과정에서 행정안전부와 국토교통부의 국토연구원, 지자체 연구원이 참여하는 공동 계획기구 상시운용이 필요할 것으로 보이며, 국토 전체의 시각에서 접경지역을 어떻게 발전 시키겠다는 큰 그림을 그릴 필요가 있는 것으로 보임.

Ganghwa-gun and Ongjin-gun continue to have a vicious cycle, such as decreasing population and economic activity due to overlapping regulations.

❍ As the islands are the northernmost islands and military areas, the islands have been

restricted access to leisure and recreation for security reasons.

❍ Although the metropolitan area is the city’s hinterland, as the transportation system is

insufficient, historical and cultural tourism resources are less vitalized.

As the budget is small, it will be needed to allocate the budget aggressively on anchor industries that can be initial base actually for the development of border area, instead of allocating the budget evenly among the counties, by linking with the similar plan of the Ministry of Land, Infrastructure and Transport and according to the logic of selection and concentration.

In the planning process, it is likely to require the constant operation of a joint planning organization involving the Ministry of Public Administration and Security, the Ministry of Land, Infrastructure and Transport, and local government research centers.

It will be necessary to establish a business allocation principle that focuses the budget on areas with strong border characteristicswhile maintaining the existing range of border areas.

It is necessary to extend the west side of the East-West Peace Expressway to Gyodong-island (Gyodong Peace Industrial Complex) in Ganghwa-gun, and in the long run, it is necessary to include the concept of a route connecting to Haeju.

Budget and support for maritime borders need to be further strengthened. In particular, support for maritime traffic is needed first in the West Sea region of Ongjin- gun.
