WATER and Sanitation Minister Lindiwe Sisulu has laid an official complaint against Transport Minister Fikile Mbalula, requesting the ANC to discipline him for his

“irresponsible”, “sexist” and “uncomradely attitude”.

In a letter to party secretary general Ace Magashule, Sisulu said Mbalula’s unsavoury tweets against her and two other women also bordered on crimen injuria, and “lowered the dignity of the ANC” in the public domain.

The Pretoria News reported on Friday that Co-operative Governance and Traditional Affairs Minister Nkosazana Dlamini Zuma had rejected Mbalula’s apology. She called on the ANC top six officials and the national executive committee (NEC) to deal with his “despicable”

behaviour.

Sisulu, Mbalula and Dlamini Zuma are all members of the ANC’s NEC. Dlamini Zuma and Busisiwe Mkhwebane have been on the receiving end of Mbalula’s sharp tongue too. In a series of tweets last Sunday, he called Mkhwebane a “hired gun”, not a public protector, prompting her to take legal action.

Sisulu’s letter to Magashule appealed to Luthuli House to intervene in Mbalula’s

“unfortunate social media activities”.

“His responses on Twitter showed an uncomradely attitude and was clearly sexist. The last thing I expected was an irresponsible response from an NEC comrade. I thought it was a most

inappropriate way of responding to my tweet and lowered the dignity of the ANC in the public domain. It was exceedingly unseemly,” Sisulu wrote in her letter, dated March 10.

She added that Mbalula’s claim that he had files on ANC “criminals” bordered on crimen injuria against her. It also violated the ANC’s social media policy, which prohibits members from “utilising inflammatory language”.

“I appeal and request that the disciplinary committee engage comrade Mbalula on this matter.

If he was not responding to me, he would have clarified the matter immediately. Enough time has lapsed for him to clarify his comments. Deputy secretary general Jessie Duarte correctly noted that he responded to me and two others, as is clear from the enclosed annexure, without correcting it,” the letter added.

The strategic manager in Magashule’s office, Chris Acker, referred the Pretoria News to ANC national spokesperson Pule Mabe, who would not be drawn into commenting.

“I take it that the letter you are referring to is an internal one. All internal matters are processed internally following applicable internal protocols,” Mabe said.

Political analyst Professor Seepe said the Twitter spat among ANC leaders reflected badly on the party. “It is unfortunate that senior members have been drawn into this Twitter battle. It certainly does not reflect well. Comrades must be able to pick up a phone, reach and engage each other, especially when doing is easy – since they serve in different structures,” Seepe said.

In his Twitter rant, Mbalula called out Sisulu, one of the presidential candidates, and

demanded to know how much she had spent on her unsuccessful ANC presidential campaign in 2017.

This was after Sisulu had posted a picture of all the ANC presidential candidates – including herself, President Cyril Ramaphosa, Nkosazana Dlamini Zuma and former Minister in the Presidency Jeff Radebe – at a dinner hosted by former president Jacob Zuma on the eve of the watershed elective conference.

Mbalula further insinuated that Dlamini Zuma had vied for the party’s job at the behest of her former husband, Zuma, who had wanted to create a family dynasty in the ANC. He labelled Dlamini Zuma as Zuma’s “wife”, even though the duo, who have children together, divorced more than 20 years ago. This prompted Dlamini Zuma to lay a complaint with the ANC, saying Mbalula had lost his “revolutionary consciousness”.

“Indeed, the ANC and society must feel the fury of our revolt. I am inspired by the reaction of ordinary members of our revolutionary movement, who decided to speak out against this despicable behaviour of minister Mbalula. I request you to share this letter with the ANC national officials, and also suggest that we have a dedicated discussion during the upcoming NEC meeting on the issue of the emancipation of women,” Dlamini Zuma said in her letter, also dated March 10.

“I have trust in the leadership to take the minister to task, in the interest of our revolution and struggle for a non-sexist South Africa, where women are emancipated and equal.”

Mbalula supported Dlamini Zuma ahead of the Nasrec conference, but switched political allegiance to Ramaphosa after he was elected party president.

In an interview with the Pretoria News on Friday, Mbalula said he was aware of Dlamini Zuma’s complaint against him because it was discussed at the national working committee (NWC) meeting on Wednesday last week.

Daring her “to do what she wants”, Mbalula said he had no idea why Dlamini Zuma rejected his apology, because she had initially told the NWC that she was “not aware of my apology because she’s not on social media”.

“I issued that apology voluntarily, without any duress, and that’s it. I can’t go beyond that.

She must do what she wants. That matter was discussed by the NWC. But I am not a bearer

of such because I also saw the letter on social media. It was not shared with the NWC. But all those issues were raised and also (spoken about). I issued my apology and withdrew that statement unreservedly on Twitter, where I publicised it. Nobody called me to do it. Even the officials never called for it. Ace has never called me. He went straight to the NWC. Normally they would call people and all that, but nobody called me,” Mbalula said.

“So, it’s amazing that I should be discussed by the NEC when there is so much poverty around us and many challenges around us; (now) the NEC must pause and debate Mbalula. I withdrew that statement even though I believe in it, because I don’t want to even try to explain, because I said it could be misconstrued as attacking her integrity. I did that.

Nkosazana didn’t have to call me and complain… or somebody. I withdrew it myself. But that letter was discussed by the NWC. I spoke and Nkosazana spoke.”

was “her assertion”.

“If I have lost revolutionary consciousness, why would I withdraw something unreservedly and not stand by it?”

AS THE Zulu nation continues to mourn the death of its beloved king, former president Jacob Zuma yesterday pleaded with members of the monarchy to set aside their differences and seek common ground when they differed on internal royalty issues.

Speaking to a group of princes yesterday at KwaKhethomthandayo royal palace in Nongoma, after conveying his condolences over the death of Zulu King Goodwill Zwelithini, Zuma said that during tough times, the royals must try to find one another. His call comes as sharp differences emerged within the royal family on protocols to be followed and the date of burial for the king, who died on Friday, aged 72, leaving six queens and his children.

The differences became a topic of public debate when Inkosi Mangosuthu Buthelezi, the traditional prime minister of the Zulu nation, on Saturday told an open meeting that some princes were going behind his back, making alternative arrangements for the king’s burial.

Apparently some royal family members felt Buthelezi was not consulting them and had taken over everything – a charge he denied. “There should be no confrontations, no heated

arguments, even when you differ, please find ways to find one another,” Zuma urged the princes.

He also told the royal family that they should feel free to approach him and other leaders when they encountered life difficulties at this time.

“If there are challenges, don’t shy away from approaching us as leaders. We will always be there for you,” Zuma said.

As throngs of mourners flocked to the palace, the ANC sent its treasurer-general, Paul Mashatile, to pay respects to the royals.

Addressing the media after offering his condolences, Mashatile said the death was a “great loss” to the Zulu nation.

“King Zwelithini was a man we worked with for many years, he was a humble man, a great king who always cared for ordinary people. We want to say to the king, our father, you have done your work on this earth, we bid you farewell today. Your work will be continued by all of us you have taught how to care for people,“Mashatile said.

His visit coincided with the visit of the provincial Cabinet, led by premier Sihle Zikalala and some national Cabinet members, including Co-operative Governance and Traditional Affairs

Minister Nkosazana Dlamini Zuma, Police Minister Bheki Cele and his health counterpart, Zweli Mkhize.

Addressing the media, Dlamini Zuma said losing the king was tragic considering the wealth of experience and knowledge he acquired while on the throne for almost half a century. She said she felt shattered by his death, and it had been “very difficult” for her to travel to

Nongoma to mourn with the royal family. “He had influence not only in KZN, not only in the country, but even beyond our borders. So it is a very difficult time. But also he was a

reservoir of knowledge especially about the country, about things royal. So having been on the throne for almost 50 years, you can imagine, there is no one in the country with that kind of experience, no one on the continent who has that kind of experience … what I liked about him is that he spoke his mind,” she said.

Zikalala said the king always wanted to see the ruling party thrive, and the province had lost a great leader who helped other nations when called on to assist.

KWAZULU-NATAL Premier Sihle Zikalala yesterday paid tribute to King Goodwill

Zwelithini, saying His Majesty had been the Zulu nation’s guiding star who showed light and direction to the nation.

National and provincial leaders of the ANC, including the party’s former president, Jacob Zuma, came out in their numbers yesterday to pay personal condolences to the Zulu royal family in Nongoma at KwaKhethomthandayo Royal Palace.

The travelling party included a national delegation of the party’s senior leaders led by

Treasurer-General Paul Mashatile. It included Police Minister Bheki Cele, Minister of Health Dr Zweli Mkhize and Minister of Co-operative Governance and Traditional Affairs Dr Nkosazana Dlamini Zuma. The provincial delegation led by ANC KZN chairperson and Premier Sihle Zikalala included provincial executive committee members Kwazi Mshengu, Ravi Pillay and Peggy Nkonyeni.

“He has been exemplary, and able also to assist other nations when he was called to intervene or to assist. He was the embodiment of culture and tradition, but more than that he also mastered the relationship between the government and the traditional leadership.

“We wish to thank him as the provincial government for what he has done in ensuring that we strengthen the relationship, but we wish to thank him also as the ANC because he accepted us as the leadership of the ANC,” Zikalala said.

Mashatile described the king as a humble man and a brave king who always cared for ordinary people.

“Many of you would have seen him in Gauteng visiting ordinary people in hostels,

supporting cultural activities. So this is a great loss to all of us, not only the Zulu people but to everybody in South Africa because he was working with everybody.

“We are saying to the family be consoled, be comforted, we are with you on this day and we want to say to the king, our father, you have done your work on this earth. We bid you farewell, your work will be continued by all of us that you have taught how to care for people,” Mashatile said.

IFP president Velenkosini Hlabisa, DA KZN leader Zwakele Mncwango and EFF KZN chairperson Vusi Khoza were among other political party leaders who visited

KwaKhethomthandayo Royal Palace yesterday.

Hlabisa said that the King’s death had left the Zulu nation naked and vulnerable as he had been the vanguard of Zulu culture and values.

“We pray that God helps the royal family during this difficult time, to make the family of His Majesty united and after the whole situation to emerge as one family to provide leadership in the Zulu Kingdom,” Hlabisa said.

FREE REGISTRATIONS: ‘GOVT MUST MAKE A PLAN’

The South African Students Congress (Sasco) has called for a national shutdown of all institutions of higher learning from today. Sasco said it will shut down institutions until several of its demands are met and make tertiary institutions ungovernable if students who can’t pay registration fees are turned away.

Among those demands were the clearing of historical debts and free registrations.

According to Sasco president Bamanye Matiwane, many students haven’t been allowed to register as they were not able to settle their outstanding university bills, with some parents losing their jobs due to the pandemic.

Matiwane said it was unacceptable that underprivileged deserving students were being deprived of an education.

“We have a lot of demands that have not been met and until [they] are met we will be on the streets.”

Matiwane said this had been an ongoing struggle, so they were extending the scope and shutting down universities and technical vocational education and training colleges. Now that the registration period had started, they would make sure all institutions allowed free

registrations.

“We are in a pandemic and many people have lost their jobs and do not have the money to pay.

“Students need to study while the government comes up with a plan to take care of their historic debts,” said Matiwane.

Last week, the South African Union of Students (Saus) also threatened to call for a national shutdown of all tertiary campuses from today if Minister of Higher Education, Science and Technology Blade Nzimande did not respond to its demands by 5pm last Friday.

In a statement Saus claimed: “Vice-chancellors across the country are comfortable with earning high salaries that go up to R5 million in return to sanction murderous police on their own students; they are complicit in the violence and death of students and citizens who are violated and killed on instructions from university management.”

The protest against financial exclusion started in Braamfontein and resulted in police opening fire on students, leading to the death of Mthokozisi Ntumba. The momentum has now spread to campuses across the country. –

동영상에 직접 출연해 학교 소식을 전하는 프리토리아의 한 사립학교 교장 (요하네스버그=연합뉴스) 김성진 특파원 = 최근 남아프리카공화국 수도 프리토리아의 한 사립 중·고등학교에서는 교장이 직접 나서 동영상으로 학교 소식을 학부모에게 보냈다.

올해 새로 부임한 이 교장은 학교 페이스북 동영상 '버추얼 뉴스레터'에서 노타이 차림의 산뜻한 복장으로 색깔 연기 나는 폭죽을 터뜨리며 학생들과 학부모들에게 반갑게 인사를 했다.

일반적으로 한국 학교에서 보내는 '가정 통신문'이라고 하면 딱딱한 문어체에 사무적인 데 비해 동영상으로 소식을 교장이 직접 전하는 장면에서 새삼 신선함을 느꼈다.

물론 이메일로 보내는 문서 형식으로 학교 소식이라든지 새로운 방침을 전해오기도 하지만 동영상으로 요즘 학생들이 지내는 모습이라든지 밸런타인데이 교내 행사 등을 직접 볼 수 있어서 좋았다.

다른 사립학교에 자녀를 보내는 교민에게 물어보니 그곳도 최근 동영상으로 학교 소식을 보내온다고 했다.

신종 코로나바이러스 감염증(코로나 19)으로 학교가 지난해 거의 문을 닫았다가 올해 2 월부터 새 학기와 함께 재등교를 하면서 새로운 면들이 보이는 것 같았다.

그러나 이런 것도 비교적 형편이 나은 사립학교에 해당되지, 정작 많은 공립학교들은 재정 등에서 대체로 그럴 만한 입장이 못 된다고 한다.

남아공 대학들도 3 월부터 개강에 들어갔다.

그러나 최근 남아공 대학가는 모처럼 다시 시작된 캠퍼스 수업으로 한창 들뜨기보다는 시위로 어수선한 분위기다. 남반구인 남아공은 지금 봄이 아닌 가을로 가고 있다.

남아공 정부가 코로나 19 로 인한 경제 충격 속에 전반적 재정 긴축의 일환으로 고등교육 지원 예산을 줄이면서 올해 신입생 수천 명이 부모의 실업 등에 따른 장학금 혜택을 받을 수 없게 된 것이다.

이에 대학생들은 집단 시위에 나섰고 지난 10 일 비트바테르스란트 대학에서 진압 경찰이 쏜 유탄에 시위 현장 부근에 서 있던 한 30 대 남성인 음토코지시 은툼바가 맞아 숨지는 사건까지 발생했다.

급기야 시릴 라마포사 남아공 대통령이 직접 나서 총격 사망 사건을 질타하고 이후 비상 각의까지 열어 대책 마련에 나섰다.

그래서 지원 자격이 되는 가난한 학생들은 모두 다 자금 지원을 해주기로 했다고 블레이드 은지만데 고등교육 및 과학기술부 장관이 11 일 밝혔다고 현지신문 비즈니스데이가 이튿날 보도했다.

하지만 무상 교육을 원하는 학생들의 불만은 좀처럼 수그러들지 않아 12 일 현지 eNCA 방송 화면에는 시위 학생들이 과거 아파르트헤이트(흑인차별정책)

시대에 세워졌다는 한 인물 동상을 끌어 내리려고 시도하는 시위 장면이 실시간으로 나오기도 했다.

이들은 식민시대 교육 유산이라면서 밧줄을 동상 목에 걸고 끌어내리려고 했지만, 경찰이 와서 밧줄을 끌러 압수해갔다

다만 시위대원을 연행하거나 체포하지는 않았다.

아파르트헤이트 정책의 철폐와 함께 1994 년 첫 흑인 민주정권이 들어선 지 어언 30 년이 다 돼가지만, 아직도 남아공 교육 현실은 아파르트헤이트를 거론하고 있는 형편이다.

물론 이번 대학생 시위도 코로나 19 로 인한 경제 악화에 따른 재정 감축이 직접적인 원인이지만, 한세대가 다 되도록 교육 여건이 좀처럼 개선되지 않고 있다는 징후일 수도 있다.

오히려 교민들은 남아공 교육이 후퇴했다면서 특히 대학 순위가 20, 30 년 전만 해도 세계 100 위권 안에 든 곳이 두세 군데 될 정도였지만 지금은 한참 아래로 밀려나 있다고 지적한다.

토착 백인들도 현지 대학 수준이 낮아졌다면서 형편이 되면 자녀들을 유럽이나 호주 등으로 많이 보내고 있다고 한다.

지난해 록다운(봉쇄령) 와중에 수많은 일선 학교가 기물 파손이나 약탈 등의 대상이 된 것은 충격적이다.

오죽 생활이 어려우면 미래의 꿈나무들이 다니는 학교까지 그렇게 하겠느냐는 생각이 들면서도, 사실상 '교육 최우선'인 대한민국 출신의 외국인으로서는 이해하기가 쉽지 않았다.

그래도 남아공은 치안 불안으로 중고생은 물론 대학생까지 타깃으로 한 무장세력의 학생 집단 납치극이 지난해 12 월 이후 네 번 이상 발생한 서아프리카 나이지리아보다는 훨씬 나은 형편이다.

코로나로 다 어려운 상황이지만 안전하게 학교에 다닐 수 있다는 것 그 자체도 지구촌에서 누구나 다 누리는 '혜택'이 아님을 새삼 느끼게 하는 대목이 아닐 수 없다.

남아공 최대부족 줄루 왕 즈웰리티니 별세

(요하네스버그=연합뉴스) 김성진 특파원 = 남아프리카공화국 최대 부족인 줄루족의 굿윌 즈웰리티니 왕이 12 일(현지시간) 오전 별세했다고 eNCA 방송 등 현지 매체가 왕가의 성명을 인용해 보도했다. 향년 72 세.

즈웰리티니 왕은 동남부 콰줄루나탈 주의 한 병원에서 지난 수주간 당뇨로 입원치료를 받았다.

줄루족 왕자 출신으로 왕가의 전통적 총리 역할을 해온 망고수투 부텔레지는 왕가를 대신한 성명에서 "참담하게도 굿윌 즈웰리티니 전하께서는 입원 중 건강이 악화돼 오늘 아침 이른 시각에 승하하셨다"고 말했다. 부텔레지는 야당 잉카타자유당의 창설자로 원로급 정치인이다.

그러면서 "왕가를 대신해 이 어려운 때에 기도와 지원을 해준 국민께 감사드린다"고 덧붙였다.

즈웰리티니는 현대 남아공에서 공식 권력을 갖고 있지 않지만 대체로 의식과 정신적 역할을 통해 수백만 줄루족에 큰 영향력을 행사해 왔다.

그는 콰줄루나탈의 한 소읍인 농고마 출신으로 아파르트헤이트(흑인차별정책) 시대인 1971 년 선왕의 사망 후 3 년 만에 23 세의 나이에 즉위했다.

즈웰리티니는 50 년 재위 기간 매우 존경받는 왕이었으나 2015 년 남아공 내 다른 아프리카 국가 출신 이주민들을 향해 '자기 나라로 돌아가라'고 말해 제노포비아(외국인 혐오증)를 부추겼다는 논란에 휩싸이기도 했다.

줄루족은 1 천만∼1 천 200 만 명으로 추산되며 흑인은 남아공의 11 개 공용어 가운데 주로 줄루어를 가장 많이 구사한다.

줄루 왕국은 1818 년 당시 정복 군주인 샤카 왕 때 세력을 떨쳤으나 영국과 전쟁에서 패배해 1887 년 식민지로 편입됐으며 이후 독립국의 위상을 회복하지 못하고 왕족의 명맥을 겨우 유지해왔다.

그러나 1994 년 남아공이 민주국가로 전환하면서 이 나라 최대 부족의 위상을 점차 회복했으며 제이콥 주마 전 대통령도 줄루족 출신이다.
