The project is planned to build Huancheng Road (N), the total length is 15.16 km and the standard width of the road is 40 meters, of which, the section of K0+000-K5+168.369 named Gaoxin Street and the width of standard road is 50 meters. The road surface adopts asphalt concrete. It sets 8 bridges in the whole line and the total length of the bridges is 1976 meters. It sets a tunnel (Jinxing Tunnel) of 194.5 meters.

Huancheng Road (N) is the main east-west truck road at in Jiangbei Block of Ankang City, which is one of planned six horizontal lines and it bears the task to promote the economic development. It is the important traffic hub of Ankang's Jiangnan Block, Jiangbei Block, and expressway coach station and national road 316, Huangcheng Road (N) will rech to the west block of Fujiang River in far future. With the planned Yuehe Avenue and Huangcheng Truck Road at Jiangnan Section, it forms the ring road frame in far future. The area of the land surrounded is about 81.7km2

IV. Total Investment and Cooperation Form

Total investment of the project of the Huancheng Road (N) is RMB 2.849 billion Yuan. Cooperation form: financing through BT, using the land surrounding the road as mortgage to guarantee the payment of financing capital. The price premiums of mortgaged land shall be distributed by both parties according to the relevant proportion.

Located at the north side of Yanliang Aviation City Street and west side of north extension section of Yingbing Street, the project has a covered area of about 100 mu. It is planned to install 4 sets of 150T/H steamed boiler with the capacity of 420mw, build heat supply pipe of 40 km, about 5000 m2 of room for administration and office (including boiler room), 3000 m2 of room for coal reserve (including steel structure workshop). The construction period is about 24 months.

Total investment of the project is RMB 450 million Yuan. BOT mode is adopted for financing and construction. The financing shall be completed by the project unit independently. According to BOT contract, the district people's government authorizes specialized management power to the project company for 25 years. After the authorization period is expired, the relevant facilities, organ, personnel will be transferred to the district people's government with free charge. For the detailed situation, the BOT contract shall be adopted.

The implementation of the heat supply project in north urban area will improve urbanization development of our region, further improve the level of city infrastructure and better city service function.

Infrastructure Construction Project (the 3rd Stage) of Xi'an International Logistics & Trade Park is planned to build city road of 15.37 km and it mainly includes truck specialized line, south park road, wastewater pipeline of north area, freight comprehensive ditch and the auxiliary facilities of water supply, power supply and heat supply .

(1) Truck specialized line of the park: the road is about 2100 meters long, the red line is 40 meters wide. The covered area is 126 mu and the construction cost (excluding auxiliary line, road lamp and forestation) is about RMB 44.9 million Yuan.

(2). South park road: the road is about 1600 meters and the red line is 60 meters wide. The covered area of 144 mu.

(3) Wastewater pipeline of north area: the section of this project includes the road water flowing. To the No. 2 drainage pipe of 5000 meters of Weihe, rainwater adjustment pool and boosting pump station.

(4) Comprehensive ditch of freight line of park road: it is located at the east side of truck specialized line, parallel to park road. The net size of the ditch is 2000*2000mm, which is used to pave the cable of 110Kv and 10 kv and less.

Cable ditch belongs to concrete waterproof ditch. There are support frame in both sides and it is 200 mm thick, of which, under the support of east side is used to pave communication cable and other supports is used to pave the power cable.

Total investment of the project is RMB 3.152 billion Yuan. Cooperated with Xi' an International Inland Port Investment & Development Group Co., Ltd, cooperative development or BT are adopted in accordance with specific situation.

The construction of the project will improve the infrastructure level of Xi'an International Logistics & Trade Park, which has very important action for the development of modern trade logistics industry. It is estimated that the average profit rate of investment is about 20%, the investment recovery period is 3-5
