Kuwait on Behalf of Arab States Calls for a Permanent Seat in Security Council

Kuwait, on behalf of the Arab countries, called Tuesday for having a permanent Arab representation with full powers in the Security Council in the event of any future expansion of it, stressing that fair representation also requires proportional Arab representation in the category of non-permanent seats in the

"enlarged Security Council."

The remarks were made by Kuwait's Ambassador Mansour Al-Otaibi on behalf of the Arab Group, at the first meeting during the 75th session of the United Nations General Assembly for intergovernmental negotiations, on the issue of

"fair representation in the Security Council and increasing the number of its members and related issues."

Al-Otaibi said that such call by the Arab group come "based on objective criteria represented by the Arab population density and the number of Arab countries in the United Nations, in addition to the fact that a large part of the Council's work and issues on its agenda relate to the Arabic region, which requires fair and proportionate Arab representation in the expanded council."

He added that the Arab group adheres to the realization of a "real and comprehensive" reform of the Security Council, especially as it is the main body entrusted with maintaining international peace and security under the United Nations Charter, so that it becomes "more capable and effective" to face and overcome the relevant challenges within a "more representative, transparent, neutral and credible framework."

On the political declaration of the 75th anniversary of the United Nations, Al- Otaibi noted that the Arab group agrees on a "new life" in negotiations for reform and expansion of the Security Council.

He pointed out that the group sees that the negotiations should focus on the five reform issues instead of being engaged in useless dialogues about the governmental negotiation mechanisms.

He called for working to reach a solution to achieve interests of everyone, including the Arab group, instead of focusing efforts on a disagreement over the drafting of documents that will not bring anything newer than the known balances.

Al-Otaibi said the groups affirms the cohesion of the five reform themes, and its vision says that the main and comprehensive goal of the reform process is to ensure that all geographical and regional groups are represented fairly and appropriately in the membership of the council.

He stressed that the reform process should focus on lifting the injustice on developing countries, mainly the Arab countries and African countries that are not represented in all permanent seats of the Security Council.

Al-Otaibi pointed to the importance of specifying standards used in occupying a seat or seats at any category, affirming all standards should be implemented fairly and equally on all regions.

He said that the Arab group affirmed its determination to continue positive and effective participation during the meeting of the government negotiations.

Kuwait Reiterates Defending Palestinians’ Rights, Arab Identity of East Jerusalem

Kuwait has reiterated its commitment to defending rights of Palestinian people and Arab identity of the occupied East Jerusalem.

This came on Tuesday during a speech delivered by Kuwait’s Permanent Representative to the United Nations Ambassador Mansour Al-Otaibi in a Security Council session on Palestine’s cause. He said that Kuwait sticks to international, Muslim and Arab stance affirming that the Palestinian cause is a central issue to the Arab nation.

Al-Otaibi re-affirmed adhering to peace as a strategic option and solving the Arab-Israeli conflict, in line with the international law, relevant international legitimacy’s resolutions, the principle of land for peace and the 2002 Arab peace initiative to help Palestinians obtain their full legitimate rights and establish their independent state with East Jerusalem as its capital.

He pointed to the efforts made by the Palestinian authorities to contain the spread of the novel coronavirus amid acute shortage of medical equipment, medicines and vaccines due to the restrictions imposed by the Israeli occupation authorities.

Al-Otaibi expressed sorrow over the recent UN reports on a rise in acts of violence committed by Israel against Palestinians as well as detention campaigns, and the demolition of Palestinian buildings and properties.

The absence of accountability and impunity anywhere and anytime will lead to further crimes, he said, adding that this is happening in the occupied Palestinian terroriteries.

He stressed that Israel continues not to comply with international resolutions and approves building thousands of illegal settlement units in the West Bank and East Jerusalem.

Approving the construction of these units was condemned by the whole international community as it undermines a two-state solution, and is a clear violation of the UN Security Council 2334, international law, human rights and the 4th Geneva Agreement, Al-Otaibi said.

Kuwait reiterated that this is a blatant violation of the UN Security Council Resolution No. 2334, he said, calling for putting an end to the illegal Israeli practices and implement all relevant UNSC resolutions.

Jordanian King Affirms Keenness on Boosting Cooperation with GCC King Abdullah II of Jordan on Tuesday affirmed keenness on boosting cooperation with the GCC countries and bolstering further “ the solid partnership” between Amman and these countries.

The Royal Court said in a statement that the monarch, during a meeting with the GCC Secretary General, Nayef Al-Hajraf, welcomed outcome of Al-Ula Summit, adding that talks between the two sides dealt with Arab and regional issues, namely the Palestinian cause, where the monarch re-affirmed necessity of finding a just settlement on the cause on the two states’ basis.

King Abdullah also emphasized necessity of unifying the Arabs’ ranks and boosting joint action.

Separately, Al-Hajraf met with Prime Minister Bisher Al-Khasawneh who underlined the brotherly relations between Jordan and the GCC countries.

Al-Hajraf noted necessity of the 15th joint committees that cover various forms of cooperation between Jordan and the GCC.

The Cabinet Approves the Budget with KD 12 Billion Deficit

The Cabinet discussed the recommendation included at the Minutes of Meeting of the Economic Affairs Panel regarding bills to link budgets of institutions of independent budgets for the fiscal year 2021/2022 as well as bills of affiliate entities.

Furthermore, the Cabinet discussed recommendation of the panel regarding a bill of linking budgets of ministries and government departments for the fiscal year 2021/2022. In this regard, the Cabinet listened to a presentation by the Acting Undersecretary of the Ministry of Finance Aseel Al-Saad Al-Munaifi, the managing director of Kuwait Investment Authority (KIA) Farouk Ali Bastaki regarding the above-mentioned bills pursuant to Article (140) of the Constitution and the estimates of authorities; and due to keenness of the Ministry of Finance to be committed to the Constitutional times as the budgets of ministries and government departments for the fiscal year 2021/2022 have been prepared with total expenses reaching KD 23,048,000,000/- ( Twenty three billion, and forty-right million Kuwaiti dinars), and total revenues reaching KD 10,929,270,000/- (ten billion, nine hundred and twenty nine million, and two hundred and seventy thousand Kuwaiti dinars).

The Cabinet decided to approve the bills and to refer them to His Highness the Amir to refer them to the National Assembly.

Kuwait Oil Price is Up to $ 55.62 pb

The price of Kuwaiti oil is up 22 cents to $ 55.62 in yesterday’s trading opposite

$ 55.40 pb on Friday’s trading pursuant to the price announced by KPC.

In international markets, Future Brent Crude prices are up 47 cents to $ 55.88 pb. Whereas WTI is up 50 cents to $ 52.77 pb.

200 Thousand Doses of Oxford Vaccine to Arrive Kuwait Next Week

In light of the continuing efforts to import more vaccines, Al-Qabas sources disclosed that approval and licensing of Astra-Zeneca-Oxford vaccine is soon.

Sources expect that arrival of the first shipment of the vaccine to Kuwait will be within the next week with a primary rate of 200,000 doses, providing that another 800,000 doses will arrive during February and the beginning of March as a maximum.

Sources stressed that the supply process depends on the time of formal approval and local licensing as its registration should precede preparations for arrival for the first shipment.

Sources pointed out that AstraZeneca vaccine has some advantages, including easy storage as it requires temperature reaching 2 to 8 degrees Celsius, which is the normal temperature of a fridge, unlike other vaccines, which couldn’t be stored on the long-term unless in very low temperatures reaching 70 degrees below zero. This will facilitate large-scale vaccination of categories of the community. Moreover, sources reported that the vaccine has the ability to combat the new COVID-19 variant, which has caused wide scale infections in the UK and South Africa. Further, sources reported that it is efficient and safe and that it is side effects are very rare.

Sources stressed on the necessity of getting information from their formal sources represented by the MOH, and not to disclose any rumors.

Meanwhile, Kuwait Vaccination Center continues to receive certain categories based on prior appointments. The Ministry of Health monitors any symptoms that might occur on Pfizer-vaccinated people by communicating with them or by receiving any inquiries at the electronic website dedicated for vaccination.

Sources stressed on the necessity of getting information from the formal sources represented by the MOH and its associated electronic websites. Sources also stressed on the importance of not spreading any rumors that might impact progress of vaccination of targeted groups.

Sources added that Astra-Zeneca Vaccine may cover the biggest number of the world population during the current year, whether through direct supply from some countries or by means of supporting COVAX international initiative in coordination with the WHO in order to secure the vaccine and achieve a balanced distribution to countries, taking into consideration priority of some categories of people.

Meanwhile, informed sources at the MOH stated that no unexpected side effects have been reported till now on persons, who have received Pfizer vaccines since launch of the vaccination campaign at Kuwait Vaccination Center at the Fair ground in December 24, whether mild or severe, with the exception of the

temperature, pain in joints, and a feeling of fatigue, which are all temporary, and which disappear after 24 to 48 hours.

Sources pointed out to Al-Qabas that the vaccine cannot be considered as an immediate replacement for the precautionary procedures or health provisions against the virus. Sources indicated that some persons might not be able to produce antibodies after getting the vaccine due to health or hereditary reasons like persons who have weak immunity system. Therefore, these procedures have to be continued till reaching very high herd immunity.

30 KD for PCR Test at the Private Sector: MOH

The Ministry of Health issued a decision to determine the rate of PCR test at KD 30 at the health facilities in the private medical sector. This came in a circular directed by manager of health licensing department to managers of private hospitals, managers of private centers, managers of dental centers and other private clinics and institutions to approve the rate of PCR test for COVID- 19 at 30 KD at the private sector. This is based on the decision of Medical Licenses’ Panel No. 01/2021 held on January 23, 2021, where fixed pricing for conducting PCR tests against the novel COVID-19 has been approved at the labs of the private sector, which meet the standards of MOH to conduct the above-mentioned test.
