SDGs (Sustainable Development Goals) is a global goal agreed to be achieved by the United Nations and the international community by 2030 to realize the sustainable development of mankind.

Universities are also responsible for presenting and implementing a new vision in line with the Sustainable Development Goals according to the social needs of fostering global talent.

Kangwon National University established the Sustainable Innovation Center in July 2021, and as the first task checked the implementation status of our university’s SDGs. Accordingly, by analyzing the performance of participating in the World University Impact Assessment (Times Higher Education) for the past three years from 2018 to 2020, we diagnosed the current status of Kangwon National University’s performance in SDGs and published the "KNU SDGs Annual Report 2020"

to establish future development directions.

Looking at the 17 detailed goals of the SDGs, Kangwon National University has performed well, but there are many areas for improvement in the future.

We are expanding the admission and learning opportunities for low- income students, students with disabilities, foreign nationals living abroad, and adult students. In addition, we support continuous learning by preventing students from dropping out by providing study assistants, safe housing, support for book purchase costs and language training opportunities abroad.

Furthermore, as a regionally based National University, campus facilities and educational opportunities are provided to residents, and goals such as eradication of poverty, quality education, gender equality, and resolution of inequality are being faithfully implemented.

On the other hand, a system that can manage and implement goals such as reducing the total use of water and energy, and waste on campus needs a lot of improvement.

We analyze achievements and tasks, prepare and disclose them in the report because Kangwon National University has a strong will to become a global university through SDGs innovation. Therefore, we plan to publish the SDGs Implementation Report every year.

We hope that this report will be used to diagnose the current status of Kangwon National University's sustainable development efforts and to establish innovative policies to improve underdeveloped areas.

Goal. 01

 KNU SDGs Annual Report 2020

Kangwon National University (KNU) provides financial support in the form of tuition and admission fees to low-income students (people who earn the basic living income and those in the second-lowest income class) with the aim of "reducing the poverty level and strengthening the social safety net." In addition, KNU offers financial support and educational programs to support local community start-up endeavors. Upon request, legal counseling is also accessible free-of-charge, not only for students but also for local residents.

Periodic Support System for Low-income Students

KNU supports low-income students through a full-cycle financial support system from admission to the post-admission graduation stage. At the entrance stage, screening is conducted to determine people who earn the basic living income recipients and those in the second-lowest income class. Since 2020, this program has been expanded to benefit more students who live below the poverty line. Students from low-income families are provided a chance to select dormitories first when entering the school, as well as a safe living environment on campus through the steady provision of living expenses (food expenses) and housing support (Happy Dormitories). In addition, various financial support measures, such as scholarships, academic incentives, book purchase expenses (Happy Library), and vision counseling systems allow students to continue their studies without giving up or compromising on their education. In particular, language course fees and overseas training programs are actively supported to pave the way for low-income students to cultivate global talent. For example, the Blue Ladder program supports employment and language training for people with disabilities, North Korean defectors, and students facing family-related issues.

Public Transportation Fee Support

KNU provides free school commute and free campus shuttle buses. Although the frequency of their operation has decreased due to the COVID-19 pandemic, shuttle buses have continued to operate on the outskirts of the city center.

Strengthening the Social Safety Net

Since the global COVID-19 pandemic began in early 2020, KNU has adopted new SOS emergency scholarships to help students experiencing emergency family difficulties, such as bankruptcies or illnesses, even if they are not from low-income families. In addition, the social safety nets service has been expanded to provide free legal counseling at the Legal Clinic and thus prevent socially vulnerable groups from suffering due to legal issues.

Start-Up Support Program and Financial Aid

KNU continues to operate start-up investment counseling and mentoring to support young entrepreneurs (business incubation center). In addition to the start-up seminars and flea market operations, KNU Startup Cube provides professional support for specific sectors and recipients, including consulting on start-up support for the local youth, military veterans, and food truck owners under start- up support and subsequent linked projects. In particular, KNU Startup Cube provides space for prospective and early start-ups. The start-up support group provides financial aid through start-up scholarships.

KNU Startup Cube has supported numerous businesses across different sectors in various regions: item competition for residence firms, unification start-up ideas contest, start-up competition for Gangwon Province tourism content (with preferential treatment to applicants based in Gangwon Province), award- winning start-up idea contest with adherence to the characteristics of public institutions (targeted for high school and university students in Gangwon Province), university student entrepreneurship competition from Gangwon Province, entrepreneurship camp (for college students in Gangwon Province), and idea competition for utilizing public data (targeted for Chuncheon City residents).

Cooperation to End Poverty

In commemoration of World Poverty Day, the Gangwon International Development Cooperation Center conducted a photo exhibition and educational seminar regarding case studies about poverty and development cooperation as part of an international poverty eradication activity.

The number of students who graduated from the school between August 2020 and February 2021, which was the peak of the COVID-19 pandemic, did not significantly decline, compared with the previous year, thereby indicating that SOS emergency support helped them to continue their studies.

Reducing the poverty level and strengthening the social safety net should be based on governmental policy-level implementation; however, we need a process to confirm the size and effectiveness of support for individual students or members within the university campus. In other words, measures must be taken to check whether our holistic support is provided for each member. Therefore, KNU requires further investigation to determine the amount of money spent on education and career training, starting from admission to graduation, for low-income students enrolled in KNU.

Goal.

Zero Hunger

Provision of Sustainable Agricultural Knowledge/Technology

KNU operates the Agricultural Meister University—an educational institution specializing in training farmers—and conducts the Agricultural CEO Program at the Rural Social Education Center, an agricultural training institution. The university fosters agricultural leaders by teaching agricultural life science theory and field education, which is based on biotechnology (BT), information technology (IT), green technology (GT), and cultural technology (CT).

The College of Agriculture and Life Sciences at KNU operates farm ranch, and research facilities.

Moreover, they have supported the production of new varieties of melon in Inje-gun and the manufacturing of high-quality sake in Cheorwon-gun while operating an eco-friendly agricultural product safety center. They are also attempting to secure a market for farmers and provide fresh agricultural produce to consumers by holding a farmers' market.

Providing Meals to Members and Relieving Hunger

The KNU Development Fund Foundation launched the "Breakfast Angel" campaign in 2020, thereby securing 200 sponsors and 50 million won in donations in 2021; this campaign has been going strong since its inception. Other than the faculty members, the sponsors include alumni, parents, and some students. The Campus Livelihood Cooperative Association and the student council (university student council and individual college student councils) provided free meals to 5,000 students during the exam period; however, the service has been suspended due to the COVID-19 pandemic in 2020.

Provision of Healthy Ingredients and Diet

The KNU cafeteria strives to provide a healthy and diverse diet by carefully observing the operational status of each dormitory, the placement status of nutritionists, and the joint purchase practice of food ingredients. Many benefits have been ensured for international students. For example, the cafeteria

(5)

supplied free meals or snacks at events for international students, In the case of dormitories exclusively housing foreigners, a space has been provided for students to cook their food if they experience difficulties with group dining at the cafeteria.

Interaction with Local Farmers

Won-hee Kang, a horticultural science professor at KNU, runs a coffee tree experience farm. There is also an academic forest experience that allows for a literary stroll in the forest, forest exploration, and woodworking experience. The Green Farm & Carbon Caf䟞, a space for interacting with local residents to practice a low-carbon life, is also operated here. KNU has taken the lead in purchasing local agricultural products first and complies with the mandatory purchase of products from small- to medium-sized enterprises, women's enterprises, enterprises led by disabled owners, and green-initiative enterprises.

KNU started to purchase local agricultural products.

The College of Agricultural and Life Sciences participated in rice planting events and rural volunteer activities in Mugunghwa Village in Hongcheon and Nurisam Village in Chuncheon. Primary professional education is imparted to ensure that the field experience education for students can benefit both parties and lend practical help to farmers.

In addition to the university headquarters, various members, including those of the student council and cafeteria operating companies, are observing every corner of the school. However, the COVID-19 pandemic has diversified the form of students staying in the school; therefore, if appropriate support measures are prepared, this can be developed into a highly sustainable activity.

In the case of food waste, annual plans must be consolidated at the campus level for all members, including departments that develop policies on food waste. This is to ensure that everyone will be on board to manage the overall performance.

Investigating the number of first-generation students who are enrolling at universities is a crucial task.

Currently, a decrease in the school-age population has led to problems with the number of college admissions. However, the generations of parents who have experienced the Japanese Occupation and the Korean War typically did not have access to education. In recent years, literature education has become notably popular among older people (70 years or older), who experienced difficulties graduating from elementary school due to harsh family circumstances. In these cases, a step-by-step approach will be needed to determine the number of first-generation students enrolling at college. Following a survey of social minorities, this approach can be expanded and utilized for all students.

KNU provides mentoring for female college students and female faculty. The university has been conducting women's mentor talk concerts and vision development projects for female college students since 2019. In addition, childcare subsidies (scholarships) are provided for female master's and doctorate students, and restrooms for female faculty and students have been installed on campus. Various regulations and systems have been set in place to ensure the participation of female faculty members in important decision-making processes at the university, and KNU envisions expanding the female ratio in key positions.

For research related to gender equality, there are three representative papers: "Gender differences in the coherent description in Korea: Age changes and cohort differences" (Professor Yu-Jin Kim, Department of Sociology), "International trade and female employment: Evidence from Korean manufacturing firms"

(Professor Ji-Hyun Um, Department of International Trade), and "The latest gender conflict and digital sexual violence from the perspective of gender equality" (Professor Yoon-Jung Lee, Department of Legal Studies).

Mentoring for female college students and teachers

Policy

Parenting subsidies (scholarship funds) have been provided for female master's and doctoral students.

In terms of the provision of space for the female students and faculty on campus, there are eight lounge rooms, one sleeping room, and one nursing room. Following the national public official service regulations, daycare centers are operated to support work-family balance and female staffs receive a health leave on the first day of each month.

The Ratio of Women

Policy

A total of 1,380 female freshmen were enrolled in KNU in 2020. KNU complies with the regulations of the Gender Equality Promotion Committee, which proposes guidelines for the appointment of new full-time teachers. The faculty regulations and university council operation regulations ensure a certain percentage of women on campus.

Important Decision-Making by Female Faculty Members

Policy

The School Regulations (Article 27 College Personnel Committee), Faculty Council Regulations (Eligibility of Executives and Executives), and Gender Equality Promotion Committee Regulations (Article

(8)

 KNU SDGs Annual Report 2020

3 Committee) at KNU adhere to a system that guarantees women's participation in important decision- making processes.

Based on regulations regarding the operation of the KNU College Council, the ratio of council members of a specific gender cannot exceed 70/100, According to the statistics, the ratio of new female teachers and key post teachers continuously increased over the years (9.1% in 2018 → 12.9% in 2019 → 16.1% in 2020). In Reserve Officers' Traning Corps; ROTC, female faculty selection was increased to 14.3% in 2020.

Efforts to Ensure Gender Equality in KNU

Policy

Regulations aiming to avoid discrimination against women are implemented through the Gender Equality Promotion Committee. Moreover, childbirth and childcare regulations are observed based on the National Public Officials Act (Article 27 leave), the National Public Officials Service Regulations (Article 20 special leave), and Kangwon National University School Regulations (Article 46 leave). Since 2019, the Human Rights Center at KNU has been complying with regulations to ensure no discrimination occurs against transgender people. KNU has a counseling center for promoting gender equality in the university campus, regularly reports the performance of organizations promoting gender equality and invests in fostering and developing female power.

To ensure no one is deprived of their rights to participate in high-quality education, the number of women enrolling for universities from each household must be examined. Due to the deep-rooted Confucian influence of male dominance, historically, men in South Korea were provided with greater educational benefits compared to women. Since the 1990s, the rate of women enrolling for higher education has begun to increase due to socioeconomic changes, and the competition rate against the university quota is on the verge of falling below 1:1; however, from a qualitative perspective, quality education should be accessible to people from both genders.

Measurement and Management of Annual Water Usage

Total water and sewage use are measured and monitored through the Water Supply Act (Article 6, Implementation of the Water Demand Management Target System) and the Sewerage Act (Article 3, Responsibility of the State and Local Governments).

Wastewater Treatment Procedures and Water Quality Management

The university is implementing wastewater treatment procedures in line with the Sewerage Act (Article 3, State and local governments' responsibilities), Water Environment Conservation Act (Article 34, Permission and operation of sewage-free discharge facilities), and Wastewater-free discharge facilities management (operation log). KNU is attempting to sustainably manage waste and wastewater generated in the laboratory and prevent water pollution by following the laboratory wastewater (liquid waste) treatment guidelines.

Efficient Water Use Management

In compliance with the Water Supply Act (Article 15, Installation of Water Saving Facilities), the university enforces policies to minimize water use and maximize water reuse. Water-saving facilities have been installed in the 3rd Student Center that is a new building in 2019. Furthermore, rainwater storage tanks will be installed in an another new building, 'Future Library' in the near future. In 2020, rainwater reservoirs and water-saving toilet valves were installed in the 'Future Library' and newly built Lifelong Education Center. KNU complies with the Act on Promotion and Support of Water Reuse (Article 8 Installation and Management of Rainwater Utilization Facilities) and thus devised a landscape plan for plant landscaping that minimizes water use.

Free Drinking Water Policy

The policies comply with the Drinking Water Management Acts (Article 8 Management and Water Purifier

(9)

 KNU SDGs Annual Report 2020

Installation and Management of Drinking Water Community Facilities, and Article 8-2 Installation and Management of Cold and Hot Water Purifiers or Water Purifiers), and we ensure providing safe drinking water to all students and members of the university.

Volunteer Work & Cooperation

The installation of cold and hot water purifiers and drinking fountains on campus has ensured that drinking water is provided free of charge to all visitors, students, and faculty. In 2020, additional water purifiers were installed in the newly established facilities. Moreover, drinking fountains will be added on campus to increase access to free drinking water, because KNU strives to provide safe drinking water through regular water quality tests.

KNU is taking measures, such as managing the water use process and complying with wastewater treatment regulations, to ensure safe and healthy water on campus. However, mid-to-long-term plans for reducing water consumption have yet to be detailed. Although the water shortage has yet to be managed at the national level and the regional characteristics of a lakeside city do not provoke a sense of urgency for water-saving plans. KNU campus requires a holistic water management plan because we are a single institution with large energy consumption.
