John Key 총리 서울 핵안보정상회의 참석
John Key 뉴질랜드 총리가 ‘2012 서울 핵안보정상회의’ 참석을 위해 3.24 방한 하여 3.25(일) 이명박 대통령과 정상회담을 갖고, 북한 문제, 한-뉴 FTA 등 양자 관심사 및 지역·국제무대에서의 협력 증진 방안에 대해 의견을 교환했습니다.

위반이며 역내 평화와 안정에 중대한 위협이 되고 있다는데 심각한 우려를 표하고, 북한이 발사 계획을 철회하고 유엔 안보리 결의를 준수할 것을 촉구했습니다.
또한 양국 수교 50주년 기념 ‘한-뉴 우호의 해’를 맞아 다양한 문화교류 행사를 통해 양국 국민들간의 이해와 친근감을 높이는 한편, 지난 50년간의 협력 관계를 기반으로 경제·통상과 국제무대 협력 등 양국 관계를 한층 강화시켜 나가기로 했습니다.

IMAGINE al Qaeda had acquired and used nuclear material for the 9/11 terrorist attacks in 2001. No wonder United States President Barack Obama launched the highest level forum on nuclear security by hosting the first Nuclear Security Summit in Washington in 2010, recognising nuclear security is the most urgent first step for realising the ultimate goal of a world free of nuclear weapons, as he pronounced in Prague in 2009.
Seoul will host the second Nuclear Security Summit on March 26-27 bringing together almost 60 world leaders representing 53 states and four international organisations, including the United Nations and the IAEA.
The top-priority agenda for the Seoul Summit is preventing nuclear ter- rorism, which poses one of the most serious threats to global peace and secu- rity.
As UN Secretary-general Ban Ki-moon stated, one nuclear terrorist attack could inflict mass casualties and bring unwanted change to the world for- ever.
We have been fortunate so far not to suffer catastrophic nuclear terror- ism.
However, the threat is neither unthinkable nor unrealistic considering that about 1600 tonnes of highly enriched uranium and 500 tonnes of plutonium – enough to build 126,500 nuclear weapons – are scattered around the world.
Furthermore, the IAEA’S database shows that more than 2000 cases of theft, loss and illicit trafficking of nuclear or radioactive material have been reported since 1993, and the whereabouts of 60 per cent of the material is un- known.
As a premier forum on nuclear security, the Seoul Summit will consoli- date the highest political resolve of world leaders and take concrete steps to secure a world free of nuclear terrorism, which will be embodied in the ‘‘Seoul Communique’’.
박용규 대사의 서울 핵안보정상회담에 대한 기고문이 Dominion Post지(3.22자, 세계뉴스 Opinion란)에 게재되었습니다. ‘Preventing terrorism heads agenda for Seoul Nuclear Summit’제목의 기고문에는 △ 핵안보정상회의 개최 배경 및 필요성, △ 서울 정상회의 주요 의제 및 기대성과, △ 서울 정상회의의 상징성 및 외교적 중요성, △ 뉴질랜드 참가의의 등에 대한 사항들이 포함되어 있습니다.
Building on the achievements of the Washington Summit, the action plans will include practical ways, among others, to eliminate or minimise dangerous nuclear material, block illegal trade in nuclear material, tighten information security, enhance universality of nuclear security treaties and support activities of international nuclear regulatory organisations or multilateral networks such as the UN, IAEA, Interpol and the Global Initiative to Combat Nuclear Terror- ism.
One of the additional agendas will be the interface and synergy between nuclear security and nuclear safety, which has emerged as all the more impor- tant after the Fukushima nuclear disaster in March 2011.
Another important topic will be the threat of radiological terrorism, which uses primitive yet devastating ‘‘dirty bombs’’.
By addressing these issues, the Seoul Summit can contribute to restoring public confidence in nuclear energy, which is crucial for sustainable economic growth in many countries amid the rising cost of fossil fuels and growing con- cern about climate change.
The symbolism of the Seoul Summit is also great as no other region dem- onstrates the dual nature of nuclear power and highlights the contrast of its po- tential benefits and risks than the Korean peninsula.
As a model for a non-nuclear weapons state upholding principles of the Non-proliferation Treaty (NPT) while making the best use of nuclear energy for peaceful purposes, Korea is wellplaced to play a constructive role as a facilita- tor and bridge between nuclear haves and have-nots.
As the host of the Seoul Summit, the largest diplomatic event to be held in Korea after the G20 Summit in 2010 and the Fourth High-level Forum on Aid Effectiveness in 2011, the Korean Government is preparing meticulously with the full support and cooperation of all participating states including New Zealand and international organisations.
New Zealand is well-known for its solid credentials and a good reputation as one of the staunchest supporters of the NPT regime. New Zealand has been always at the forefront in promoting a nuclear weapons-free world.
Accordingly, it is quite appropriate that Prime Minister John Key will take part in the summit. The Korean Government will highly appreciate his contribu- tions to the success of the summit.
His visit to Seoul has added value since Korea and New Zealand are cel- ebrating a half century of diplomatic relations this year. He will certainly have opportunities to discuss with Korean leaders visions and strategies for a stron- ger partnership in the second half century of Korea-new Zealand friendship.

동아일보 강은지 기자가 3.7(수) 웰링턴 국회의사당 건물 비하이브에 있는 총리실에서 John Key 뉴질랜드 총리와 단독 인터뷰를 가졌으며 동 인터뷰 기사는 3.19자 동아일보 신문에 기재되었습니다. 동 기사에는 Key 총리의 △핵 확산 방지에 대한 신념, △긴축재정과 미래성장산업에 대한 계획, △ 한-뉴 FTA등에 대한 인터뷰 내용이 실렸습니다.
Key 총리는 뉴질랜드는 비핵화 정책을 고수하고 있으며 3.26, 27일간 서울에서 개최되는 제2차 핵안보정상회의 참석차 방한할 예정이라고 밝혔습니다. 아울러, 뉴질랜드는 작은 나라지만 핵 확산 방지에 대해서는 강하고 의식 있는 목소리를 낼 것이라며 강조했습니다. 또한 북한의 새 지도자 김정은에 대한 질문에는 향후 어떤 변화를 보일지 진전 상황을 주시할 것이며, 양국관련 문제들이 (폭력없이) 외교적으로 해결되기를 바란다고 했습니다.

동아일보 강은지 기자의 크라이스트처치 방문 기사가 크라이스트처치 대지진 참사 13개월을 맞은 3.22(목) 동아일보에 실렸습니다. 동 기사에는 여전히 통제구역으로 지정된 크라이스트처치 도심 풍경, 캐셜스트리트에 알록달록하게 색을 입히고 기하학적으로 쌓은 컨테이너 상가 지구, 크라이스트처치 대성당 풍경이 묘사되었습니다. 아울러 나이리 버튼 부시장과 로저 서천 지진복구위원장의 피해수습 과정과 복구계획에 대한 내용과 한국인 남매를 포함한 지진 희생자 185명의 추모장소에 대한 사항도 언급되었습니다.
현재 어려움에 처해 있는 뉴질랜드의 경제 상황에 대해서는 사회복지수당을 점검하고 정부 제도를 개혁해 정부 규모와 예산 지출을 줄이는등 긴축 정책을 펼치고 있으며 2014~2015 년에는 정부 예산을 흑자로 돌릴 계획이라고 했습니다. 아울러 식품 산업, 서비스 산업, 영화 산업등 미래성장동력을 키워 나갈 의지를 보였습니다.
Key 총리는 금년이 한-뉴 수교 50주년의 해로서 역사적으로 긴밀한 유대를 갖고 있는 양국 관계를 기념하고 축하하며 한-뉴 FTA를 통해 양국관계를 진전시키고 싶다고 했습니다. 금번 방한시 핵 확산 방지 논의 이외에 양국에 득이 될 수 있는 경제 관련 논의도 진행할 예정이라고 밝혔습니다.
마지막으로 Key 총리는 한국에 대한 이미지가 정말 좋다며 열심히 일하는 한국인 이민자들이 뉴질랜드 발전의 한 축이 되고 있으며 유학생이나 관광객도 언제나 환영한다고 했습니다.

이명박 대통령, Patrick Rata 주한 뉴질랜드 대사 신임장 제정
이명박 대통령이 3.19(월) 청와대에서 Patrick Rata 주한 뉴질랜드 대사로 부터 신임장을 전달 받았습니다.
Rata 대사는 뉴질랜드 원주민인 마오리(Maori) 출신으로 오클랜드대학 졸업 후 1988년 외교부에 입부, 주로 세계무역기구(WTO)와 유엔에서 경력을 쌓은 국제경제 전문가입니다.
Rata 대사의 부인은 한국계 미국인으로 현재 제네바 유엔기구에서 근무 중인 것으로 알려져 있습니다.

WOMAD 한국 공연단 공연 (Tori Ensemble)
뉴플리머스에서 매년 개최되는 세계민속공연축제 WOMAD (World of Music and Dance)에 한국의 토리 앙상블(Tori Ensemble)이 참가하여 큰 호응을 받았습니다. 2007년 거문고 연주자 허윤정을 중심으로 한국 전통 음악 연주자 4명(허윤정-거문고, 민영치-대금&장구, 이석주-피리, 강권순-정가(창))이 결성한 토리앙상블은 현재 세계 각국에서 개최되는 민속음악 축제에 초대되어 큰 인기를 끌고 있다고 합니다. 3.17 저녁 공연에는 박용규 대사내외가 참석하여 공연단을 격려하고 한국 전통문화를 해외에 전파한 공로를 치하했습니다.

파머스톤 노스(Palmerston North)시와 Manawatu Multicultural Council이 공동 주관하는 2012 파머스톤 노스 문화 페스티벌(Festival of Culture)이 3.23일 개막하였습니다.
3.30(금)까지 진행되는 동 페스티벌에서는 세계 음식 소개, 음악, 공연, 수공예품 및 사진 전시등 다양한 프로그램들을 선보일 예정입니다. 박용규 대사와 윤일웅 서기관은 3.24(토) Jono Naylor 파머스톤 시장의 초대로 각국의 주요인사들과 파머스톤 노스 시청에서 VIP 리셉션을 가진 후, Manawatu Multiculture Council의 주최자의 안내로 시청 앞 광장에
