IT IS believed that Motjeka Madisha’s BMW 1 Series crashed into the pole of a billboard and burst into flames.

THE CHARRED body of Mamelodi Sundowns defender Motjeka Madisha was retrieved from a burnt BMW 1-Series which crashed into a billboard structure on Zuurfontein Road outside Kempton Park after midnight yesterday.

Madisha’s death was reported just hours after the club’s 50th anniversary celebrations in Sandton. It is believed Madisha did not attend the event.

The 25-year-old, who earned 13 caps for the South Africa national team since 2015, scoring once, was travelling with one other person, who was also declared dead on the scene.

Despite that Madisha’s death was widely reported yesterday, Sundowns communications manager Shupi Nkgadima was reluctant to comment. “We have become aware of certain reports concerning Motjeka Madisha and will make an announcement in due course,” was all he would say.

Ekurhuleni Emergency Services spokesperson William Ntladi said the “horrific” accident took place near Ossewa Street at Chloorkop industrial hub, outside Kempton Park. “We received a call from the emergency services at around 12.05am. It was reported to be a vehicle on fire with entrapment inside. Firefighters responded and found that the vehicle was well on fire.”

He said firefighters extinguished the blaze.

“We found a charred body, which was quite unidentifiable to us. We could not see whether it was male or female. It was still trapped inside the burnt vehicle,” Ntladi said.

The other occupant was thrown out of the vehicle after it crashed into a pole, he said.

The body was found lying next to the vehicle and had sustained critical upper body burns and some injuries.

“We could not know who was who at that time, but as we were there some of the Sundowns players came and recognised the vehicle and that was when we knew that one of the persons involved was a known soccer player by the name of Motjeka Madisha,” Ntladi said.

He said the preliminary investigation on the scene revealed that the driver lost control of the vehicle, crashed into the pole and then the vehicle burst into flames.

“It was heavily raining and we operated under heavy downpours. We have unfortunately not established the identity of the second person,” Ntladi said.

The case was now in the hands of the SAPS, who responded to the fatal car crash in the early hours of yesterday, according to the provincial spokesperson Brigadier Mathapelo Peters.

“From what police have pieced together up to this point, the preliminary evidence suggests that the accident happened in the early hours of Sunday morning,” Peters said.

The driver apparently lost control of the vehicle and crashed into the pole of a billboard on Zuurfontein Road in Chloorkop.

“The car caught fire and the driver, who was trapped inside, perished inside it; the passenger, whose body was partially burnt, was found next to the car and he too was declared dead on the scene by Ekurhuleni Emergency Services,” Peters said.

Tributes have been pouring since the news of the death of the soccer star.

SA Football Association president Dr Danny Jordaan said: “I am still trying to ascertain facts of what really transpired, but this is terrible news for football. Condolences to Sundowns, his family and entire football family.”

Bafana Bafana coach Molefi Ntseki also expressed shock at the death of the Mamelodi Sundowns and Bafana Bafana defender. “It is so devastating for such an up-and-coming player to lose his life this way.

“They didn’t come more professional than the late Madisha. He was ever smiling, humble and the first to arrive and (last to) leave the training ground, hence his rising star status,’’ said Ntseki.

The tragic accident was the second loss for the Brazilians team. It recently mourned the death of Anele Ngcongca, 33, who died on the N2 outside Mtunzini on the KwaZulu-Natal North Coast in a car crash.

The former Bafana right back, who played in Europe for many seasons, had just left Sundowns.

Last month another Sundowns player, Gift Mothupa, lost control of his white Golf 7 GTi and rolled off the R37 in Polokwane and crashed. He survived

AN INVESTIGATION by The Star has revealed that President Cyril Ramaphosa is behind a move to have Public Protector Busisiwe Mkhwebane arrested.

PUBLIC Protector Busisiwe Mkhwebane is facing arrest for an allegation of perjury. A Star investigation has uncovered that Mkhwebane was last week expected to submit a warning statement at the Hillbrow police station in Joburg.

The statement would act as an admission of guilt in a plot to have her arrested before she delivers a report in which President Cyril Ramaphosa is being investigated for approving the ANC’s controversial trip to Zimbabwe on a defence force aircraft.

A source at the Hillbrow SAPS has revealed to Independent Media that on Tuesday, someone from Ramaphosa’s office made a WhatsApp call to a police officer at the station asking why Mkhwebane was not arrested yet.

Ramaphosa was believed to be behind the move to have her charged.

In a document received from the source, the national head of the Directorate for Priority Crime Investigations, Godfrey S Lebeya instructed Mkhwebane to provide a warning statement to Colonel SJ Mojela. The individual from the president’s office sought to put pressure on the police to arrest Mkhwebane before January 13.

The plan to arrest Mkhwebane dates back to June when the Hawks first demanded a warning statement from her for the allegation of perjury and defeating the ends of justice.

The case against the public protector was laid by advocate Paul Hoffman in August.

Hoffman, who heads a nongovernmental organisation, Accountability Now, laid charges after the Constitutional Court dismissed Mkhwebane’s Absa bailout investigation.

The matter against Mkhwebane is pegged on her investigation of the 1991 Absa bailout.

Mkhwebane, who has often criticised government and the South African Reserve Bank for failing to recover more than R1 billion from Bankorp Limited/ Absa Bank advanced as an

“illegal gift” to the Bankorp group, probed the allegations that Ciex, a covert UK-based asset recovery agency headed by Michael Oatley, was contracted by the government to assist in investigating and recovering public funds and assets committed during the apartheid regime.

The government, then under Thabo Mbeki’s presidency, failed to implement the Ciex report.

Ciex was paid £600 000 (about R12.07 million) for services which were never used by government.

The source has also revealed that if Mkhwebane was criminally charged she would be suspended by Ramaphosa.

“If she comes to make the warning statement, we will arrest her. We’ve been sitting on this matter since March. She has not submitted the statement yet. Don’t mention our name in your story,” the source said.

Colonel Mojela, who was set to receive Mkhwebane’s statement, has not responded to Independent Media’s calls.

It’s believed Ramaphosa and his backers may want Mkhwebane to be relieved of her duties before the investigation into the Zimbabwe trip is complete or the findings are released.

In Parliament, the panel assessing the motion to remove her from office has been granted more time.

“Following the announcement by Speaker Thandi Modise on the establishment of the independent panel to conduct a preliminary assessment of the motion for the removal of the Public Protector advocate Busisiwe Mkhwebane from office, the panel held its first meeting on Wednesday, December 2,” parliamentary spokesperson Moloto Mothapo said in a statement.

The panel, comprising former Constitutional Court Justice Bess Nkabinde, advocate Dumisa Ntsebeza and advocate Johan De Waal, had asked the Speaker for a 30-day extension.

The public protector’s spokesperson, Oupa Segalwe, said: “The PP is only aware of a request for a warning statement, which was made in January 2020, to which she responded indicating that it was not compulsory and that she would exercise her right to not make such a

statement.

“She has not been contacted about any other. The public protector has no comment on the suggestion regarding the source of the alleged ‘order’ for her arrest. The only investigation before the public protector involving the president relates to his role in the Minister of Defence (Nosiviwe Mapisa-Nqakula) and ANC official trip to Zimbabwe on a state aircraft.

It stems from a complaint by the African Transformation Movement, a political party represented in Parliament,” he said.

Ramaphosa’s spokesperson Tyrone Seale had not respond to questions by the time of publication.

Holidaymakers heading to the beach will have to wear masks ... that is if the beaches stay open. The president is expected to address the nation tonight as opinions differ over safety at the sea, with the E Cape calling for closure but the W Cape and KZN remaining open.

With President Cyril Ramaphosa due to address the nation tonight, opinion is still divided over how safe it is down by the sea.

As thousands of holidaymakers prepare for a coastal getaway, there is still uncertainty whether beaches will remain open. The Eastern Cape is calling for its beaches to be closed, while Western Cape and KwaZulu-Natal provincial governments have announced stringent measures to keep people safe.

While South Africa waits for President Cyril Ramaphosa to address the nation tonight, beachgoers heading to the coast this festive season will be under the watchful eye by of the tourism sector and local government to ensure they adhere to Covid-19 regulations.

“The leadership of the Eastern Cape government and its municipalities took a decision to close beaches and parks during this time because these places pose a huge risk of spreading infections,” said Premier Oscar Mabuyane’s spokesperson, Mvusiwekhaya Sicwetsha.

“Allowing swimming at this time, during virus pandemic, will create huge problems.

“We have seen high numbers [at] our beaches during this time and we have a duty to protect [the] lives of the people of [the] province. We believe this is good for preventing the spread of the virus,” he said.

The provincial government hopes to close the province’s beaches with immediate effect, according to Sicwetsha.

Beaches in the Western Cape and KwaZulu Natal will remain open these holidays, despite proposals that they should be closed to curb the spread of pandemic in the hotspot provinces.

eThekwini was hit hard by the pandemic, as it lost 165 000 visitors, resulting in the loss of R600 million in contribution to the GDP. The hospitality and leisure industry lost R4.7 billion in potential revenue.

But keeping beaches open during the festive season would have a positive impact on the tourism sector, said CEO of the Tourism Business Council of South Africa, Tshifhiwa Tshivhengwa.

However, he said the sector would have a zero-tolerance policy on those not complying with regulations.

“[The tourism sector] is coming from zero. Any movement upwards is a good movement. I believe [the opening of beaches] should help the sector.

“The most important thing is to ensure that those who will be travelling to those areas adhere to protocols. They must do what they can do. This is in our hands. We need to make sure that from our side, they adhere,” he said.

eThekwini mayor Mxolisi Kaunda said at the weekend that strict rules would be put in place at beaches.

These include the closure of certain routes leading to the beach, the recruitment of 69 beach guides, and metro police officers and CCTV cameras put in place to closely monitor

congestion at the beaches.

According to health experts, beaches were safer than malls and indoor settings as they were highly ventilated, resulting in a lower risk of transmission.

SA Medical Association chairperson Dr Angelique Coetzee said beaches were the right place to be during the holidays.

“Ventilation is natural on the beach and will not be a problem. If people are swimming, it is fine.

“It would be much safer to be on a beach than in a taxi, shopping centre or inside an area like a diner, which is not well ventilated,” Coetzee said.

While the beach might be a safe spot, the concern was when beachgoers would flock to restaurants and public transport, said epidemiologist Professor Jo Barnes.

“Many people who gather on the beach have to use public transport … and then they form crowds not only on the beaches but in the restaurants,” she said.

Red alert for Eskom

Energy analysts have forecast stable electricity for the festive season, with only a slight chance of power cuts over Christmas after Eskom implemented Stage 2 load shedding to replenish its emergency generation reserves.

Eskom warned yesterday that 8 229 megawatts (MW) had been lost due to units on planned maintenance, while another 10 661 MW of capacity was unavailable due to unplanned maintenance.

Chris Yelland, an energy analyst and managing director at EE Business Intelligence, said Eskom’s outlook for the next three months was labeled “red”.

Yelland said this meant there was a strong possibility of load shedding.

There was, however, a lesser chance of load shedding expected between Christmas and New Year’s due to traditionally lower demand at these times.

“The week around Christmas and New Years was marked yellow, meaning there was some risk of load shedding but not a high risk,” Yelland explained.

He said the load shedding experienced on Saturday was because the two-emergency reserves were running consistently during the week to meet the demand.

“The open cycle gas turbine in KwaZulu-Natal and the Eastern Cape, which runs on diesel, should only be used in emergencies, but it has been running the whole week.

“The pumped water storage scheme. which is a hydro water station in the Drakensberg and the Western Cape, has also been running during the week.”

Yelland said the diesel and water systems were depleted after a week and needed to be replenished for a few days before they can be used again.

“The impact on the economy isn’t so big if load shedding is implemented over the weekend,”

Yelland said.

Economist Iraj Abedian said Eskom was saddled with a set of generation stations way past their economically viable date.

“Furthermore, they have not been maintained so their reliability has been further undermined.

This is not surprising at all,” said Abedian.

He said 55% of Eskom’s generation capacity fell under “risky and unreliable”.

“What is highly concerning is the fact that government has not accelerated the private sector generation to create capacity as fast as possible for the economy to be freed from Eskom’s hold.”

He said Eskom will not get on its feet for years to come.

“It does not have the funds needed, neither does it have the skills base needed,” he said.

Voters’ roll has 92% of addresses

USED BY-ELECTIONS TO PREPARE FOR 2021 POLLS IEC is required by law to provide addresses for all eligible voters in SA.

The Electoral Commission of South Africa (IEC) has produced an up-to-date national voter’s roll containing over 90% of voter’s full addresses – making it compliant with the ruling of the Constitutional Court.

The IEC also announced its intention to use experiences of the recent two by-election rounds of 11 November and 9 December to fine-tune their preparations for the 2021 local

government elections.

The date for the polls is expected to be announced by the Minister of Co-operative Governance and Traditional Affairs, Nkosazana Dlamini-Zuma, early next year.

IEC deputy chief electoral officer Masego Sheburi said they’ve capture 92% of voters with full addresses. The commission is required by electoral laws and the constitution to provide addresses for all voters.

The IEC was compelled by the Constitutional Court in its ruling in June 2016 to update the voters’ roll, to enable all voters with addresses to be registered. At the time of the ruling, the IEC had a mere 32% of the voters with full addresses.

After realising the ruling would be impossible to comply with in time for the 2016 local government election, the IEC approached the apex court for clarity. The court granted it a temporary reprieve to be able to able to conduct the election as still “non-compliant”.

In November 2018 the court gave the IEC an extension to update the roll with available addresses until November 2019.

Sheburi told The Citizen while they would have liked to have 100% compliance with addresses, it was difficult to achieve due to many emerging informal settlements and people who lived in inaccessible places.

He said the Wednesday by-elections went smoothly, with minor incidents reported which were easily resolved in time. He attributed the success to voters who complied with IEC and Covid-19 protocols and the cooperation among political parties.

There are currently 26 362 999 voters on the voters roll, of which 14 534 088 are females and 11 828 911 male.

(요하네스버그=연합뉴스) 김성진 특파원 = 남아프리카공화국 주류업계가 신종 코로나바이러스 감염증(코로나 19) 2 차 감염 파동에 또 정부에 의해 폐쇄조치를 당할까 봐 전전긍긍하고 있다.

12 일(현지시간) 블룸버그통신에 따르면 주류업계는 2 차 파동으로 정부가 주류업계 문을 닫지 않도록 설득하는 한편 선제적으로 연말 축제 분위기 속 대규모 술자리 후원을 끊었다.

남아공은 지난 3 월 말 국가적 봉쇄령에 들어가면서 주류와 담배 판매를 2 개월 이상 금지했다.

이후 잠시 금주령을 풀었다가 음주 사고로 인한 입원환자 폭증이 코로나 19 환자 대응에 지장을 준다면서 다시 주류 판매를 제한했다.

1 차 감염 파동이 잦아들면서 록다운 완화로 다시 주류 및 담배 판매도 재개됐지만 최근 감염자가 급증하면서 주류업계는 좌불안석이다.

주류업체 디스텔 그룹 홀딩스의 리처드 러시턴 최고경영자(CEO)는

블룸버그와 인터뷰에서 "우리가 전면적 주류 판매 금지를 당한다면 그 결과가 어떨 것인지는 우리 모두 잘 알고 있다"고 말했다.

남아공은 1 차 파동 후 한동안 신규 감염이 2 천 명대 안팎에 머물다가 최근 4 천 명대에서 6 천 명대로 올라서면서 2 차 파동이 심각해졌다.

11 일 기준 하루 신규 확진자는 8 천 319 명까지 급증해 누적 확진자는 84 만 5 천 83 명이다. 이날 사망자는 205 명이 추가돼 2 만 2 천 952 명에 달했다.
