The Royal Brunei Navy (RBN) Maritime School will be in service by June 2014. It will be divided into four main departments namely;

Naval Operations, Maritime Studies & Marine Engineering Department. On completion of the Maritime School, although training will be primarily for RBN personnel the school will also offer its academic studies and the use of simulators to national maritime

agencies/mariners such as those from the Oil and Gas Industries, Marine Police, Merchant Navy and the Ports and Marine department of Brunei Darussalam. For long-term operations, it also aims to promote its educational services to international end users.

Naval Operation will focus on training and producing qualified RBN personnel aboard ship and base operations. Courses must be aligned with current naval standard operating procedures and regulations both nationally and internationally. IMO courses shall also be inducted in Naval Operation training where applicable. RBN will also require a continuous learning programme to enable their personnel to gain tertiary level qualifications in any marine studies programme.

Maritime Studies will focus on training and producing qualified seagoing mariners by providing all mandatory IMO courses and any other course relevant to the nature of their industry specifically in Brunei Darussalam. Maritime School training will be responsible to make available opportunities for RBN personnel and Merchant Navies to gain tertiary qualification or further studies in the field of Maritime Studies

Marine Engineering Studies will focus training and producing qualified Marine and Electrical Engineers for both RBN and Merchant Navies with tertiary level qualifications ranging from National Diploma and if appropriate to Degree level. An alternative

continuous learning programme inclusive with on the job training will also be required to accommodate both RBN Engineering Officers and Sailors training requirements to qualify their engineers up to tertiary level without affecting operational manning requirements.

The training to be provided by the Maritime School is conceived to provide current and certified courses for both RBN Naval operations and Merchant Navy. Certification internationally and courses compliant with IMO requirements is a pre-requisite.

However proposed courses must be endorsed and locally accredited prior to the Maritime School being operational by June 2014.

Additional courses after initial proposal or beyond 2014 based on any findings from a training needs analysis or training development will also need to meet these requirement

Seamanship - Ship Husbandry, Ship Handling, Seamanship Evolutions, Equipment Maintainer, Supervisor, Instructor FFDC - Team training, Equipment Maintainer, supervisor, Instructor

Sea Survival - Team training including Helicopter Underwater Egress Safety Training, Equipment Maintainer, Supervisor, Instructor

Navigation - OOW, Radar Operator & Manager (includes S&R), ECDIS/ Chart Plotter & Maintainer, Meteorology

Use of simulation training and computer-based training will need to be inducted as much as possible to increase the training value of all courses provided. On graduation from any courses, Maritime School must also be capable to introduce a system to monitor progress of students and thus will issue certification of skills after completing a certain period of operational time or endorsement by qualified Head of Departments

Training Courses: The proposed training courses for the Maritime School shall be introduced in 3 stages. Vendor may proposed additional courses related to the needs of Maritime School courses.

Small Ship Command – CO PV/FPB/FIB/CPC, XO PV & COXN LC

Manpower Resources and Training Aids - Contractor shall supply the manpower resources and necessary training aid materials in order to fully deliver the training courses for a specified period of time

Knowledge and Skill transfer- The contractor shall ensure the transfer of knowledge and skills are met upon delivery of training services in order to develop local and qualified instructors within the specified period time

Documentation and teaching aids relevant to courses to be made available

Other Considerations

Administrative Requirements: The awarded contractor shall propose business concept in terms of collaboration with the Project Manager, Royal Brunei Techical Services (RBTS) in ensuring smooth operations of the Maritime School and shall not be limited to the followings:

Use of computer based learning and simulations is emphasized

All courses to be internationally certified and also requires local accreditation

Continuous review and analysis by training development throughout and beyond implementation.

RBN personnel are allowed to attend civilian courses but access to RBN naval operations courses/materials and training facilities is prohibited or strictly controlled with the exception of the bridge/FFDC/seamanship and engine simulators.
