ABSTRACT
As korean society focuses to move more and more on for the mutual benefits of possible to be happened in an era of globalization, getting out from the state and local government for international exchange. Generally speaking, we have received positive reviews to be achieved a lot of local development by establishment of sisterhood, but we need to act with agility from improvement of competitiveness and changing circumstance in now-days, and to plan for new development and to provide a differentiated strategy. Therefore, we have concentrated on an increase in quantity till now, for the future we should advance international exchange from new plan and attraction based on special resources. For this point, when we look at in neighboring countries such as Japan and China progressed in low birth and ageing society rapid in Korea, medical tourism can expect as a media conduct. In Korea, we are already operating basic policies, revised medical laws, instructed of medical visa system and launching of medical tourism service center, to activate better exchange between states, and try to make a new leap forward, Medical Tourism Hotel (named of ‘Meditel’) has accepted as kind of hotel business. According to a study about advanced research in existing and circumstances at present, under international understanding perspective, we have got the result researched about activation plan such as below. First, reinforcement work organization through medical tourism to be built up a fundamental task, secured group or organization, infrastructure.
Second, having an opportunity for manpower to educate and interchange that able to develop and be harmony. Third, for continuous progress between connected counties, as a line, offering specialized meditel products. Forth, enhancement to contact for interchange of international as used medical tourism and Meditel properly in various parts. Fifth, draw up measures like formation of network, expansion target area for a mutual interest, and the need for a plural society. However, It has a limitation caused from do not concern about various variables, even-though this, for obvious reasons, has significance accessed activation of medical tourism and meditel for international exchange.
Therefore, various media conducts and researches related to international exchange should be raised to be able to play important role as activation, and bring up the need of continuous studies about possibility of international exchange functions through those.

Ⅰ. INSTRUCTION
In global ages, as transportation and telecommunication have developed more and more, market and information between the states have started to open and there is becoming a boundary line faint. As korean society focuses to move more and more on for the mutual benefits of possible to be happened like culture and product or local and industry development, getting out from the state and local government for international exchange. Furthermore, at the present, it is not renewable by self, but it should enhance international competitiveness as reinforced mutual cooperation from share information, trade, and invite investment etc.
Generally, many of nation and local government have received positive reviews to be achieved a lot of local development by establishment of sisterhood. Otherwise, dependence on relationship from only mutual interchange is deepening lack of experience and information, and absence of charm. In globalization, they need to act with agility from improvement of competitiveness and changing circumstance (Jo, Young-Mi, 2009), and to seek for new development and to provide a differentiated strategy to be occupied comparative advantage in now-days. (Lee, Jeong-Suk, 2012).
Because we have promoted international exchange cooperation in various sectors like personal, culture and sports, and economic and commerce communication, etc, but result was insufficient from those, so need to a new strategy desperately. Therefore, they have concentrated on an increase in quantity till now, for the future we should advance international exchange from new plan and attraction based on special resources.
The general public is interested in leisure and health more and more, while birth and population aging are getting bigger issues worldwide including Japan and Korea. To put this in perspective, medical tourism can expect as a media.
From 2000, the government has already started the business ‘health tour to

Korea’, and then, the government has also revised immigration rules to allow foreign patients and their families to get long-term medical visas, in 2009. Next followed year, they have established ‘medical tourism center at the Korea Tourist Service. On Oct 2014, to give exact information of Korea Medical Tourism, they have constructed ‘Visit Medical Korea (www.visitmedicalkorea.
com), and implemented basic polices utilized medical and tourism for creating added value and activating interchange of nations.
And also, since Tourism Promotion Act Enforcement Ordinance revised, which combines with hotel as the hotel industry. To hold a dominant position among competing rivals in advance and join the ranks of advance countries, they try.
In this report, I will try to analyze of medical tourism industry, complex of medical and tourism, concept of meditel happened hotel and medical service at once. Furthermore, to know international and domestic meditel for situations and secure national competitiveness with continuous development, in point of international exchange view, looking for activation plans.
Ⅱ. PURPOSE AND SIGNIFICANCE OF INTERNATIONAL INTERCHANGE
1. SIGNIFICANCE OF INTERNATIONAL COMMUNICATION International exchange can be changed the meaning depending on that where should the aim of international interchange? then, what is the targer for the communication between each nation? Commonly, the meaning of international communication is that not only means products and cash, but communication in personal and cultural exchange differed customs country respectively. However, the present of international interchange is getting used vary caused the rapidly changing environment, etc.
When concerned about this circumstances, the interchange can be equal
relation of cooperation to be able to advance mutually incompatible at officially
and non-officially for several reasons such as the various agents, transcended
distinction between beliefs, system, languages, religion and race, to be proposed
for friendship, cooperation, promoting understand and the public good(Park,

It is able to consider one of general the communication to make each nation rapport through establishment of oversees offices and resident workers as interchange each country or local, but we need a strategy to survive capacity building from sharing of personal, information, best practice and idea now on.
2. THE PURPOSE OF INTERNATIONAL EXCHANGE
As globalization has arrived now-days, the boundary of each nation has lost the meaning. Besides, values of cosmopolitan are getting wider than racial distinctions and differences.
It makes collapsing border, minimising the role of the state with globalization and enhancement of the international competitiveness put in importance level above all things.
Therefore, suitable globalization with paradigm of government development is that escaped from in the center of nation like country and local and private government, etc, those become to be diversified, to find new item to meet the purpose of original like social contribution, mutual benefits and understanding.
As based on those Items we should achieve the goal for the people who in enrich life better than now.
To make it clear about the aim of international interchange, first having positive awareness of global collaboration, second, enhancing ability through best case benchmarking and advanced. Third, reviving regional economy and last is that development of society culture through collaborative effort cooperated each other. There is good value as a media conduct to make mutual benefits, although that is only business role model to reach a final purpose of international interchange.
Ⅲ. THEORY BACK-GROUND OF MEDICAL TOURISM
1. MEDICAL SERVICE AND MEDICAL TOURISM
We can get useful information related in medical sense, disease and medical

organization through broadcasting, mass media, especially the internet. For the client to get medical service can choose the medical organization positively based on various and exact information. Like this, the broaden rights for demand have high quality highlighted in value, the quality of medical functional about revived marketing and importance of strategy is getting high. According to Babakus and Boller(1992) when loot at it as an informant of medical, they said that essential the service(medicine technical quality) is one of surcharged services(environmental quality) in medical, and additional service is the grade for the customer who using medical service more than the essential. As Georette(1997) emphasized, even-though the service is superior to the customer, if they could not feel it, it is useless, and in medical, he insisted that the quality of medical service in influenced depending on standard of evaluation by the client. That is why, it is depending on individual preference.
As the result of these, medical tourism harmony with activities such as experiencing culture, shopping, watching to gain a beauty and to protect disease can be a beneficial reason to boost involvement.
As tourism for medical is aimed treatment, the amount of expense from a long stay has evaluated a key point and high value business through creation of jobs such as raising professional, global healthcare and developing the national economic. According to Tourism Promotion Act, article of 12, it means the patient who receiving medical service like treated cure, treatment and had an operation and the companion can be tourised with the service. Furthermore, in Japanese Tourism Authority, for the purpose of visiting foreign country is treated in domestic by medical, and it is combined between medicine and tourism moving foreign to foreign for remedy in Japanese Society of tourism promotion.
However, Mueller and Kaufmann(2001) argued that the travel to prevent from disease is called 'wellness tourism', trip of healing health is defined as a medical tourism. Connell (2006) insisted between health tourism and medical tourism have conceptual difference, in case of only interveneed medical treatment, it can be called 'medical tourism. nevertheless, in korea, we are travelling a large part of us on healing rather than medical part(Han, Eun-Jin
& Noh, Jeong-Hee, 2013).

2. KOREAN MEDICAL TOURISM SYSTEM

In Korea, nationality of foreign patients receiving treatment at 60,000 persons from 141 countries, it has increased to more than 267,000 from 2009 to 2014. For 6years since 2009 the number of foreign patients is ending up till 90 million.

Furthermore, the cumulative income due to medical tourism by 2014, starting

Ⅳ. THE ORETICAL CONSIDERATION OF MEDITEL
1. CONCEPT OF MEDITEL
Meditel is combined medicine and hotel, pointed at medical tourist accommodation, patient's medical service and hotel services from a building can be offered the hospital and hotel complex (Jeon, In-Sun & Sim, Hong-Bo, 2014).
Therefore, meditel is called hotel or Health Care Medical, It can handle care and accommodation and recreation at the same time, to resolving the hospital and a hotel in coexistence means a building.
Korean government is a global medical tourism to grow up for Tourism
Promotion Act amendment listing like hostel, family hotel, Korean traditional
hotel, the premier tourist hotel sort of business, which was classified as medical
tourism in the hotel industry and added. According to meditel, the medical

Medical tourism and meditel for international exchanges, and may there are limits to the effect. However, network functions as opening up beginning should be an important role in as the medium of medical tourism.
Therefore, the activation of using intermediaries for the various field of medical tourism such as education, politics and industries etc, possibilities must be attained.
5. Target area of support international exchanges and diversification Beginning the exchange as well as maintenance of the exchanges will need a lot of effort. Therefore, interaction destination for local people need incentives (simplification of visa, free contact, etc) and support(charge of medicine and discount for meditel, share information), and broaden of network formation and an increase in various area and multiple exchanges for mutual benefit between national and regional will be necessary.
Brotherly relationship and cooperation networks in the case of advanced countries
already have agreements signed, civic education, campaigns, subsidies, various
development and to push for the regulation of incentives and sanctions, etc.

Ⅵ. RESULT
International exchange industry has important meaning with respect to secure national and regional competitiveness. That is why that a mutually beneficial international trade of reasons and the need are mounting.
Recently, medical tourism is a major Asian economies to focus on and rank as a new form of tourism. Although Korea is also offering specialized medical services for foreign patients and was equipped with a medical technology, and price competitiveness, quality services meditel, being utilized as an instrument of international trade research that is not enough.
As a result, this study is the significance of international trade and recognized domestic and international status with the notion of purpose, medical services and medical tourism, meditel researched, medical tourism for international exchanges based on it and managed to reach about activation of meditel.
According to previous studies of people's health care, medical tourism destination, in choosing a national scale enterprise concept of settlement and national support from the national level, fragmented, the need for marketing strategy is being proposed, but domestic and international case a certified JCI meditel there is little. Foreigners that can satisfy the subject of an international exchange, goods and establishing institutional system and revitalizing medical tourism with education and sharing human resources, including the need is getting insisted.
As actualized above, in unlimited competition, successful exchange was the era of globalization can be done, with constant advancements in the real value, which can be building will be able to.
In this report Medical tourism as a driving force behind the role of international exchanges, and what they indicate that as meditel in significance, though, has a limited duration that have no concrete enough solution, caused from absence of Medical tourism being associated with the role of the parameters and meditel not supposed, and variable, etc to organize smoothly.
