3. 입(개)찰, 입찰관련서류 열람
가. 입(개)찰은 우리부대 계약담당관에 의해 현장 개찰을 실시합니다.

나. 내역서 및 기타 입찰에 관한 내용은 주 우간다 대한민국 대사관 홈페이지 (http://overseas.mofa.go.kr/ug-ko/index.do)에 게재됩니다.

4. 입찰참가자격

※ 현장으로 방문 간 발생되는 모든 소요(비자발급, 항공권, 숙식비용 등)는 입찰참가자의 비용으로 하며, 한빛부대는 이에 대한 책임을 지지 않습니다.
5. 입찰참가절차

라. 입찰서 제출 / 개찰

입찰서 제출은 입찰서 양식(붙임#2)에 맞추어 제출하며 입찰참가업체 대표자의 서명 또는 입찰참가업체 대리인의 서명을 하여 1개 업체 1통만을 봉인하여 입찰서 제출마감시간까지 현장에서 계약담당공무원에게 직접 제출
2) 개찰일시 / 장소 : 본 공고문 2. 입찰에 부치는 “사” 항 참조
마. 제출한 서류중 허위로 작성된 서류가 포함된 것으로 판명된 때는 국가를 당사자로 하는 계약에 관한 법률(이하 “국가계약법”) 시행령 제76조의 규정에 따라 부정당업자로 제재합 니다.
6. 입찰보증금 납부 및 국고귀속
가. 입찰보증금은 현지 상관례를 적용하여 면제하나, 입찰참가 신청 후 정당한 사유없이 입찰에 참여하지 않은 업체는 향후 2년간 해당부대에서 행하는 모든 계약업무에 참여 하지 못합니다. 입찰서 취소의사 표시는 입찰등록마감시간 전까지 반드시 입찰취소 신 청서를 문서로 작성하여 해당부대 계약담당 공무원에게(E-mail) 또는 직접 도착되어야 그 효력이 인정됩니다.
7. 낙찰자 결정방법 : 국가계약법 시행령 제18조 및 제42조 3항에 의한 2단계 경쟁입찰제 (규격․가격 분리 동시)
가. 평가결과 : 제안서 평가결과 종합평점이 85점 이상업체(단 85점 이상 득점업체가 하나도 없을 경우 80점 이상 업체를 적격업체로 판단하고, 없을시 유찰)
나. 가격입찰 : 제안서 평가결과 적격자로 선정된 업체를 대상으로 예정가격이하로서 최저가격을 투찰한 업체
다. 제안서평가에 대한 심의위원회 평가내용과 평가결과 관련 서류는 공개하지 않으며, 입찰 참여 업체는 평가 결과에 대해 이의 제기할 수 없습니다.
라. 동일 가격입찰일 경우 낙찰자는 국가계약법시행령 제47조에 따라 결정합니다.
마. 국가계약법 시행규칙 제48조 제2항에 의거 적격업체가 1인인 경우에도 개찰 및 낙찰자 선언을 할 수 있습니다.
※ 제안서 평가가 지연될 경우 입찰서 제출 및 개찰을 연기할 수 있으며, 해당업체에는 별도 통보합니다.
8. 입찰무효
가. 국가계약법 시행령 제39조 제4항 및 동시행규칙 제44조 및 계약예규 입찰유의서 제12조에 의합니다.
나. 입찰참가자격은 최종 낙찰결정시까지 유지되어야 하며, 낙찰 이후 계약 전 부정당제재처분이 개시되는 업체에 대해서는 계약을 체결하지 않습니다.

9. 예정가격의 결정
1) 기초예비가격은 복수예비가격을 산정하기 위한 기준가격입니다.
2) 복수예비가격은 기초예비가격을 기준으로 15개안을 작성하며 이 경우 복수예비가격 산정 범위의 상한과 하한은 각각 -3% ~ +3%로 고정합니다.
3) 예정가격은 투찰 후 입찰참가자 중 4인을 선정하여 복수예비가격을 1개씩 추천토록하며 이를 산술평균한 가격으로 결정합니다. 단, 입찰현장에 입찰참가자가 4인 미만인 때에는 입찰사무와 관련이 없는 공무원을 선정하여 추첨합니다.
10. 기타 입찰에 관하여 필요한 사항
가. 입찰참가자는 공고에 제시된 입찰정보(물품내역서,규격서,특수조건 등)을 반드시 숙지하 여 입찰에 참가하여야 하며, 미숙지로 인한 책임은 입찰참가자에 있습니다.
나. 입찰참가자는 제안서 평가 및 입찰서 제출 / 개찰을 위해 부대방문에 소요되는 기상 / 이동문제(비자발급, 항공권 취소 등)에 대한 책임은 전적으로 업체측에 있습니다.
다. 사용언어 사이에 해석의 다툼이 있는 경우 한국어를 우선합니다.
라. 첨부파일로 제출된 문서에 암호가 설정되어 있거나 컴퓨터바이러스 감염 등으로 판독이 불가능한 경우 동 첨부파일은 제출하지 않은 것으로 봅니다.
마. 공고문에 게시된 모든 시간은 남수단 현지 시간을 기준으로합니다.
바. 본 입찰에 참여하고자 하는 입찰참가자는 입찰참가 신청시에 청렴계약이행 서약서를 제출한 것으로 간주합니다. 단, 낙찰 시에는 청렴계약이행 서약서를 서면으로 제출해야 합니다.

4. Qualifications for bidding
a. A business which is capable of delivering all 6 types of the product including Baechu kimchi ※ Detailed Matters : Refer to Annex #5, 6, 7 (Special Terms and Conditions of Contract,
Purchase requirements, Output Statement)
b. A business which can be present in a stated schedule and venue for bidding.
※ bidders are responsible for all sorts of expenses(visa issuance, airline ticket, lodging.. etc) while visiting us. please keep in mind that we are not responsible for them.
5. Procedures for bidding participation
a. Submission of bidding participation form : no later than 17:00 Oct 22th, 2019 Method of Submission : E-MAIL <[email protected]>
1) Required document : participation form(Annex #1), 1 copy of business license ※ a letter of attorney is also required to representative of business.
2) Caution : The application form must be signed by the representative stated in the business certificate, or a representative who is authorized by the bidding company to be fully in charge of this tender. The representative must be able to prove by document his validity as an officially authorized representative of the bidding entity if necessary. Entrance is permitted only if the profiles of visitors are reported to our officer in charge via E-MAIL no later than Oct 22 2019, 17:00

4) For proposal assessment, bidders must notify us of specifics such as the profile of visitors before the deadline of proposal submission via our E-MAIL.

Bidding form must be sealed, and only one copy should be submitted per business with a signature of the head of the business or his representative before the deadline to our staff who is in charge of this bidding.

In accordance with the「Enforcement Decree of Act on Contracts to Which the State is a Party」, we open a bid on the existence of bidder according to Article 40 .
e. If some part of the submitted document turns out to be false, restriction will be imposed in accordance with the「Enforcement Decree of Act on Contracts to Which the State is a Party」 Article 76
6. Security deposit and reversion of national treasury
가. Bidders are exempted from security deposit given local customs. However, a business which is not present after applying for bidding without proper reason is to
be excluded from all future contract projects arranged by the Hanbit Unit. The cancellation of bidding is effective only when the bidding withdrawal application form is sent to our staff in charge.
7. Selection of a bidder
: Tendering in Two-Step Competitions in accordance with the Enforcement Decree of Act on Contracts to Which the State is a Party Article 18, Article 42 (3) (tech, price)
a. Assessment result : a business which scores over 85 in proposal evaluation.
(if none scores more than 85, the passing score will decrease to 80,)
b. Price bidding : a business which suggests the lowest price among those which are qualified in assessment result. but, the price must not exceed expected price.
c. Evaluation results and associated documents cannot be released, and bidders are unable to protest against the outcome of the evaluation.
d. In case of identical price bidding, bidders will be determined according to
the「Enforcement Decree of Act on Contracts to Which the State is a Party」 article 47.
e. Under the「Enforcement Rule on the Act on Contracts to Which the State is a Party」article 48 (2), selection of bidder and opening of bid can be declared even when there is only one eligible business agent.
※ In case of proposal assessment procrastination, bid opening is subjected to be postponed, and we will notify corresponding business about this.
8. Bidding Nullity
a. Nullity is under the「Enforcement Decree of Act on Contracts to Which the State is a Party」 Article 39 (2), 「Enforcement Rule on the Act on Contracts to Which the State is a Party」 Article 44, and the (Established rule on Contracts) Purchase(manufacturing) Bid Statement Article 12.
b. Bidding participation qualification must be maintained until the final bid acceptance.
we will not sign a contract with the business which is restricted on Qualification for Participation of Dishonest Business Operators in Tending after the bidding acceptance.
9. Decision of Expectation Price Arrangement
a. The basic provisional price is the standard price to compute plural provisional prices.
b. Fifteen plural provisional prices will be calculated based on the basic provisional price. The plural provisional prices will be estimated in the range of -3% ~ +3% of the basic provisional price.
c. Arrange price is the average of four plural provisional prices, which are drawn by the four participants in bidding (each participant picks one plural provisional prices).
however, if there are less than four participants in the bidding site, a public official un-relevant of the bidding process will be appointed to pick one plural provisional price.
10. Others
a. The participants must be fully aware of the bidding information(specification, special conditions, and purchase request) addressed in the Notice of Bidding, and the participants are fully responsible for the problems caused by ignorance.
b. The business which participates in bidding is entirely responsible for all issues, troubles that might happen while coming our camp for bidding.
c. If problems occur on the interpretation of terminology used in the contract, Korean language is the first in interpretation.
d. if the submitted document is locked with password or unable to read due to computer viruses, it will be considered invaild.
e. All hours in the provisions are based on local time in the South Sudan.
f. We will consider businesses who decides to take part in this bidding to agree with a written oath regarding honest contract fulfillment written pledge when applying for bidding. but, you must hand in honest contract fulfillment pledge in written form when a bidding is accepted.
