Likewise, visitors from the epidemic area (e.g., Wuhan, China) of novel corona virus (SARS-CoV-2) should have been locked down.
The effective preventive method, historically proven, should be followed.
It is neither a violation of human rights,
nor an irrational racism.
It does not matter whether the visitors are symptomatic or not.
Transmission even before symptoms is possible.
At least, the failure must be learned as a lesson.
It is just for the health security of people as an emergency.
The security of people should be considered first.
