About Us

  

The International Cooperation and Assistance Division serves as international provider and platform for providing specialised and technical assistance in support of States Parties efforts to meet their obligations under the Convention through a portfolio of wide range of programmes and projects. These capacity building programmes are aimed at contributing to build and enhance States Parties capacity to fostering the use of chemistry for peaceful purposes for the economic and technological development of the States Parties; facilitating the national implementation and responding and dealing with threats involving toxic chemicals.

 

General Information

Responsibilities

Job Summary

The OPCW Assistance and Protection Branch provides States Parties with expert advice and programmes to develop and improve their emergency response capacity against the use or threat of use of chemical weapons.

The main objectives of the post are to manage assigned programmes, asses the political and socio-economic environment and develop partnerships with stakeholders to ensure the branch can deliver the requested assistance to State Parties.

Main Responsibilities

As a Senior Programme Officer (P-4) your responsibilities will include the management of assigned programmes including training in response to chemical emergencies; designing and integrating innovative policies and strategies in collaboration with State Party institutions as well as coordinating and monitoring projects to successful completion.

Additionally to the role’s main responsibilities, the following will also be in your scope of responsibilities: 

Developing and maintaining networks and partnerships with national institutions and regional bodies to contribute to increasing the awareness of Assistance and Protection;

Monitoring programme/project budgets to ensure the effective employment of resources in line with the Branch programme;

Analyse submissions by State Parties on national protection and assistance programmes;

Developing draft policies for the OPCW activities in the area of providing assistance in the event of the use or threat of use of chemical weapons;

Represent the Branch in inter-divisional task force groups and international meetings and conferences.

Qualifications and Experience

Education

Essential: 

An advanced university degree in management, social sciences, science and technology, international relations, or a related discipline. A first level university degree in combination with additional qualifying experience (minimum 9 years) may be accepted in lieu of the advanced university degree.

Knowledge and Experience

Make sure you have:

A minimum of 7 years of progressively responsible experience directly relevant to the Chemical Weapons Convention, preferably in capacity building related to emergency response ( 9 years with a first level degree);

A minimum of 5 years of in the conduct of needs assessments, planning, conduct, monitoring and evaluation of capacity building programmes;

Knowledge of multilateral disarmament issues and experience in dealing with national and international authorities in this field; 

Experience in formal programme management approaches, stakeholder engagement, results-based monitoring and evaluation is desirable; 

Experience in analysing issues, developing courses of action and implementing them in an international context is desirable; 

Experience in the assessment of needs and coordination of assistance delivery in emergency situations is desirable; 

Previous experience in an international organisation would be an asset.

Skills and Competencies

Excellent communication skills (verbal and written) including ability to prepare reports and conduct presentations;

Demonstrated ability to be proactive in developing strategies to accomplish organisation’s objectives; problem solving skills;

Flexibility and ability to work under pressure;

Excellent interpersonal skills - ability to establish and maintain productive partnerships with clients;

Tact, discretion, and the ability to work harmoniously in a multi-cultural environment;

Computer literacy (MS Office packages).

Languages

Fluency in English is essential and a good working knowledge of one of the other official languages (Arabic, Chinese, French, Russian, and Spanish) is desirable.

Additional Information

This fixed-term appointment is for the duration of two years with a six-month probationary period, and is subject to the OPCW Staff Regulations and Interim Staff Rules.

The OPCW is a non-career organisation with limited staff tenure. The total length of service for Professional staff shall not exceed 7 years.

The Director-General retains the discretion to not make any appointment to this vacancy, to make an appointment at a lower grade, or to make an appointment with a modified job description. Several vacancies may be filled.
