However, Msiza’s supporters insisted yesterday that the businessman was a victim of a politically motivated smear campaign aimed at keeping him out of political office and forcing a political realignment ahead of the ANC’s national elective conference next year.

According to the 206-page indictment seen by the Pretoria News, and titled “The State versus Tshivhwa Matodzi and others”, the NPA alleges Msiza was the central figure between VBS and the municipalities that illegally invested millions into the now-defunct mutual bank – in contravention of the Municipal Finance Management Act (MFMA).

The indictment shows that the NPA has charged Msiza, who is accused number 11, of allegedly convincing 12 municipalities to invest about R1.5 billion into the now collapsed bank.

“Accuse 10,11,12,13 and 14 were party to the solicitation of deposits by various

municipalities into VBS and influenced various municipalities to make such investments and investments,” it read in part.

Msiza, former Limpopo ANC Youth League leader Kabelo Matsepe, Ralliom Razwinane, Takunda Edgar Mucheke and Tshianeo Madadzhe appeared before the Palm Ridge

Magistrate’s Court in Ekurhuleni last Thursday after being added to a list of suspects accused of looting the bank of R2.3 bn.

They were released on bail of between R50 000 and R100 000 each after being charged with 180 counts of racketeering, theft, fraud and money laundering.

They joined the other accused who included former VBS chairperson Tshifhiwa Calvin Matodzi, Andile Malusi Ramavhunga, Mulimisi Solomon Maposa, Simpho Calvin Malaba, Phalaphala Avashoni Ramikosi, Thifhelimbilu Ernest Nesane, Paul Magula and Mmbulaheni Robert Madzonga.

NPA spokesperson Sipho Ngwema yesterday said the indictment meant the State had

completed its case against the accused. “The indictment was served on the last seven accused on Friday March 12 and it will be served on all of them again on March 26,” Ngwema said.

When asked if the defence had responded to the indictment yet, Ngwema said: “The defence will defend themselves on the accusations during the course of the trial.”

The trial is expected to start in September and last for six months.

Msiza could not be reached for comment yesterday.

His supporters, including the ANC’s Peter Mokaba region, have again accused unnamed people of using the NPA to fight political battles against the businessman.

Regional ANC spokesperson Jimmy Machaka said: “We maintain the principle of innocent until proven guilty. Our view is there is no case against them as this is just a political smear campaign against our leaders. Even if they have to face charges, we say they should face the charges while still in office. We are confident that almost 70% of the branches in the

province want our comrades to continue doing their work in the ANC even when charged,”

said Machaka. Msiza and Limpopo ANC deputy chairperson Florence Radzilani were suspended by the ANC national executive committee (NEC) in 2018 in connection with the VBS scandal.

However, the party’s highest decision-making structure between national elective

conferences later resolved to lift their suspension, but this was never done. The VBS report found that Radzilani, the former Vhembe municipality mayor, had asked for a R300 000 Christmas bonus from VBS for rallying her council behind the bank.

According to the indictment, Matsepe (accused no 10) was allegedly a middleman between municipal officials and Msiza, whose alleged role was to intervene and secure VBS deposits.

Matsepe was allegedly paid millions for his efforts. More than R16 million was paid into his company, Moshate, while over R4m was deposited into his personal bank account to

distribute to mysterious beneficiaries. This included unregistered or non-existent companies.

The indictment details how the funds were funnelled from VBS to Matsepe which would ultimately end up in Mziza’s hands.

The Limpopo politician was identified as the kingpin in advocate Terry Motau’s “The Great Bank Heist” report that blew the lid off the VBS saga.

Msiza successfully challenged the report in the Gauteng High Court, Pretoria, which set aside the portion of the report which made damning findings against him because he was not interviewed during the investigations.

The accused funnelled the savings and investments of the mainly poor people of Vhembe in Limpopo into their personal bank accounts between 2015 and 2018, the report said. The money included investments from municipalities, stokvels, burial societies and ordinary South African citizens, especially the elderly.

Charlotte Ngobeni, the municipal manager of the Collins Chabane municipality in Limpopo, has been charged separately for allegedly accepting kickbacks in exchange for illegally investing R120m of municipal money with VBS. She has been charged with corruption for allegedly accepting a Range Rover worth about R1.4m from one of the VBS suspects.

Former VBS chief financial officer Phillip Truter has pleaded guilty to charges of fraud, corruption, racketeering, theft and money laundering. He has been sentenced to an effective seven years behind bars. Truter is believed to have turned State witness.

PRESIDENT Cyril Ramaphosa and some VIP mourners at King Goodwill Zwelithini’s memorial service had to be whisked away from Kwa K he thom than day o royal palace in Nongoma after unruly Zulu regiments threatened his security.

This happened shortly after the sombre service concluded yesterday. Throughout the service, some unruly regiments in full Zulu traditional gear, carrying traditional weapons like spears, knobkerries and shields, dug in at the gates of the palace trying to get in.

An armed battalion of SAPS officers kept them at bay for hours by closing the iron gate. In retaliation, the angry regiments, about 150-strong, said no one could leave. They closed the road leading in and out of the palace.

Then came the time for Ramaphosa and some VIP mourners to leave, but the regiments were having none of it. They prevented the armed SAPS battalion from allowing mourners to leave.

It was not immediately clear if the SAPS battalion feared a stampede and therefore kept the gate closed.

What would have been a chaotic scene was averted by a quick-thinking group of presidential protection unit members who tore down the royal razorwire fence and opened a temporary exit point for the president’s convoy.

Ramaphosa’s convoy sped off while some VIP protectors in camouflage uniforms ran alongside it, protecting the president and pushing aside several puzzled mourners who seemingly had no idea what was happening.

After gaining entry to the palace, the slogan-chanting and singing regiments marched straight to the main house of mourning inside the palace and, as a sign of respect, bowed in front of it.

However, the Zulu royal family did not take kindly to their action, and an unidentified senior prince approached them and berated them.

Also joining the fray was Prince Mangosuthu Buthelezi, who reasoned with the regiments to leave the palace. The ageing Buthelezi was inaudible and Independent Media could not hear exactly what he told the regiments.

The regiments, and maidens, then continued mourning outside the palace.

With the last burial rites for the late king concluded, attention has shifted to who would succeed him, or at least stand in until an heir is identified.

Speaking on behalf of princes and princesses, Princess Thembi Ndlovu (née Zulu) said the debate was premature.

‘Your heart starts beating very fast as there are many things to remember – and on top of everything else, our training and tools are not what they should be.’ With these words a public order police officer lays bare the dismal odds riot police face.

When bricks, rocks, and bottles are flying in your direction and all you have is a shotgun loaded with rubber bullets “less accurate than a paintball gun”, training and muscle memory are supposed to kick in to prevent injury to oneself and colleagues, stop damage to property and disperse protesters.

That’s according to a Public Order Policing (POP) member, who may not be named in case of retribution. The problem is, the member said, too often police are thrown onto the firing line when politicians have failed to keep their promises.

“It’s then your heart starts beating very fast as there are many things to remember and look out for and, on top of everything else, our training and tools are not what they should be,” the member said.

The member noted they were not given enough training, as techniques and situations changed and responses needed to evolve. “[SA Police Service] don’t have 9mm ammo to give us training – and I mean training, not the yearly maintenance shoot.”

The maintenance shoot is designed for members to remain familiar with their firearms.

“While we have riot control equipment, we don’t have effective rubber bullets. Paintball guns shoot better and more accurately than our white 12-gauge rounds. They are a waste of

money,” the member said. “At the other end, we have state-of-the-art 40mm stopper firearms lying in the safe for the past two years because there is no ammunition.”

These were one of the best nonlethal weapons at POP’s disposal, the member noted.

“Some of the teargas we are using dates back to 1976, almost as old as me. We don’t shoot R1 or R5 maintenance because there is no ammo.

“So, at the moment we must fight riots with useless stun grenades and throwing teargas by hand. Our new recruits did a maintenance shoot, but there’s been no training. So, in summary, we are f***ed.”

On Wednesday, four police officers appeared in the Johannesburg Magistrate’s Court in connection with the murder of Mthokozisi Ntumba during a Wits student protest last week.

They were also charged with defeating the ends of justice, which meant someone believed the accused tried to destroy evidence.

Police spokesman Brigadier Vish Naidoo could not comment on the state of the police. “The minister of police will be releasing the response to the Farlam Commission recommendations at the end of this month,” he said.

The response would “talk to the progress police have made regarding the recommendations”.

Institute for Security Studies’ Gareth Newham said police were not held to the standards to which they were trained. He said some front-line supervisors did not ensure officers

maintained the requisite standards.

He said every day, police used force unnecessarily and unlawfully. “That’s why we have such a high level of civil claims.

“In the past five years, more than R1 billion was paid out to people who have proven they are victims of unlawful police behaviour.”

Court records in Malawi reveal allegations of how South African women were raped, bribed and threatened with murder by the ’prophet’

Controversial Malawiborn “prophet” Shepherd Bushiri raped women and girls as young as 16, including two sisters; drugged some, bribed them into silence, and threatened others with murder in six years of jaw-dropping sexual violence, prosecutors have alleged.

The Mail & Guardian has exclusively sourced court records of the extradition request South Africa has sent to Malawi detailing crimes allegedly committed by Bushiri — leader of one of the most popular and richest churches on the continent, Enlightened Christian Gathering (ECG) — and his wife, Mary.

The eight counts of rape, dating back to 2016, have been added to charges of fraud, money- laundering, jumping bail and contravention of the foreign currency act that Bushiri was already facing before his escape in November last year.

Bushiri has rejected past allegations of rape, accusing Hawks officers of “intimidating women” to make the accusations. He also accuses the Hawks officers of extortion.

Church as recruiter

All the new cases allegedly took place in and around Pretoria — particularly at the Sheraton Hotel — and involve women who allege the rich prophet enticed them into hotels after befriending them and their families at church with offers of special prayers and gifts of cash.

Some of the women later were involved in what could appear to be consensual sexual relations, after Bushiri promised to marry at least one of them. But the majority, particularly those who were very young, were threatened with death by Bushiri or his bodyguards, the victims claim. One of the victims allegedly fell pregnant by Bushiri but was forced to terminate the pregnancy.

The indictment paints a picture of how the ECG church was used as a recruitment service for Bushiri through his network of “sons” and “prophets”. They would eavesdrop, record and engage in subtle conversations with churchgoers to collect information later used by Bushiri to lure women into sexual relations.

According to the dozens of pages the M&G has seen, the targets included young girls between the ages of 16 and their mid-twenties.

“Many of them believe he received visions from God, not knowing that he obtained information beforehand.

“Because of these prophecies, the victims sought his advice or counselling. This counselling would escalate to communications between Mr Bushiri and the victims via social media,” the records say.

This week Bushiri agreed to meet the M&G, but did not pitch. His spokesperson, Ephraim Nyondo, who later apologised for the “mishap”, directed all questions relating to the rape allegations to the lawyer handling the extradition case, Wapona Kita.

“It’s sub judice,” Kita said.

Victims speak out

According to the records, Bushiri promised to marry one of the women he raped between May 2015 and June 2016. He allegedly paid her parents substantial sums of money.

Another woman alleges that between June and July 2015, she was raped by Bushiri in his hotel room after “the prophet” took pictures of her in her underwear and in naked poses. He allegedly handed her cash.

Another victim alleges she was invited into Bushiri’s hotel room and given a drink that made her dizzy. She fell to the floor and, she alleges, Bushiri then took her clothes off and raped her. Another victim was allegedly impregnated and given cash to register a construction company.

Luring women in

The youngest of the victims — who are sisters — allege the most harrowing incidents. The girls say they had sung in Bushiri’s church, and he befriended their parents before starting to text them on Whatsapp.

First Bushiri allegedly sent his “sons”, who took the sisters and their brother to meet him under the pretence that they were going for choir rehearsals and gave them money.

During a second visit, Bushiri handed them huge amounts of cash and told them not to tell anyone.

Then it was the hotels. Then the rape.

“After two weeks, my family and I met prophet Bushiri in his church after the evening service that ended at 11pm,” the young woman says.

“My parents and I were very excited to meet with the prophet and his wife, prophetess Marie Bushiri. Prophet Bushiri told my parents he wanted to sponsor my sister and me to start recording at his studio in Sandton [Johannesburg] and that he was going to be our spiritual father.

The young woman says her parents were happy to meet Bushiri and agreed to contact him because they trusted him. The Bushiris exchanged contact details with the two sisters and their brother. A week later, the sisters and brother began communicating with the Bushiris.

They claim to have met him in July 2016 at the Southern Sun Hotel in Arcadia, Pretoria.

Bushiri, it seems, had sent a man named “Aubrey” — who appears numerous times in the court papers as one of the people scouting women for Bushiri — to pick up the young women from their home where they were with their mother. On being informed by his daughters that Bushiri had sent for them, their father was unhappy, but Aubrey spoke to him on the phone and he consented to the arrangement.

Brutal rapes

At the hotel, Bushiri kept the sisters in separate rooms, where he later prayed for them and gave them cash. He allegedly gave one of the sisters and the brother R5000 each. The other sister told prosecutors she was paid R10 000.

A second meeting took place at the Sheraton Hotel, where Bushiri allegedly gave the siblings R20000 in January 2017. Bushiri invited one of the sisters to the Sheraton. She was taken to one of the upper floors by Aubrey, who left promptly.

“Usually, Aubrey and one or two bodyguards are always in the suite, but that day they were not there. Prophet Bushiri came from the bathroom. He greeted me and asked me how everything was. I told him everything was fine. He told me he would pray for me to get distinctions and open doors of blessings in my life,” she says.

“When praying for me … he started to touch my body and private parts. I started to push his hand away. He continued to touch me. I asked him to stop. I screamed. I was wearing a long dress. He used force to pull me to the bed. He pulled my underwear and threw it away.

“I was screaming all the time. He put his hand over my mouth and nose. I was fighting back.

He overpowered me. He put his penis inside my vagina and … raped me. I kept screaming and crying because it was extremely painful because I was a virgin. He continued raping me, and I was screaming, fighting and crying. When he finished, he stopped. I noticed drops of blood coming from my vagina.”

After the rape, the victim, who was 18 at the time, alleges Bushiri threatened to kill her if she reported the incident or told anyone, and gave her R10000. In June 2018, her sister told her Bushiri had raped her too, and that’s when the two sisters agreed to report the incidents to their parents.

Extradition?

The Bushiris’ extradition trial is expected to start in earnest in Malawi courts next week after chief resident magistrate Patrick Chirwa refused to recuse himself. Bushiri’s lawyers had objected to his handling of the case, citing possible bias because of the magistrate’s involvement in issuing the warrant of arrest police used to arrest the Bushiris.

The couple fled South Africa in November while on bail for various crimes, including fraud and money-laundering, which caused a diplomatic rift between Lilongwe and Pretoria after Bushiri timed his escape to coincide with newly elected Malawian President Lazarus Chakwera’s visit to South Africa.

(요하네스버그=연합뉴스) 김성진 특파원 = 남아프리카공화국발 변이 코로나바이러스는 현재 한국, 미국 등 최소 40 개국에 퍼져 있다.

이 때문에 한국 내에서도 남아공발 입국자에 대한 시선이 곱지만은 않을 것이다.

그러나 남아공은 역설적이게도 세계적으로 2 차, 3 차 감염파동을 주도하는 변이 바이러스 연구 분야에서 선두 주자 가운데 하나이다.

변이 바이러스는 신종 코로나바이러스 감염증(코로나 19)에 대항한 글로벌 싸움에서 새로운 변방이다.

기존에 알려진 대로 영국발·브라질발 변이 바이러스 등에 대한 맞춤형 백신 개발이 한창이다.

남아공은 일찍이 자국 내에서 퍼지기 시작한 변이 바이러스에 대한 정보를 스스로 파악해서 영국에 통보한 결과, 영국도 자국 내 새로운 감염을 주도하는 변이 바이러스를 확인하는 데 도움을 줬다고 자부한다.

시릴 라마포사 남아공 대통령은 지난 2 월 1 일 2 차 감염 파동의 정점을 지났다는 발표와 함께 변이 바이러스 연구에 대한 자국 연구진이 "유전체학 분야에서 변이 바이러스에 대한 새로운 정보를 제공하는 선구적 연구에 참여했다"고 상찬했다.

현지 경제 전문지 비즈니스데이는 지난 17 일 이와 관련, 남아공에서 '바이러스 사냥꾼'으로 알려진 툴리오 드 올리베이라 교수 겸 콰줄루나탈 연구혁신·시퀀싱플랫폼(Krisp) 국장의 이야기를 실었다.

브라질 태생으로 22 년 전 같은 남반구에 위치한 남아공으로 건너온 드 올리베이라 국장은 '유전체 염기서열 분석 연구'로 남아공을 변이 바이러스 연구의 선두 주자로 올려세운 데 혁혁한 공을 세운 인물로 평가 받는다.

드 올리베이라 국장이 이끄는 Krisp 연구진은 지난해 11 월 중순 이후 '501Y.V2'로 알려진 남아공 변이 바이러스를 확인했다.

특히 501Y.V2 가 수십 개의 돌연변이를 갖고 있다는 놀라운 사실을 알아냈다.

그동안 'Sars-CoV-2'로 알려진 코로나바이러스가 상대적으로 안정적이라는 통념을 뒤집는 발견이었다.

남아공 연구진의 발견 후 멀리 떨어진 영국과 브라질에서도 당시 치솟고 있는 감염 사태를 설명해 줄 수 있는 다른 변이의 진화에 대한 글로벌 추적이 촉발됐다.

수주 내로 과학자들은 영국에서 'B.1.17' 변이를, 브라질에서 'P1' 변이를 각각 확인했고 이 둘은 다 남아공 변이와 핵심 돌연변이를 공유한 것으로 밝혀졌다.

드 올리베이라 국장은 신종 바이러스를 염기서열 분석하는데 광범위한 경험을 가진 전세계 소수의 과학자 그룹에 속한다.

그는 지카, 뎅기열, 황열병, 치쿤구니야(뎅기열과 비슷한 질병) 등에 대해 작업했고 남아공에 지난해 3 월 5 일 첫 번째 코로나 19 확진자가 보고되기 훨씬 전에 이미 코로나 19 에 대한 게놈 감시 시스템을 설립하는 '유비무환'의 정신을 가졌다.

드 올리베이라와 연구진은 지난주까지 이미 501Y.V2 에 대한 9 개의 논문을 사이언스, 네이처 같은 톱 저널들에 올렸다.

그렇다면 비즈니스데이가 소개한 그의 연구 비법은 뭘까.

그는 우선 같은 건물을 나눠 쓰는 콰줄루나탈 대학의 두 연구 그룹인 AHRI 와 남아공 에이즈 프로그램 연구센터 등과 협업에 공을 돌렸다. 전자는 HIV 와 결핵(TB) 연구에서 남아공 변이 501Y.V2 의 선구적 연구로 방향 전환을 했고 후자는 즈웰리 음키제 보건장관의 코로나바이러스 최고 자문인 살림 압둘 카림 교수가 이끌고 있다.

동트기 훨씬 전에 트위터를 한다는 드 올리베이라는 또 트윗을 통해 동료 연구 커뮤니티에 최근 연구 아이디어나 초벌 연구물을 공유하는 예고(豫稿) 나눔 관행이 크게 도움을 줬다고 밝혔다.

이를 통해 좋은 것과 나쁜 것을 구별하고 과학적 취약점이 빨리 노출됐다는 것.

드 올리베이라 교수는 이에 대해 과학자들이 일반인처럼 욕설하지 않고 매우 정중하고 사실에 기반해 비판하지만 훨씬 아픈 지적을 한다면서 "럭비와 좀 비슷하게 매우 공격적일 수 있다"고 말했다.

드 올리베이라 교수는 남아공이 경계심을 늦출 경우 제 3 차 감염파동이 올 수 있다고 우려하면서도 백신 접종과 함께 앞으로 몇 개월만 파티와 외출 등을 잘 참으면 "터널 끝 빛을 볼 수도 있다"고 낙관했다.

그와 연구진은 여러 발병 병원 현장 방문과 함께 수십만 개의 코로나바이러스 샘플을 다뤘어도 그 자신을 비롯해 단 한 명도 감염자가 나오지 않았다.

그는 비결에 대해 "우리는 감염 예방 기본 수칙을 매우 심각하게 여긴다. 우리는 폐쇄 공간에서는 모임을 하지 않고 모든 사무실 창문을 열어 놓는다"라면서

"우리 문 가운데 다수는 자동으로 열리고 우리는 정말 병적이다 싶을 정도로 하루에 25 번씩 손을 씻는다. 그리고 물론 우리는 마스크를 쓴다"고 강조했다.

그는 또 일의 스트레스를 어떻게 이기느냐에 대해 묵상과 운동, 그리고 심각한 작업에 대해서도 빙그레 잘 웃고 조크하는 '가벼운 터치'라고 덧붙였다.

코로나로 인해 국내외에서 이래저래 대응 피로증과 스트레스가 심한 상황에서 잘 참고할 만한 말이 아닐 수 없다.
