Master Contract
Projects
• City Controller decides on a project, then project specs and details are formulated.
• A Task Order Solicitation is prepared and released to all Contractors with a Master Contract.
Task Orders
• Firms that are on the master contract respond with proposals if they are qualified and interested in the project.
• Controller reviews proposals based upon the appropriateness of the proposed methodology, staff qualifications, and cost.
• Selects firm with the best proposal and awards Task Order detailing the scope of work, fees, cost, and terms for delivering the work.

Audit, Review, Consulting and Related Services (RFQ)
• Contains the general terms and conditions of the contract.
• No specific work or payment is guaranteed.
• Lays out the process for issuing Task Orders.

I’M SMALL, HOW DO I GET INVOVLED? GET CERTIFIED!
LAWA understands that many project requirements are very large in scope and may present challenges for the average small business to bid or propose on the entire project.
LAWA sets subcontractor program goals on various types of projects.
Just ONE example… if a $5 million dollar project has the following goals:
Small Business Enterprise (SBE) 10%
Local Business Enterprise (LBE) 7%
Local & Small Business Enterprise (LSBE) 5%

FY 21-22 Recovery + Equity
• Asking City Council to pass an ordinance to cut by 90% the time it takes a restaurant to secure city approval for an alcohol permit and to cut the cost of that permit by 70%
• Suspension of valet and off-site parking requirements that could help restaurants save up to $10,000 dollars
• Restaurant deferment of almost $8,000 dollars of expiring fees for three years
• Emergency zoning code amendments
Tax Support Overview
In partnership with CD2 and Office of Finance (OOF), working to provide tax relief to micro-entrepreneurs and small businesses.
• Lowers the threshold for a business to enter into a payment installment agreement with the City from $1000 to $300.
• Eliminates the interest for monthly business tax installments for
businesses that have elected to pay their business tax via the installment plan.
• Extends the business tax deadline to 2/28/2022 for the fund/classes that pay non·GRT tax and have been forced to stay closed due to the City's SAH order.
• Extends the LAPD and LAFD permit renewal fee deadlines to 6/30/2021.
