Design and Management Plan for the Underground Facility Management System

The purposes of this study are; first, to design an integrated underground facility management system, to manage all the underground facilities in integration to prevent disasters due to mismanagement, as well as to reduce the budget-waste and decrease traffic jam caused by repeated road excavation constructions. Second, to suggest the alternatives to law establishment, management organization establishment, and data input and co-application for effective development and management of this integrated underground management system.
When local governments engage in computerizing the integrated underground facility management system, they have to follow the schedule of the national GIS and national standardization. It is also necessary to have a co-application area after synthetically reviewing the connection with other facility management programs which have been developed by the underground facility management organizations. Not only the underground facility but also the system covering almost all city facilities should be established. Eventually, a city-wide decision-making system linked to city management should be prepared.
In order to establish the database for underground facilities, after each management organization makes the base maps based on the 1:1000 topographic map, integrated underground maps can be produced by collecting the related underground facilities data. The next step is to establish the database connecting the information from the underground maps with the data from all kinds of registers and protocols. The integrated underground facility database is managed by the integrated management organization.
The integrated management organization needs to establish the "Road Management Center (a provisional name)" which is concentrated on road
management with the consideration of the most facilities laying underground along the road. The Road Management Center provides necessary data to road management bureaus and underground facility management organizations. They also provide the road-related data and underground facility-related data which are restricted by road management bureaus and underground facility management organizations and their management database.
The maintenance regime for developing and applying the integrated underground facility management system produces a computerized guideline for the underground facility management after revising part of the Road Law. In the long run, it will proceed to the direction of enacting the Utility Law in order to computerized the whole facilities in the city. This regime also comprehensively publishes a standard guideline for the underground facility information, a guideline for detection of the underground facility, a guideline for making the underground facility base map, and a guideline for developing the integrated underground facility management system.
