서울대학교 공과대학을 졸업하고 동 환경대학원에서 석사 및 박사학위를 취득하였다. 중부대학교 도시행정학과 교수로 재직 중 이며, 현재 미국 MIT대학교 방문 교수로 있다. 전공분야는 도시 및 지역 계획으로, 산업입지, 지역경제정책, 정보통신의 공간적 영향 등에 관해 주로 연구하고 있다. 주요 저서로는「신지역발전론」(공저, 2009), 「디지털 시대 의사소통의 장소로서 도시의 역 할과 형태」(2007), 「유럽의 지역발전정책」(공저, 2003), 「공간의 정치경제학-현대 도시 및 지역 연구」(공저, 2003) 등이 있다.

비시 사냘 교수는 인도 기술대학교(Indian Institute of Technology)에서 건축학과를 졸업하고, 미국 캔자스대학교(University of Kansas)에서 도시계획학 석사, UCLA대학교에서 도시 및 지역계획학 박사학위를 받았다. 1984년부터 현재까지 MIT대학교 도시연구 및 계 획학과 교수로 재직 중이며, 학과장을 비롯하여 MIT 교수회 의장, SPURS 프로그램 책임자 등 여러 보직을 역임했다. 또한 포드재단, 세계은 행, 국제노동기구(ILO), 유엔개발프로그램(UNDP) 등에서 계획 자문가로 일했다. 주요 연구 분야는 비공식경제와 행정 분권, 계획 이론 및 교 육 등이며, 특히 발전을 위한 시민단체의 역할, 계획 과정에서 각국 간 비교 등을 연구하고 있다. 주요 저서로「Comparative Planning Cultures」, 「The Profession of City Planning: Changes, Successes, Failures and Challenges(1950~2000)」등이 있다.

▶▶비시 사냘(이하‘사냘’):저도 한국의 계획가 및 학계 인사들과 이렇게 대화 할 수 있게 되어 영광입니다. 그리고 인터뷰 자리를 만들어준 국토연구원에 감 사드립니다.

강:저는 비시 사냘 교수님이 인도에서 태어나서 자란 분이며, 다양한 인생 경험과 훌륭한 경력을 지니신 것으로 알고 있습니다. 우선, 국토연구원에서 발 행하는「국토」의 독자들을 위해 교수님에 대한 소개를 간단히 부탁드리겠습니 다. 교수님의 주요 경력과 그 동안 하신 일들, 지금 하시고 계신 일들에 대해 말 씀해 주십시오.

▶▶사냘:저는 콜카타의 정통 힌두교 가정에서 태어났습니다. 그러나 예수회 사 립학교에 11년간 다녔습니다. 어린 시절부터 저는 시각 미학에 깊이 끌렸습니 다. 저는 인도 기술대학교에서 건축을 공부했는데, 특히 훌륭한 건축이 보여주 는 형태의 미학에 끌렸습니다. 또한, 사회과학의 분석적 전통에도 끌려서 로스 앤젤레스에 있는 UCLA대학교의 국제개발계획 분야에서 박사과정을 공부하 게 되었습니다.

interview, even though you are very busy. I extend grateful appreciation to you on behalf of the KRIHS.

▶▶ Bish Sanyal(‘Sanyal’): I am honored to be able to communicate with

Korean planners and academics, and thank KRIHS for arranging this interview.

Kang: I know that you, Professor Bish Sanal at MIT, originally born and

raised in India, have enjoyed a wide range of life experiences and a very highly decorated career. First of all, please introduce yourself for the Korean readers of Planning and Policy. Please tell us briefly about your career, and tell us what kind of work you have done and are doing now.

▶▶ Sanyal: I was born into an orthodox Hindu family in Kolkata, India, but

attended a private Jesuit school for 11 years. Since my childhood, I have been deeply drawn to visual aesthetics - particularly of the kind exemplified by good architecture which I studied as an undergraduate at the Indian Institute of Technology - and yet I am equally drawn to social sciences’ analytical traditions which inspired me to do my doctoral studies in international development planning at the University of California at Los Angeles.

그러나 궁극적으로 저는 제 자신이 학자라고 생각하고 있습니다. 그리고 관리나 제도의 문제 를 이해하게 된 것이 최근 많은 도움이 되고 있 는데, 이는 도시 빈곤문제를 해결하는 데서가 아니라, 학계의 제도들을 관리하는 데 도움이 되기 때문입니다. 우선 첫째로, 저는 MIT대학 교의 도시연구 및 계획학과에서 1992년부터 1994년까지 국제개발 분야의 책임자를 맡았고, 그 다음 8년 동안 학과장을 하였습니다. 2004년 즐거웠던 안식년을 마치고 돌아와서는 도시 및 지역연구 특별 프로그램(SPURS) - 미국의 명 문 연구대학교에서 개발도상국에서 온 중간급 경력의 전문가들을 위해서 제공하는 가장 오래 된 프로그램 중 하나 - 의 책임자가 되었습니다.

In between, I worked for my father’s civil engineering firm building bridges and managing a difficult business enterprise at a time of major labour unrest in India. Even though this labour unrest deeply hurt my father’s business, I was moved by the plight of the poor construction laborers - men, women, and even children - who relied on unpredictable daily wages, lived in ramshackle houses, and lacked the privileges I grew up with in India. Before joining MIT as an assistant professor in 1984, I also worked for the World Bank and was posted in Zambia in South Central Africa to supervise five larger projects to provide housing and services for the poor. The World Bank project was facing a very high rate of default on loan repayments which led me to study how poor households cope with low and fluctuating incomes.

This led me to study the urban informal economy. Because I worked for the World Bank then and had to devise strategies for loan recovery, I began to think of institutional and organizational issues, like why certain kinds of poverty alleviation approaches worked better than others. This dual emphasis on understanding the nature of the urban informal economy and, also, what kinds of public policies and projects can best address such large scale poverty led me to serve as a consultant for a number of international development and donor agencies. For example, I have advised the Ford Foundation, International Labor Organization, United Nations Center for Human Settlements, United Nations Development Programs and United States Agency for International Development. Yet, ultimately, I am an academic at heart, and my understanding of managerial and institutional issues have been useful recently, not to solve the problems of urban poverty, but to manage academic institutions! First, I served as the Head of the International Development Group at the Department of Urban Studies and Planning at MIT from 1992 to 1994, then became the Head of the Department for 8 years. In 2004, after I returned from a wonderful sabbatical, I became the Director of the Special Program in Urban and Regional Studies (SPURS) which is one of the oldest programs in a top-ranking U.S. research university for mid-career professionals from developing nations. We were glad to have you as a SPURS fellow in 2008~2009. In 2007, while heading SPURS, I was elected by the entire MIT faculty to serve as the Chair of the Faculty for two years. All these academic appointments in an elite university have required very different understandings of the world than what is necessary to assist the urban poor in developing nations.

There is something about the way I was educated which allows me to straddle these very different

연구와 관련하여 말씀드리자면, 저는「계획 아이디어의 역사」라는 책의 공동 편찬 작업을 이제 막 마쳤습니다. 이 책에서는 계획 아이디 어가 어디에서 나오고, 어떻게 수출∙수입되며, 왜 어떤 아이디어들은 번성하는 데 비해 다른 아이디어들은 사라지는지 분석하고 있습니다.

지금 작업 중인 또 다른 책은 인도에 있는 금융 관리 연구기관과 함께 제가 조직했던 국제 공모 에 뿌리를 두고 있습니다. 이 공모는 공공기관 에 의해 수행된 훌륭한 성공사례이지만 아직까 지 주목받지 못했던 사례들을 찾고자 했던 것입 니다. 이 책의 제목은「감춰진 성공들」입니다.

이 책에서 저는 왜 공공기관에 의해 수행된 성 공사례가 무시되거나, 혹은 기껏 소개되어도 제 도적 준비 때문이 아니라 개인의 리더십에 의한 것으로 설명되는지에 대해 이론적 설명을 하는 첫 장을 쓸 예정입니다.

지금 막 작업하기 시작한 세 번째 프로젝트는 인도 계획위원회의 부탁을 받은 것인데, 이 위 원회에서는 인도 도시 빈민들의 주택 수요 (Need)를 어떻게 하면 가장 잘 처리할 수 있을 지에 대해 저의 조언을 구하고 있습니다. 이를 위해 저는 빈민들의 주택 수요를 다루기 위한 두 개의 대비되는 전략의 찬성 및 반대 견해를 분석할 예정입니다. 즉, 슬럼을 개량하거나 사

이트∙서비스 프로젝트들을 통한 빈민들의 특 수한 필요에 정책 목표를 맞출 것인지, 아니면 모든 사람에게 혜택이 갈 수 있는 전략, 예를 들 어 하부구조를 깔거나, 조세정책을 고안함으로 써 도시 전체에 파급되는 전략을 고안할 것인 지, 이 두 가지 전략을 대비해 보는 것입니다. 이 것이 인도와 관련하여 제가 지금 관여하고 있는 유일한 프로젝트인 것은 아닙니다. 저는 또한 록펠러재단의 자금지원을 받아서 인도 벵갈루 루에 만들어지고 있는 새로운 대학교를 위한 커 리큘럼에 대해 조언하는 프로젝트를 이끌고 있 습니다. 이 대학교는‘Indian Institute of Human Settlements’라고 명명될 예정이며, 계 획 교육의 혁신적인 접근 방식을 제공할 예정입 니다.

강: 몇 년 전에 저는 교수님의 유명한 논문“아 래로부터의 발전의 신화”를 읽었습니다. 이 논 문에서 교수님은 발전에 대한 하향식 접근뿐만 아니라, 대안적인 상향식 접근도 함께 비판했습 니다. 발전은 위에서 흘러 내려오는 것도 아니 고, 아래에서 솟아오르는 것도 아니라고 주장하 면서, 발전을 위해서는 위와 아래에서 동시에 만들어진 노력들의 시너지, 즉 정부, 시장기구, 시민단체들 사이의 협력적 노력을 요구한다고 하였습니다. 이 논문이 발전을 연구하는 학계에 매우 큰 파장을 일으켰다는 것을 저는 기억합니 다. 저자인 교수님이 직접 이 논문의 주요 요지 와 이 논문에서 제안하셨던 내용을 설명해 주십

worlds, and I continue to conduct research and teach courses on development and planning even as I spend 50 percent of my time on administrative matters, such as continuing to head the SPURS program, and serve in various institute wide committees at MIT.

In terms of research, I have just completed co-editing a volume which is titled History of Planning Ideas. This book analyzes where planning ideas come from, how they get exported and imported, and why some ideas flourish while others languish. A second book which is underway is based on an international competition I had organized with the Institute of Financial Management Research in India. The competition sought entries which analyzed good performance by public sector institutions which have not been noticed as yet. The book is titled Hidden Successes and will have a lead chapter by me laying out the intellectual rationale as to why good performance by the public sector is either ignored or, at best, explained by leadership of individuals, not institutional arrangements. A third project I have just started working on has been commissioned by the Indian Planning Commission which is seeking my advice on how to best address the housing needs of India’s urban poor. This paper will analyze the pros and cons of two contrasting strategies to address the housing needs of the poor - namely, whether “to target” the specific needs of the poor through slum upgrading and site/service projects, or devise city-wide strategies, such as laying out infrastructure, or devising tax policies, which could benefit all. This is not the only project in India I am involved with: I am also leading a project funded by the Rockefeller Foundation to advise on the curriculum for a new university being created in Bengaluru, India. The new university will be called the Indian Institute of Human Settlements, and will offer an innovative approach to planning education.

Kang: Some years ago, I read your seminal article “The Myth of Development from Below”, in

which you criticized not only the top-down approach to development but also the alternative bottom-up approach. In this article, you proposed that development does not trickle down from the top nor effervesce from the bottom. Rather, development requires a synergy between efforts made at the top and the bottom, a collaborative effort among the government, market institutions, and NGOs. I remember that this article made quite a splash in academic circles in development studies. Would you please explain the main points and suggestions in this article?

▶▶사냘:그 논문은 저와 제 동료였던 주디스 텐 들러 교수가 개발도상국의 많은 상향적, 소득창 출형 프로젝트들을 평가해 달라는 포드재단의 요청을 받고 실행한 컨설팅 작업의 결과로 만들 어진 논문입니다. 제가 평가했던 프로젝트들은 모든 하향식 발전 노력들 - 국가가 주도하든 대 기업이 주도하든 간에 - 은 아래에서 소득을 창 출하는 데 실패해왔기 때문에, 가난한 사람들의 삶의 질을 향상시키기 위해서는 소규모 비정부 조직(NGO)들이 주도하는, 민초에 기반을 둔 프로젝트가 필요하다는 가정에 입각하고 있었 습니다.

그런데 저의 연구에서는 소득 창출을 위한 상 향식 프로젝트는 그 규모가 너무 작아서 의미 있는 결과를 내기 어렵고, NGO들은 많은 사람 들의 생각만큼 효율적이지 못하다는 점을 지적 하였습니다. 또한 상대적으로 성공했던 프로젝 트들은 위에 있는 주도적 기관, 특히 정부와 어 떤 방식으로든 실제적인 연계를 가지고 있었다 는 점을 발견하였습니다. 저는 이 연구가 신자 유주의의 중심 주제였던‘정부에 대한 혹평’이 일반화되던 시기에 수행되었기 때문에, 큰 관심 을 끌게 되었다고 생각합니다.

강:2005년 편집한 책「비교 계획 문화」에서

교수님은 매우 흥미로운 국제적 사례 연구들을 포함하여 전 세계의 서로 다른 문화 속의 도시 계획을 조사하셨습니다. 제가 이 책을 이해한

바로는, 교수님은 지속적인 사회적∙정치적∙

기술적 변화과정 때문에 계획 문화도 지속적으 로 변화하는 흐름 속에 있다고 믿고 계신 것 같 습니다. 교수님이 이 책을 책임 편찬하신 의도 와 이 책의 편찬과정을 통해 발견하신 점들을 설명해 주시면 감사하겠습니다.

▶▶사냘:우리는 이 프로젝트를 다음과 같은 질 문들을 제기하면서 시작하였습니다. 서로 다른 나라의 계획가들이 도시∙지역∙국가 발전에 영향을 미치는 방식에서 상당한 차이점이 과연 있는가? 만약 차이가 있다면 이 차이는 계획 문 화의 상이함, 즉 국가∙시장∙시민사회의 적절 한 역할에 대해 나라마다 서로 다른 계획가들의 집합적 정신사조(Ethos)와 지배적인 태도에서 유래된 것인가? 이런 전문가의 문화는 어떻게 형성되는가? 이는 그 나라에 고유한 것이며 불 변하는 것인가? 아니면 국토 내부 및 외부의 사 회적, 정치적, 경제적 변화에 발맞추어 진화하 는 것인가? 특히 무역, 자본흐름, 노동이주, 기 술적 연계성 측면에서 국제적 상호연결성이 강 화되는 것이 한 국가의 계획 문화에 미치는 영 향은 무엇인가?

이 책은 이러한 문제를 다루기 위해 서로 다 른 영역적 차원에서 10개 국가의 계획 경험들을 조사하였습니다. 이 책의 주요 발견 중 하나는, 계획가의 사회적 특성이 변하지 않는다는 불변 성과 전승의 생각을 불러일으키는 전통적 계획 문화에 대해 의문을 제기한 것입니다. 이러한 전통적 견해와는 반대로 이 책에서는 어떠한 문

▶▶ Sanyal: The article emerged out of my consulting work for the Ford Foundation which had

requested my colleague Judith Tendler and myself to evaluate many bottom-up, income- generating projects in developing nations. These projects were based on the assumption that all top-down development efforts, led either by the state or big firms, have failed to generate income at the bottom, and hence, grassroots based projects led by small non-governmental organizations were needed to raise the quality of life of the poor. My research indicated that the bottom-up projects of income generation were too small to have significant impact, and non-governmental organizations (NGOs) were not as effective as many assumed them to be. I also found that the projects that had been relatively successful were actually linked in some ways to the dominant institutions “at the top”, particularly the government. I think this research drew attention because it was conducted at a time of general “government bashings” which was a central theme of neoliberalism.

Kang: In the book you edited, Comparative Planning Cultures (Routledge, 2005), you

investigated urban planning across the world and in different cultures, including fascinating international case studies. My understanding of your book is that you believe planning culture is in constant flux because of the continuous process of social, political and technological change.

Please explain your intention behind editing this book and what you discovered through the process of working on it.

▶▶ Sanyal: We started the project by asking the following questions: Are there significant

variations in the ways planners in different nations have influenced urban, regional, and national development? Do such variations arise from differences in planning cultures, meaning the collective ethos and dominant attitudes of planners in different nations towards the appropriate role of the state, market forces, and civil society? How are such professional cultures formed? Are they indigenous and immutable, or do they evolve with the social, political, and economic changes within and outside the national territories? Specifically, what has been the impact of the intensification of global interconnectedness in trade, capital flows, labour migration, and technological connectivity on national planning cultures?

The book addresses these questions, drawing on the planning experience in ten nations and at

계획 문화에 대한 현 시기의 사회 변화의 영 향을 이해하기 위해서는 사람들의 이동성이 점 점 증가하면서 우리는 투자, 무역, 아이디어 등 의 국제적 연결성이 강화되는 경향을 반드시 인 식해야 합니다. 그렇지만 이러한 국제적 연결성 강화 경향에 대한 기대나 두려움 모두 지나치게 과장되어 왔습니다. 우리의 사례연구는 국제적 연결성과 동시에 신자유주의적 관점의 우월성

이 모든 나라의 계획담론 속에 침투하고 있음에 도 불구하고, 그 파급 영향은 나라마다 크게 다 르다는 점을 보여주고 있습니다. 모든 나라에서 계획제도들이 똑같이 해체되는 것도 아니고, 규 제들이 같은 수준으로 철폐되는 것도 아닙니다.

외부적 힘에 대한 계획가들의 대응을 결정하는 요소는 계획문화가 아니라, 서로 다른 환경 속 에서 변동하는 정치입니다.

강:교수님은 몇 년간 MIT대학교에서 SPURS 책임자를 맡으셨습니다. 이 프로그램은 전 세계 에서 온 중견급 경력의 전문가들을 대상으로 이 들의 정책 개발 및 계획능력을 재충전하고 성장 하도록 돕기 위해 설계된 1년짜리 프로그램인 것으로 알고 있습니다. 이 프로그램의 목표와 참가연구원들에게 제공해주는 내용, 지금까지 어떻게 잘 운영되어 왔는지 등 프로그램 전반에 대해 간단히 소개해 주시면 감사하겠습니다.

▶▶사냘:SPURS는 개발도상국가의 중견급 계

획가와 정책당국자들을 대상으로 이들이 1년 동 안 MIT대학교를 방문하여 정책개발 및 계획 역 량을 재충전하고 성장하도록 돕기 위해 1960년 에 창설된 프로그램입니다. 이 프로그램은 미국 이 제조업 분야와 경제성장률에서 세계 으뜸이 었던 시절에 만들어졌습니다. 그 당시 시대적 상황은 미국의 기술적 지식이 전 세계로 일방적 으로 흘러갔으며, 쿠바 미사일 위기의 기억이 여전히 미국인들의 마음속에 생생히 남아 있는 가운데 냉전은 최고조에 도달했으며, 민권운동

different territorial levels. One of the main findings questions the traditional notion of culture that evokes a sense of immutability and inheritance of unchanging social attributes of planners. In contrast, the book concludes that there is no cultural nucleus or core planning culture, no social gene that can be decoded to reveal the cultural DNA of planning practice of any nation. Planning culture, unlike that larger social culture in which it is embedded, is in constant flux. This is not to say that planning practice in any setting lacks distinct characteristics; it is to say that the distinct quality is the result of a complex process of social change, not the inevitable and predictable outcome of a static planning culture. Rather than searching for the cultural nucleus of planning practice in all nations, we need to understand how changes occur in planning practice in all nations, developed and developing. Lacking such a dynamic view of social change, which is a central objective of planning, we may inadvertently legitimize both the stereotypes we hold of others and those others hold of us.

To understand the impact of contemporary social change on planning culture, we must acknowledge the trend towards global connectivity through increasing movement of investment, trade, ideas and people. Both the promise and fear of this trend have been exaggerated, however.

Our case studies demonstrated that even though global connectivity and the simultaneous ascendancy of neoliberal views have penetrated the planning discourse in all nations, their impacts varied widely. Planning institutions have not been dismantled equally, nor have regulations been withdrawn to the same extent in all nations. It is the changing politics of different settings - not of planning cultures - that have conditioned planners’ responses to external forces.

Kang: You have held the position of Director at SPURS at MIT for many years. I have heard

this program is a one-year program designed for mid-career professionals from around the world to help them retool and reflect on their policy-making and planning skills. Please introduce briefly this program, including the goals of the program, what SPURS provides for its fellows, and how well the program has succeeded to date?

▶▶ Sanyal: The SPURS program was created in 1960 for mid-career planners and policy makers from developing nations to visit MIT for a year for reflection and retooling. The program was created at a time when the U.S. was the leader in manufacturing and economic growth rate;

technological knowledge flowed in one direction from the U.S. to the rest of the world; the Cold War was in high gear with the memories of the Cuban missile crisis still fresh in the minds of Americans; and the Civil Rights movement had raised the consciousness of average Americans regarding social and cultural diversities.

By the time I became the Director of SPURS in 2004, the scenario had altered significantly.

The U.S. economy was growing at a far lower rate than many nations, both industrialized and industrializing. Technical knowledge was no longer the monopoly of the U.S. either. Politically, the Cold War was over, but a new threat of global terrorism loomed in the horizon with the nation still getting over the shock of September 11, 2001. Socially, multiculturalism had created separate islands of varied cultural groups but without any serious conversations among them regarding cultural differences.

I am trying to reorient SPURS’ mission to fit the new reality. We are funded primarily by the Hubert Humphrey Program (HHP) which is administered by the International Institute of Education in New York. Each year the HHP brings, on average, around 150 mid-career professionals to the U.S. out of which we receive between 12 to 15 outstanding professionals from nations in Africa, Asia, Latin America, and increasingly, the Middle East. We admit an additional 3 to 5 fellows with independent financial support from either national governments, top-ranking academic institutions, or leading private firms.

The SPURS program is deliberately loosely structured because the fellows are respected as colleagues, not treated as students. The fellows meet twice a week over lunch and dinner talks, audit classes they like, participate in professional training for at least a month, and also engage in community services. The SPURS fellows learn much through this process but they also contribute much to MIT by sharing their professional experiences with students and faculty and thereby creating an innovative learning environment for theorizing from practice, not the other way around which is prevalent in developing nations. Recently, we have started a new series, titled, Cultural Encounters, to facilitate “difficult conversations” and disagreements among peoples of the world. Finally, I think we ought to shift from the old style of knowledge generation in, and technology transfer from the U.S. to the rest: SPURS should be a forum for the co-production of knowledge which is a more appropriate mode of knowledge generation for our times. program will lead the way mid-career planners and policy makers from around the world could work cooperatively with their U.S. counterparts and students in solving globally interconnected problems, such as climate change or collapse of the housing finance market.

Kang: Recently, we can see that India has experienced very rapid economic growth and

urbanization. Since India has a tremendous population, it is expected that the impact of urbanization is also very great. As a urban planner born in India, please tell us about the prospect of urbanization in India and how you think urban planning and governance can best manage it.

▶▶ Sanyal: This is a question I have given some thought to because the Rockefeller Foundation

recently requested our department to advise on the curriculum for a new university to be created in India on the theme of human settlements. I am leading the curriculum development process with my colleague, Lawrence Vale.

Regarding the prospects of urbanization in India, the first thing to notice is: India is still less than 30% urbanized, but the rate of urbanization has speeded up, somewhat, with rapid economic growth during the last fifteen years. The national government has started a newly funded scheme, named after India’s first Prime Minister, to encourage cities to invest in infrastructure construction and housing provision. India’s planning style is changing, however, from the earlier centralized version where cities lacked autonomy to plan and were reliant mostly on state and national funds.

Whether this new shift towards decentralization, which required constitutional amendment, will eventually lead to better cities is too early to predict, but the indicators are that some Indian cities - like Ahmadabad, Surat, or Hyderabad - have performed reasonably well, and are setting examples for how entrepreneurial cities can not only stimulate the urban economy but also enhance the quality of life of the urban poor.

To manage this sort of transition in urbanization and planning, India needs a new and very large cadre of urban planners with very different professional sensibilities than that of planners in the past who were mostly architects. The new planners must learn how to be strategic rather than comprehensive in thinking about solutions. They need to be able to work with political leaders translating political will into innovative projects and policies. And, rather than being sure of their

현 시기 자본주의에서 시장과 공공계획 사이의 관계, 공공계획과 계획가가 나아가야 할 방향에 대해서 교수님의 견해를 말씀해 주십시오.

▶▶사냘:초기 산업화시기의 조닝(Zoning) 같이 먼 과거로 거슬러 올라가는 계획의 규제적 측면 이 현 시기에 다시 한 번 중요해지고 있다는 데 저는 동의합니다. 현재의 금융위기, 그리고 주 택위기도 부분적으로 규제 미흡 및 규제 당국의 실행력 부족에 기인한다는 데 상당한 의견 일치 를 보이고 있습니다. 그러므로 지금의 쟁점은 규제할 것이냐 말 것이냐가 아니라, 어떻게 시 장 행위자의 기업가 정신을 손상시키지 않으면 서 규제할 것인가에 관한 것입니다. 이것이 계 획가에게 주어진 도전입니다. 왜냐하면 새로운 경제적 맥락에 적합한 혁신적 규제수단을 고안 하기 위해서는 계획가들이 현재 경제상황의 복 잡성을 제대로 이해해야 하고, 실행 또는 모니 터링이 어려웠던, 민간의 투자를 위축시켰던 낡 은 형태의 모든 규제들을 강요하지 말아야 하기 때문입니다.

그러나 잘 설계된 규제가 현 시기 자본주의의 문제를 해결하지는 못할 것입니다. 대신 서구 국가들의 경제성장률이 높아져야 합니다. 소득 불평등은 경제적 이유뿐만 아니라 정치적 이유 때문에 잘 관리되어야 합니다. 또한 다양한 유 형의 리스크 및 불확실성이 잘 관리되어야 합니 다. 정말, 어느 누구도 이러한 모든 과제에 대처

하기 위해 어떤 유형의 계획이 필요한지 잘 알 지 못합니다. 우리가 아는 것은 모든 층위에서 정부가 그들의 역할이 무엇인지 재정의할 필요 가 있을 것이라는 점입니다. 하향식 계획, 혹은 상향식 계획이 아니라, 이 양자의 조화가 필요 합니다. 또한 세계적으로 상호 연결된 문제들을 풀기 위해서 초국가적 계획 노력이 필요할 것입 니다. 이러한 모든 노력들을 계획이라고 부를 수 있을까요? 저는 잘 모르겠습니다. 왜냐하면 새로운 정치적 연대를 창출하기 위해서는 새로 운 정치적 수사가 정교하게 고안되어야 하기 때 문입니다. 계획이라는 용어가 경직된 법칙에 의 해 이끌리는 관료주의적 국가기구와 관련되어 있기 때문에, 우리의 앞을 가로막고 있는 거대 한 도전을 다루기 위해서는 사람들에게 활력을 줄 수 있는 새로운 용어들을 만들어낼 필요가 있을 것입니다.

강: 마지막으로, 지금까지 드린 질문 가운데 미처 못 다룬 것이나 월간「국토」의 독자들에게 하시고 싶은 말씀, 예를 들어 미래의 계획에 대 한 교수님의 생각 등이 있다면 자유롭게 말씀해 주십시오.

developmental ideas, the new planners need to be reflective and constantly revise their ideas by learning from practice. Also, the new planners must be able to transcend classical dichotomies, such as the one between efficiency and equity, and generate solutions that are both financially efficient and socially equitable. I am now working with faculty from MIT and elsewhere creating such a curriculum, and the Rockefeller Foundation has generously funded our effort.

Kang: In recent decades, the dominant neo-liberal paradigm emphasizing free market

principles proliferated in the world, while the role of the state seemed to shrink, and the role of public planning seemed to become reduced as well. But the recent global economic recession resulting from excessive deregulation has made us rethink of the role of state and public planning.

Please tell us your opinion about the relationship between the market and public planning in contemporary capitalism, and the role that public planning and planners should play going forward.

▶▶ Sanyal: I agree that the regulatory aspect of planning which can be traced as far back as

zoning during serf industrialization has become important once again. There is an emerging consensus that the current financial crisis and, also the housing crisis, resulted partly from lack of regulations and enforcement by regulatory authorities. Hence the issue is not whether to regulate but how to regulate without hurting the entrepreneurial qualities of market actors. This is a challenge for planners because to devise innovative regulatory instruments for the new economic context, they must understand well the complexities of the current economic conditions, and not impose all encompassing regulations of the old kind which were hard to implement and monitor and, also, discouraged private investment.

Regulations, however well designed, will not solve the problems of contemporary capitalism, however. Economic growth rates of Western nations have to be increased. Income inequalities have to be managed for both economic and political reasons, and various types of risks and uncertainties have to be managed as well. No one really knows what kind of planning is necessary to respond to all these challenges. What we do know is that governments at all levels will need to redefine their roles: there cannot be either top-down or bottom-up planning, but a combination of both is needed. Also, some supranational planning efforts will be needed to solve globally

임 교수님은 제가 처음으로 편찬한 책인「경 계를 깨기: 계획 교육에서 하나의 세계 접근」에

interconnected problems. Will all such efforts be called planning? I do not know, because a new political rhetoric has to be crafted to create new political coalitions. Since the term planning is associated with bureaucratic state apparatus driven by rigid rules we may need to coin some new terms to energize people to tackle the huge challenges which loom ahead.

Kang: Finally, please feel free to tell our readers about anything else not covered by the

previous questions - for example, your views about the future of planning, etc.

▶▶ Sanyal: The increasing interconnectedness of nation-states through transnational movements

of capital, labour, commodities, ideas, and technological know-how is a reality which all planners have to take into account even as they concentrate on “place-making.” I had raised this issue in the early 1980s in planning. Another planning academic who also appreciated this issue at the time was late Gill-Chin Lim, a Korean planner who taught at Michigan State University but spent a considerable amount of his time and intellectual energy thinking about developing nations. I had the opportunity to work with Gill, who in 1988 called to give me the good news that my paper titled, “Poor Countries Students in Rich Countries’ Universities” had won the Chester Rapkin award. Gill was then the chair of the Chester Rapkin committee. Since then, I worked with Gill in various settings, and he contributed a paper titled, “Beyond Taoism: Comparative Environmental Planning” to my first edited book, Breaking the Boundaries: A One World Approach to Planning Education. Gill always wanted me to be involved in planning education in Korea and had invited me to various conferences organized by the development consortium which he headed. Gill, if he were alive today, would have been happy to see me, finally, conversing with Korean planners. I dedicate this exchange with you to Gill Lim, a warm, generous, hard-working planning academic who always encouraged me to transcend nationalism and parochialism and think about the World.
